MINUTES
Mayor Van Dusen called the Regular Meeting of the Tukwila City
Council to order and led the audience and City Council in the
Pledge of Allegiance.
L. C. BOHRER, MABEL J. HARRIS, DORIS E. PHELPS (COUNCIL PRESIDENT),
JOE H. DUFFIE, EDGAR D. BAUCH, WENDY A. MORGAN, CHARLES E. SIMPSON.
Mayor Van Dusen recognized four firefighters for working many
off -duty hours in promoting Fire Service Recognition Day at
Southcenter Mall. They were: Fire Prevention Officer Douglas
Gibbs, Firefighters Martin F. Grisham, Nicholas J. Olivas, and
David W. Ewing.
Mayor Van Dusen recommended the appointment of Dwayne D. Traynor
to the Tukwila Civil Service Commission to fill Position Number 1
created by the resignation of Steven Phelps. The term of office
will be through December 31, 1985.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT THIS ITEM BE CONSIDERED
AS ITEM 10(D) (NEW BUSINESS) ON THE AGENDA. MOTION CARRIED.
Mayor Van Dusen read a Proclamation proclaiming the month of May
as "Older Americans Month," and recognizing all of the older
Tukwila citizens and hoping that they continue in good health
as the theme of this year's Older Americans Month is "Health:
Make it Last a Lifetime."
Council President Phelps recommended that the Tukwila City
Council have a booth during Tukwila Days that will dispense
information brochures, voter registration, etc.
Council President Phelps stated an Administration /City Council
Joint Retreat was held on May 19, 1984.

BE READ IN ITS ENTIRETY. MOTION CARRIED.
Attorney Martin read a resolution of the City of Tukwila,
Washington, authorizing the Mayor to execute the Green River
Management Agreement in its entirety.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE PROPOSED
RESOLUTION BE ADOPTED AS READ.
Councilman Bohrer asked if the Public Works Department has
received a reply to the letters they wrote. Byron Sneva,
Director of Public Works, answered responses have been drafted
and they should be received by the Mayor by the end of the week.
MOVED BY BAUCH, SECONDED BY BOHRER, THAT THE PROPOSED RESOLUTION
BE AMENDED,THAT AFTER "DO RESOLVE AS FOLLOWS" THE NEXT PARAGRAPH
BE SECTION 1 AND SECTION 2 BE ADDED TO READ: "THIS RESOLUTION
DOES NOT COMMIT THE CITY TO ANY EXPENDITURES BEYOND THE YEAR
1985." MOTION CARRIED.

Councilman Morgan said Rebecca Fox, Assistant Planner, is
the lead person from the Planning Department on the Urban
Design Study, Phase II. A memorandum has been prepared respre-
senting the preliminary scope of the work with approximate dates
for Planning Department staff involvement in determining
community concerns for Phase II of the Urban Design study.
It is anticipated that the Planning Department will coordinate
community involvement activities with the engineering portion
of the work performed by Entranco and with Metro staff. It
is expected the scope will take from late -May through late -July
to meet a tight schedule. Administration has sent a copy of
the package to the Chamber of Commerce so they will be aware
of the progress.
Councilman Morgan explained the proposed resolution has come
directly from the Community Affairs Committee to the Regular
Meeting with the unanimous approval of the three members of
the Committee.

Attorney Martin read a resolution of the City of Tukwila,
Washington, approving an amendment to and renewal of the
interlocal agreement for housing inspection services under
the Section 312 Housing Rehabilitation Program previously
entered into between the City and King County, and authorizing
the Mayor to execute a written amendment and renewal agreement.
MOVED BY MORGAN, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION
BE ADOPTED AS READ. MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE 1984 BLOCK GRANT
PROJECT REQUEST BE CONSIDERED AT THE REGULAR MEETING. MOTION
CARRIED.
MOVED BY MORGAN, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION
BE READ BY TITLE ONLY.

Cris Crumbaugh, representing the Segale Company, stated the
storm drain fronts one of the Segale properties. They have
questions to be asked of the Public Works Department and would
like the discussion to take place before a decision is made.

THE CIP FOR WATER /SEWER AS PRESENTED.
MOVED BY BOHRER, SECONDED BY MORGAN, TO AMEND THE MOTION TO
NOTE THAT IT INDICATES COMPLETION OF THE COMMITTEE ACTION ON
THE SUBJECT AND REFERS IT TO THE COUNCIL FOR APPROVAL AT THE
TIME OF THE APPROVAL OF THE CIP. MOTION CARRIED.

RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED.
Attorney Martin read a resolution of the City of Tukwila
authorizing and directing the Mayor and City Staff to
attempt to obtain a separate zip code for the City of
Tukwila by title only.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED
RESOLUTION BE ACCEPTED AS READ. MOTION CARRIED.
MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE COUNCIL
CONFIRM THE APPOINTMENT OF MR. TRAYNOR TO UNEXPIRED POSITION
NO. 1 ON THE CIVIL SERVICE COMMISSION. MOTION CARRIED.
Mr. Traynor will be sworn in at the next meeting of the
Council on May 29, 1984.

RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED.
Attorney Martin read a resolution of the City of Tukwila,
Washington, responding to a proposed delay in the Metro site
selection analysis for the Tukwila Transit Center in its
entirety.
MOVED BY BOHRER, SECONDED BY PHELPS, THAT THE RESOLUTION
BE ADOPTED AS READ. MOTION CARRIED.
Councilman Bohrer stated the proposed ordinance should
have several revisions and corrections made before it is
passed.
Doug Gibbs, Fire Prevention Officer, explained the reference
to R and R type occupancies referred to in Section 3 (a).
Attorney Martin said the ordinance needs to have the definition
of a smoke detector.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPOSED
ORDINANCE BE REFERRED BACK TO THE PUBLIC SAFETY COMMITTEE
FOR REVISIONS AND ADDED DEFINITION. MOTION CARRIED.
MOVED BY BOHRER, SECONDED BY MORGAN, THAT THE COUNCIL APPROVE
THE FORMAT FOR THE BOILER PLATE CONTRACT AND EXHIBITS.
MOTION CARRIED.
MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THE FUND RELEASE
WITH ATTACHMENTS BE ON AN AGENDA OF A FUTURE COUNCIL

Mayor Van Dusen asked that $2,000 of the line item be taken
and used for City Hall improvements (acoustical design, etc.).
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL APPROVE
THE INSTALLATION OF A ROCKERY ON THE NORTH BANK FOR $6,500.
MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY SIMPSON, THAT THE LETTER AND
REPORT FROM PUGET POWER BE REFERRED TO THE UTILITIES
COMMITTEE. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE COUNCIL MEET
IN EXECUTIVE SESSION AFTER TAKING A FIVE MINUTE RECESS.
MOTION CARRIED.
