This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not a/
Tukwila City Hall and participated via mremote electronic system.

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Kru||ernaUed the remote Tukwila City Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge of Allegiance.

SPECIAL PRESENTATION
King County Health through Housing Program.
Leo F|or' Director ofCommunity and Human Services, and Kelly Rider, Government Relations K8onager,
gave an overview of King County's Health through Housing Initiative that aims to equitably house 1,600
King County residents experiencing, or at risk of, chronic homelessness by acquiring single -room settings
like hotels; putting buildings into immediate service as emergency and affordable housing; funding
sustainable and long-term supportive housing services; and converting buildings into permanent
supportive housing while continuing to develop additional affordable housing.
The Councilmembers asked clarifying questions and commented on the importance of ensuring equitable
placement of these facilities throughout the County and collaborating with communities.
Consensus existed to forward this item to the Planning and Community Development Committee and
provide updates tothe Community Services and Safety Committee.

SPECIAL ISSUES
m' Weekly COVUD-19 Report'
David C|)nm. City Administrator, provided an update on the City's coronavirus response as follows: The
report will be streamlined in the future to focus on content of interest to the community; Updated metrics
are available for human services, meeting the community's basic needs, and testing.
JoyVWtbwer. Fire Chief, and Norm Golden, Deputy Fire Chief, encouraged the community hmcontinue
utilizing testing sites. A mobile vaccination team will begin serving residents once the Fire Department
receives aspecialized cooler that isarriving March 1.2O21.
b. An ordinance amending Ordinance No. 246G§4<paML>,ws codified akTukwila Municipal Code
Sections 7.12.260 and 7.12.270, to reflect changes made within the King County Code related
to appeals of animal cmmtmmY authority.
Vicky Cer|sen, Finance Director, indicated the proposed ordinance updates the Tukwila Municipal Code
and changes references from "Board of Appeals" to "King County Hearing Examiner" in alignment with
King County's code.

u- Discussion onabid award and contract for demolition ofstructures mmSouth 116th Street.
Kris Kelly, Parks & Recreation Manager, explained this item is for a bid award and contract with CR
Construction todemolish two structures located on the parcel atSouth 11GmStreet due to liability and
public safety concerns.

a. Mayor
Mayor Ekberg thanked Westfield Southcenter for recently supporting a resident youth's wish through the
Make-A-WishFoundoUon.
b. City Council
Coumci|memberSeal attended the Community Town Hall for the two finalists for the Police Chief
recruitment. She reminded the public hoprovide feedback bvenloiUng by 5:00
p.m. on Friday, February 26, 2021. Councilmember Seal congratulated Councilmember Delostrinos
Johnson for her recent appointment to Sound Cities Association's Equity and Inclusion Cabinet.

Counn|mernberQuinn reported Sue Rahr, Executive Director ofthe Washington State Criminal Justice
Training Commission, will be retiring. Retired Washington State Patrol Captain Monica Alexander will be
Interim Executive Director. Councilmember Quinn attended the Community Town Hall for the Police Chief
recruitment and e Sound Cities Association Board of Directors Meeting. He relayed former
Councilmember Duffle's kudos to Public Works staff for their work during the recent snow event.
CmunuUrnemberDalomthnosJohnson thanked the Council for their support ofher appointment toSound
Cities Association's Equity and Inclusion Cabinet. She thanked Public Works for their quick response to
the snow.
Council President Kru|ka/relayed she participated ininterviews and attended the Community Town Hall
for the Police Chief recruitment. She thanked Public Works for maintaining snow routes and reported she
celebrated Lunar New Year with the Vietnamese Martyrs Parish. Council President KruUerjoined a
Regional Approach to Gun Violence and Impacts on Youth meeting through King County. She offered a
reminder that National League of Cities will be holding the Congressional City Conference in March.
David Cline, City Administrator, thanked Public Works, the Fire Department, and the Police Department
for continuing to serve the community during the recent snowstorm, and the Technology & Innovation
Services Department for creating the snow routes map.
d. Legislative Analyst
There was noreport.
MISCELLANEOUS
Councilmember Hougardy referenced a draft letter concerning noise metrics that is being sent to the
Federal Aviation Administration from cities involved in the Highline Forum.
Laurel Humphrey, Legislative Analyst, shared the letter was prepared in response to a formal call for
public comments onaviation noise effects.
Consensus existed toauthorize the Mayor tosign nnbehalf ofthe City.
Council President Kruller shared the King County Council recently appointed Judge Fa'amomoi Masaniai
to fill a judicial vacancy in the District Court. Judge Masaniai has been a Public Defender serving in the
Tukwila Municipal Court.
