This meeting was conducted remotely, with the Qty Council, Mayor, and staff off-site and participating via aremote electronic system. All participants, including the Mayor, Councilnendxens, City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. COMMITTEE OF THE WHOLE CALL TOORDER/PLEDGE OF ALLEGIANCE Council President Kruller called the remote Tukwila City Council meeting to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. LAND ACKNOWLEDGEMENT Councilmember McLeod stated "The City of Tukwila is located on the ancestrallands ofthe Coast Gahoh people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders pmet, present and emerging." King County Airport Master Plan update. John Parrot, Airport Director, gave an overview of King County International Airport's Master Plan update. The following responses were provided based onCouncil questions: The runway must berelocated 3OO feet tothe north based on Federal Aviation Administration (F/V\) requirements; Environmental assessments will be completed in accordance with applicable regulations; Some cargo flights may be moved from SeaTac Airport; While the current sound footprint has been reduced, the FAA is seeking public comments regarding noise mitigation. There were no public comments. SPECIAL ISSUES a. Weekly COVU0-19 Report' David Cline, City Administrator, provided an update on the City's coronavirus response as follows: Updated information h;available onHuman Services assistance andCCyJD-19 testing and vaccinations; the most current information is available from King County Public Health; Tukwila Community Center has reopened nnalimited basis. In response to an inquiry from Council President Kruller, Councilmember Seal relayed Parks and Recreation staff are reaching out to seniors to assist with vaccine registrations. Ib. COVID-19 Financial Impact Report. Vicky Carlsen, Finance Director, provided an update on budgetary impacts due to COVID-1 9 as follows: Total General Fund revenue through November 30th was $55.9 million and expenditures totaled $52.3 million; Sales tax revenue i$down due tothe pandernicand was $14.48million through November; The City will need tocollect $1.72million insales tax revenue byyearend. REPORTS m. Mayor Mayor Ekberg thanked the Council for the in-depth discussion on the King County International Airport presentation. b. City Council Councilmember Seal participated in a Tukwila Library Advisory Board meeting and shared the library hopes to reopen soon at limited capacity, with curbside service to end; Valley View Library may continue to offer this service; Tukwila Library currently has Federal income tax forms available to the public via curbside service. John Dunn, Parks and Recreation Superintendent, is planning a Seniors' Book Club. Councilmember Seal attended the Tukwila Pond Master Plan community meeting. The Transportation and Infrastructure Services Committee met earlier tonight and forwarded three items to consent. Councilmember Hougardy attended the Tukwila Pond Master Plan community meeting and anEquity and Social Justice Commission meeting where the Commission continued to discuss training opportunities, the mission statement, and celebration of Juneteenth. She shared that the Commission is currently recruiting for the student position that offers a stipend. Councilmember Hougardy participated in an Association of Washington Cities Education Advisory Committee meeting. Councilmember Quinn joined the ribbon -cutting ceremony for Abdiwali Mohammed's new tax and financial advisory services business on Tukwila International Boulevard. He was invited to participate in student announcements at Tukwila Elementary with Councilmember Idan. Councilmember McLeod offered the reminder there are no Council orCommittee meetings next Monday due tothe Presidents' Day Holiday. On Wednesday, February 17th, at 7:00 p.m., there will be a virtual Tukwila City Council Committee of the Whole Minutes February 8, 2021 Page 3 of 3 Councilmember Idan shared the Finance Committee reviewed the 2021-2022 budget survey and discussed lessons learned that will be applied to future engagement. In response to Councilmember Hougardy's report on the open student position for the Equity and Social Justice Commission, he suggested reaching out to Teens for Tukwila and Black Student Union. He asked if the Tukwila Library still offers pro bono legal services. Councilmember Seal indicated she would follow up with the library for more information. Council President Kruller participated in a Transportation and Infrastructure Services Committee meeting through National League of Cities and was part of the interview panel for the Chief of Police recruitment. She attended the ribbon -cutting ceremony for Abdiwali Mohammed and AbdiShukri Fayoke's new tax and financial advisory services business and the Tukwila Pond Master Plan community meeting. c. Staff There was no report. d. Legislative Analyst There was no report. MISCELLANEOUS Councilmember Quinn relayed a nonprofit called Urban Family held a "Coats 4 Kids & Fam" giveaway that was in high demand by the public. Urban Family is seeking to partner with the City for future events. Councilmember Quinn referenced the recent military coup in Myanmar and stated he stands in solidarity with the Burmese community and holds them in his hearts and thoughts. Council President Kruller asked that Administration follow-up to a resident's inquiry regarding cleanup at the bioswale located at Saars and replacement of a light pole and damaged brick wall behind Walgreens. David Cline, City Administrator, indicated an answer would be provided in the next City Administrator Report. Councilmember Seal raised the issue of increased graffiti in the City and asked for an update from the Police Department. Consensus existed for the Community Services and Safety Committee to review this matter.
