TUKWILA ARTS COMMISSION MINUTES
September 23, 2020 - 6:00pm

1. Call to Order, Roll Call & Introduction of Guests: Staff liaison Tracy Gallaway called the meeting to order at

Commission Members Present: Trisha Gilmore, Pinky Estell, Jaleh Sadravi, Helen Enguerra, Shawn Belyea,
Cynthia Chesak and Dylan Mahler
Commission Members Absent: Sheila Coppola
Staff: Tracy Gallaway
Guests: Sarah Kavage
2. Approval of Agenda: Tracy Gallaway asked to amend the agenda to include an update from Sarah Kavage
regarding the Riverton Creek Restoration Project. Cynthia Chesak to accept the agenda. Pinky Estell
seconded the motion. The motion passed unanimously.
3. Approval of Minutes: Jaleh Sadravi moved to accept the minutes for 8.26.20. Shawn Belyea seconded the
motion. The motion passed unanimously.
4. Unfinished Business:
Riverton Creek Restoration Project — Update from artist Sarah Kavage. The Riverton project is
shutting down for the winter at the end of October, and they are not going to get to a point
where Sarah will be able to do any of the work she had planned. The project will resume next
summer, however with other obligations, Sarah is looking at how she can complete the project
moving forward. The people that she has been working with are excited to continue this project
next summer. It would likely be an intense 2 -3 -week project (if Sarah can make it work with her
schedule). Sarah asked if there were other ideas or approaches for getting this done that they
would want to offer up? Pinky asked when they will be able to restart the project next year?
Probably late June or early July, then the water work in August. Could you pass the torch to
another artist (that is thoroughly vetted)? This may involve additional costs. The funds that the
Arts Commission was going to allocate for the videographer will need to be moved to 2021.
b. Ignition NW Art Installations — Pinky Estell has been working with the Ignition NW team to come
up with some options for art installations in Tukwila Parks. What are some examples of art that
might be currently available for installation immediately (but would be durable for the
fall/winter weather)? Pinky, Shawn, and Tracy will coordinate a time for a park tour to
determine the best locations for installations (in coordination with the Park maintenance staff).
c. Southcenter District Art, Baker Blvd Sidewalk Art Installation — Tracy Gallaway shared that this
project is moving forward. Sidewalk art developed by artist Beth Gahan will be installed along
Baker Blvd on September 29th & 30th. Tracy Gallaway is hiring a videographer to document the
project and develop some informational materials to share the project on the City website and
social media channels.
d. Utility Box Art Program — Beth Gahan has created a design to use on the City owned utility boxes
at Baker Blvd and Andover Park E. Beth and Tracy have been working on developing a City
policy for this program. There are plans to roll out the Utility Box Art Program in
October/November starting with the pilot project at Baker Blvd and Andover Park East.
e. Park Art Projects — Staff are looking at the possibility of doing mural projects (on plywood) at
Bicentennial Park (cabin & restroom building), Tukwila Park (restroom & fences); Mural Project
(on concrete) at Crystal Springs; Cascade View Pagoda has been victim to recent vandalism and
staff are interested in seeing if there are any ways to use art to curb vandalism at that location.
5. New Business:
a. Tukwila Library Advisory Board (TLAB) "Free Little Libraries" — Cynthia Chesak, who serves on
both the Arts Commission and TLAB presented an opportunity to the Arts Commission to
partner on this new program. TLAB will purchase 5 boxes and the Arts Commission could
commission artists to paint or decorate the free little libraries. TLAB is working with City
administration to determine if there would be any liability concerns. If this project moves
forward it would likely be in spring 2021.
6. Commission/Staff Report Outs:
o Tracy Gallaway, Staff Liaison:
■ ArtsCorps — Free Virtual After School Arts Program for Youth — 8 Tukwila kids registered;
Free Virtual Teen After School Art Program beginning October 20 — 5 class series, weekly
from 3-4pm — Poetry/Spoken Word, Hip Hop Dance
■ Contract with Joel Lee for Public Art Inventory & Assessment ($2,500) — contracted
through March 31, 2021
■ Art Walls at TCC — For 2021 we could showcase the City public art collection on one or both
walls. Another idea would be to work with outside organizations to curate our display
space.
■ Justice Center Plaza — Tracy is working with artist Elizabeth Gahan for an art proposal at the
Justice Center Plaza site. The proposal includes using 3 large lanterns attached to the
current light poles. There are a couple of lighting options. We are currently getting pricing
for the armature to attach the lanterns to the poles.
■ % for Art 2021/2022 —
• Artist in Residence Program —Tracy is looking at the opportunity to begin another
Artist Residency program in 2020. This could be an opportunity to launch a
residency that includes a Mentor/Mentee project. She is looking for any feedback
the Arts Commission has regarding this idea, or other ideas for AiR projects.
o Sheila Coppola:
■ Sheila was not present for the meeting, but she asked Tracy to share that Artist Saya
Moriyasu has created a sculpture for the City of Spokane as part of the Riverfront Park
renovation project. The project was recently canceled. Sheila was wondering if there was
any interest in considering this piece for Tukwila. Several arts commissioners noted that
due to the circumstances surrounding this art piece they were not interested in considering
this for the Tukwila Public Art Collection.
o Dylan Mahler:
■ Art at FHS- a meeting was held on September 15`" to approve the artist design for the
decorative seating element to be in the Foster High School center courtyard. Final design
will be approved in December and the art will be installed by summer 2021.
7. Other — We have three commissioner appointments set to expire at the end of December. Staff from the
mayor's office will be contacting commissioners with the information for the reapplication process.
8. Agenda for Next/Future Meetings: Updates on current projects, Seattle Southside Scene Project — Meagan
McGuire.
9. Adjournment: Cynthia Chesak motioned to adjourn the meeting at 7:28 pm Trisha Gilmore seconded the
motion. The motion passed unanimously.
