SUBJECT: City Administrator's Report
The City Administrator Report is meant to provide the Council, staff and community an update on
the activities of the City and on issues that concern Tukwila. Please let me know if you have any
questions or need additional information about any of the following items.
�. Intergovernmental Update
• ICMA Institute on Race, Equity and Inclusion: City Administrator David Cline participated in
an International County/City Managers Association (ICMA) Institute on Race, Equity and
Inclusion Learning Exchange on February 23.
• Sound Cities Association Mayors Meetings: Mayor Ekberg participated in Sound Cities
Association Mayors meetings on February 23 and February 26.
• King County Flood Control District Advisory Committee: Mayor Ekberg participated in a
King County Flood Control District Advisory Committee meeting on February 23.
• Kin Cg ounty City Managers/City Administrators Meeting: City Administrator David Cline
participated in a King County City Managers/City Administrators virtual meeting on February
24.
• Puget Sound Regional Council: Mayor Ekberg participated in a Puget Sound Regional
Council Executive Board meeting on February 25.
• Urban Growth Capacity Technical Committee: On February 26 Community Development
staff attended the monthly meeting of the Urban Growth Capacity Technical Committee with
King County and staff from other cities. The group discussed issues related to employment
capacity, and Phase 4 of the Urban Growth Capacity analysis.
• Sound Cities Association Meet and Greet: Mayor Ekberg and City Administrator David Cline
participated in the Sound Cities Association (SCA) Meet and Greet on February 26 with SCA
Vice President Angela Birney.
• Northwest Women's Leadership Academy (NWWLA) Graduation: Finance Director Vicky
Carlsen and Deputy Director of Community Development Minnie Dhaliwal graduated from the
Northwest Women's Leadership Academy on March 5.
• Kin Cg ounty Veterans and Vulnerable Populations Grant: Parks & Recreation staff along
with staff from SeaTac and Burien met with the King County Veterans Program social worker

to discuss working together to meet Veteran needs in the area as part of the outreach with
the 2021-2022 King County Veterans and Vulnerable Populations Grant.
II. Community Events
• Tukwila Community Center Rental Space: Room reservations at the Tukwila Community
Center are now being accepted again. During the first week of March staff welcomed two
rentals: a business meeting in the banquet hall for 36 people, and the KCD Plant Show in the
small gym and field.
• Foster Golf Links: For the month of February, Foster Golf Links finished with 1,903 rounds, 543
rounds more than last year. The course was closed for four days due to snow, making this
number even more impressive.
• Bicentennial Park Clean -Up: On March 2, Parks & Recreation Adopt -A -Spot staff member
Olena Perry hosted a one-time volunteer event at Bicentennial Park on the Green River Trail
to clean up litter. The event had 10 volunteers that worked for 1.5 hours and picked up 20
bags of trash and other large debris.
III. Staff Updates
Project Updates
• Boeing Access Rd over Airport Way Bridge: Estimated Completion: April 2021
Razz Construction is finishing construction on Boeing Access Road. Both approach slabs have
been poured and tied into the bridge. Crews are planning to install the bridge compression
seal in early March, depending on the weather windows as the sealant/glue requires hours to
fully cure. Once the compression seal has cured, crews will remove the traffic control on
Boeing Access Road and open all lanes to traffic. The steel column jackets for the underside of
the bridge have arrived and crews are beginning to excavate soil/material around the base of
the piers to install the steel jackets. Grout is scheduled to be pumped into the jackets the
week of March 15.
• 42nd Ave S Bridge Replacement: The application for the 2021 Local Bridge Program Grant
was submitted to WSDOT on February 19. WSDOT Local Programs will now review all the
applications and schedule site visits during the summer. Results are expected in September
2021. City staff, TranTech Engineering, and Envirolssues continue community engagement
with major stakeholders of the Allentown neighborhood. A public virtual townhall meeting is
planned for early summer 2021.

Arts Commission: The next meeting is scheduled for March 24, 2021.

• Library Advisory Board: The next meeting is scheduled for April 6, 2021.

• Lodging Tax Advisory Committee: The next meeting is scheduled for March 12, 2021.
All positions are 1 -year terms.
VACANT: 1 Business Collecting Tax Representative and 1 Funded by Tax Representative.
• Park Commission: The March meeting is canceled.
3 Community position terms expire December 31, 2021.
VACANT: 1 Community Representative and Student Representative.
• Planning Commission: The next meeting is scheduled for March 25, 2021.
No terms set to expire in 2021.
