Remote Meeting February 1, 2021 — 7:00 P.m.
MINUTES
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All participants, including the Meyor, Cound|mambem. City gufC and legal counsel were not at Tukwila
City Hall and participated via oremote electronic system.

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

CONSENT AGENDA
a. Approval of Minutes: 1/25/21 (Special Mtg.)
b. Approval of Vouchers #385454-385531; #201200; #210101-210102 in the amount of $3,563,829.88.
c. Approve an application for lodging tax funds from Global to Local to support the development of
digital marketing assets for the Spice Bridge International Food Hall located at Tukwila Village, in the
amount of $5,000.

d. Authorize the Mayor to sign an agreement for telecommunications asset sharing with ExteNet
Systems, Inc.

South 131st Place Drainage Improvement Project, in the amount of $60,000.00.

UNFINISHED BUSINESS
a. Weekly COVID-19 report
David Cline, City Administrator, provided an update on the Weekly COVID report referencing that due to
updated phasing information from the Governor's Office, restaurants may now open at 25% capacity.
Additionally, King County is launching two COVID-19 community vaccination sites at the ShoWare Center
in Kent and at the General Services Administration (GSA) Complex in Auburn that will service residents in
South King County.
b. Authorize the Mayor to sign an agreement with King County Metro for the 2021-2022
Transportation Demand Management Program, in the amount of $225,000.00.
MOVED BY SEAL, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN AN
AGREEMENT WITH KING COUNTY METRO FOR THE 2021-2022 TRANSPORTATION DEMAND
MANAGEMENT PROGRAM, IN THE AMOUNT OF $225,000.00.'
Councilmember Quinn stated he is recusing himself from this item as he did during the Transportation
and Infrastructure Services Committee meeting.
Councilmember Seal pointed out there is a gap in language on page 70 that is not a best practice when
developing agreements.
*MOTION CARRIED 5-0, WITH QUINN RECUSED AND IDAN ABSENT.
REPORTS
a. Mayor
Mayor Ekberg reported that the fish incubators on Southgate and Riverton Creeks recently had small fry
fish released. While there had been some unfortunate instances due to a fallen tree and broken water
line that created some hurdles, the work continues to strengthen the fish population through the
incubators on the 2 creeks.

b. City Council
Councilmember Hougardy attended the recent Highline Forum and Sound Cities Association (SCA)
event Additionally, she attended a meeting regarding the King County Airport Master Plan.
Consideration is being given to expanding runways and the potential for increased flights, to include
cargo flights. There was conjecture thatthose at5emTaoAirport may want tohave the King County
Airport take onsome oftheir cargo flights. Ms. HVugardyemphasized that the City must bevigilant on
this issue as it na|otea to po||uUon, traffic and noise mitigation that would impact Tukwila residents.
Councilmember Seal concurred with Councilmember Hougardy on this issue.
David Cline, City Administrator, said staff will work with leadership at the King County Airport boprovide a
presentation tothe City Council.
Councilmember Quinn participated in the Criminal Justice Training Center event. He expressed
appreciation to EricDnever. Interim Police Chief, for providing insight regarding lessons learned and the
importance of bringing people with diverse perspectives to the table for essential conversations. On
January 27, 2021, Mr. Quinn had the privilege of speaking to planners at the University of Washington
regarding his work with METRO and oeenelected official. Healso attended the recent SCA event.
Council President Kruller attended the recent King County Law, Safety and Justice Committee with a
focus on fairness for those who have barriers and making public health priority one. K8a. Kru||ereohoed
the comments of Councilmember Hougardy regarding issues associated with the King County Airport.
She referenced that Katherine Kertzmonisretiring from Seattle Southside Regional Tourism
Authority (SSRTA), and they are currently seeking a new Executive Director. Ms. Nru|/eralso attended
the National League of Cities Transportation and Infrastructure Services Committee. She had an
opportunity to visit Tukwila Park and hopes for assistance from City Administration for some ways to
improve the park and make itsafer. She also visited the DuvvamishNeighborhood Park site and inquired
eetothe status ofthe impending improvements. She relayed that she will beparticipating inthe
upcoming process for interviewing the new Police Chief.
Rick Still, Parks and Recreation Director, said the bids for the park on11Smhave gone out, and more
information will beforthcoming tothe Council osthe process moves forward.
Councilmember McLeod reported that he attended the recent Growth Management Planning Council
(GK8PC)meeting, where the focus was onamending the King County Planning policies aaitrelates to
Vision 2050. He n*h*nsnced that there will be evirtuo| community meeting on February 3. 2021 as it
relates tothe future ofthe Tukwila Pond.
Council President Kruller suggested there be consideration given to partnering with Value Village as it
relates tocleanup of the Tukwila Pond property. |tiaher understanding that items from the outside of the
store get deposited onthe pond property causing sanitation issues.
Councilmember Delostrinos Johnson attended the recent Joint Recommendations Committee meeting,
where she learned that Tukwila had the most tenants served per capita in King County as it relates to
rental assistance. She is pleased that an equity lens is being used regarding the distribution of funds.
Ms. De|oatrinoeJohnson explained that the application toapply for CDBG(Community Development
Block Grant) funds will be available in February. She will be working to have aommrnunity information
forum with other south King County agencies toensure that all partners are aware ofthe funding
opportunities. Additionally, Ms. Delostrinos Johnson reported that community engagement is underway
asitrelates tothe Youth and Senior Center project.

c. Staff
David Cline, City Administrator, referenced the CA(City Administrator) Report Monthly Construction and
Budget Report, and 2020 4th Quarter Work Plan update and offered to answer any questions.
Rick Still, Parks and Recreation Director, referenced the charette that was conducted for the Tukwila
Pond project. There were 25-30 people in attendance to include the consultants, with a focus on getting
feedback onamenities people would like bzsee inthis space. There will bmemeeting onWednesday,
February 3, 2021 for further discussion and to review the findings with the attendees.
Councilmember Seal commended the Parks and Recreation Department for the honor ofbeing named
National Youth Sports Strategy Champion: The U.S. Department [fHealth and Human Services, Office
of Disease Prevention and Health Promotion has named Tukwila Parks and Recreation as a National
Youth Sports Strategy (NYSS) Champion for the work being done to promote youth sports culture around
a shared vision: that one day, all youth will have the opportunity, motivation, and access to play sports —
regardless of their racm, ethnioity, sex, obi|ity. or zip code.
Councilmember Seal inquired if there was a way the Council could get the minutes from the Tukwila
Village Community Development Association Board ofDirectors meetings.
Mayor Ekberg relayed that it is a non-profit Board and not a City Board, and that he would look into this
issue.
d. City Attorney
There was noreport.
e. Legislative Analyst
There was no report.
MISCELLANEOUS
Council President Kruller referenced a matter involving Mayor Ekberg wherein a position was taken onmn
issue, and it was not clear if the Mayor was speaking independently as a citizen or speaking as an
elected official representing the City. While the Mayor has already o|o/iUad the iomue, this is ogood time
to hear from legal staff regarding this topic.
Kari Sand, City Attorney, explained that becoming anelected official does not forfeit the 1st Amendment
right Lofree speech. However, it is important that it be made very clear whether an elected official is
speaking as an individual citizen or in the capacity as an elected official, speaking on behalf of the
organization. She emphasized that she is always available to the Mayor and City Council as questions
arise.
Council President Kruller inquired as to whether there should be processes in place for when an elected
official isspeaking aaanindividual citizen orosonelected official. The Counoi|mernberediscussed this
issue and exchanged the following comments: The need todetermine ifaformal process should be
implemented; Possible discussion ata Council Committee meeting; Collaboration between the Mayor and
Council President as situations occur; Concern about discussing this topic under "Miscellaneous" and the
possibility ofitbeing anagenda item; The suggestion that this topic bediscussed atthe Council Retreat.
