MINUTES REGULAR MEETING This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a remote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via a remote electronic system. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience in the Pledge of Allegiance, Christy O'Flaherty, City Clerk, called the roll of the Council. Present at the remote meeting were Councilmembers Verna Seal, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson. MOVED BY SEAL, SECONDED BY KRULLER TO EXCUSE COUNCILMEMBER HOUGARDY FROM THE MEETING. MOTION CARRIED 6-0. CITY OFFICIALS Allan Ekberg, Mayor; Rachel Bianchi, Deputy City Administrator; Kari Sand, City Attorney; Joel Bush, Senior Technology Integration Manager; Eric Drever, Interim Police Chief; Jay Wittwer, Fire Chief; Norm Golden, Deputy Fire Chief; Vicky Carlsen, Finance Director; Tony Cullerton, Deputy Finance Director; Rick Still, Parks and Recreation Director; Hari Ponnekanti, Public Works Director; Jack Pace, Community Development Director; Derek Speck, Economic Development Administrator; Juan Padilla, Human Resources Director; Laurel Humphrey, Legislative Analyst; Christy O'Flaherty, City Clerk. LAND ACKNOWLEDGEMENT — Councilmember Idan stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." MOVED BY KRULLER, SECONDED BY IDAN TO AMEND THE AGENDA TO ADD AN ITEM UNDER SPECIAL PRESENTATIONS TO ALLOW THE FIRE DEPARTMENT TO RECOGNIZE A COMMUNITY MEMBER FOR OUTSTANDING SERVICE. MOTION CARRIED 6-0. SPECIAL PRESENTATION a. Promotions of Fire Department staff. Jay Wittwer, Fire Chief Chief Wittwer announced the following Fire Department promotions and Mayor Ekberg administered the Oath of Office to: • Andy Nevens to the position of Battalion Chief • Jeff Nichols to the position of Captain b. See Something -Say Something Award to Community Member: Jay Wittwer, Fire Chief Chief Wittwer relayed that on March 24, 2020 arson occurred at the 129th Street Bridge. On February 26, 2021, a group of friends were walking their dog in the area of the bridge. They came across wood and Tukwila City Council Regular Meeting Minutes March 1, 2021 Page 2 of 4 material that was intentionally staged in preparation for a future arson attempt. Had they not contacted the appropriate authorities, it was likely the same fire response in 2020 would have occurred again in 2021. One of the community members, Jason, was awarded the "See Something -Say Something" plaque in appreciation for stepping forward with this essential information. Chief Wittwer emphasized since this is an active investigation, very few details will be shared at this time. The Councilmembers; expressed appreciation to these community members for their vigilance in stepping forward and protecting the community. PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to deliver comments by signing up via email by 5:00 p.m. today to have the comments read or state them verbally at the virtual meeting. There were no public comments. CONSENT AGENDA a. Approval of Minutes: 2/22/21 (Special Mtg.) b. Approval of Vouchers #385599-385704; #210100, 210201-210204 in the amount of $2,600,200.33. c. A resolution designating Adib Altallal as representative and Bryan Still as alternate, to serve on the Metropolitan Water Pollution Abatement Advisory Committee (MWPAAC); and repealing Resolution No. 1715. RESOLUTION NO. 2019 [Reviewed and forwarded to Consent by the Transportation and Infrastructure Services Committee on 2122121] d. A resolution amending Resolution No. 1892, to adopt an amended charter for the Public Safety Bond Financial Oversight Committee. RESOLUTION NO. 2020 [Reviewed and forwarded to Consent by the Finance and Governance Committee on 2122121.] MOVED BY SEAL, SECONDED BY IDAN THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6-0. UNFINISHED BUSINESS a. Weekly COVID-1 9 report Rachel Bianchi, Deputy City Administrator, provided an update on the Weekly COVID report and conveyed that the part time temporary Human Services Assistant started today and will help with work associated with rent and utility assistance. Staff continues to assist with business recovery efforts; support the Tukwila Pantry and senior meal distribution; and continued fitness classes and recreational opportunities. She explained the snapshot in the weekly report is for the entire County (not just Tukwila) and will be corrected for the next report. Based on a question from Councilmember Quinn regarding updates from the Governor's Office, Ms. Bianchi explained there is an ongoing weekly call with staff from the Health Department, and an update will be forthcoming. b. Award a bid and authorize the Mayor to sign a contract with CR Construction for demolition of structures on South 116th Street, in the amount of $60,000.00. MOVED BY SEAL, SECONDED BY KRULLER TO AWARD A BID AND AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH CR CONSTRUCTION FOR DEMOLITION OF STRUCTURES ON SOUTH 116TH STREET, IN THE AMOUNT OF $60,000.00. Tukwila City Council Regular Meeting Minutes March 1, 2021 Page 3 of 4 wiWwejaip Mayor Ekberg reported that today, the Tukwila Fire Department and King County Medic One began administering COV|O-19vaccinations tothe over 13Oresidents sdthe SHAG (senior housing) facility in Tukwila Village. A small team went through each building, floor by floor to help vaccinate residents at their apartment doors. Mayor Ekberg attended as did Council President Kruller, and both were on -hand to provide assistance by interacting with residents and helping administer vaccination cards. h' City Council Councilmember Seal reported that the Tukwila Library will be reopening, and she requested patience as they establish the necessary procedures. The intent isthat 12people will beallowed inthe library otone time for up to 1 hour. After an hour' visitors will need to leave while the library is cleaned and then visitors may return. While curbside pickup isbeing suspended at the Tukwila Library, she suggested visiting the King County Library Services (KCLS)website for other options. Counoi|nmomberQuinn reported that he jogs regularly |nthe area ofTukwila Village, where aresident stopped him to express concern about speeding on 1441h Street. A person in awheelchair was hit in the crosswalk, and the driver left the scene. There was also concern expressed about non-residents trying (o get into the buildings. He would like to see the City take a role in addressing these concerns. Council President Kruller attended the monthly meeting with the Reginal Task Force on Gun Violence Against Youth. She also expressed appreciation for the Fire Department mobile vaccine unit that provided onessential service for seniors atTukwila Village today. She commended the fire Department on how well organized and how efficiently they handled the event, and she hopes it can be expanded in other areas Vfthe City. Councilmember McLeod attended the recent Growth Management Planning Council (GMPC) meeting, where the focus iaon providing direction onthe planning policy update for King County. Public review on this update will occur inthe spring of3O21and wrap upinthe fall of2O21. Healso attended the recent 8KHHP(South King Housing and Homelessness Partners) Executive Board Meeting. Councilmember Idan relayed that he watched the employee awards virtual event and congratulated all of the 2O2Oaward winners. Councilmember Delostrinos, Johnson expressed appreciation for the employee award information being available inthe Council agenda packet. She reported that the CSS (Community Services and Safety) Committee met this evening and discussed the Co -Responder Pilot Program. This will involve staff from Sound Mental Health working with Police to respond to issues involving mental health or chemical dependency. More information will beforthcoming tothe full Council. Additionally, the CSS Committee discussed the Fire Department Mobile Vaccine Program. |tiaher hope that the City Council and staff can work together to get the word out about this program, particularly to those who have greater vulnerability and are harder tmreach. Mayor Ekberg said that procedures at the COVID-19 testing site have become gentler and involve a process that stops atthe top ofthe bridge ofthe nose and isless invasive and uncomfortable. c. Staff Rachel Bianohi, Deputy City Administrator, referenced the CA(City Administrator) Report and Monthly Construction and Budget Report and offered toanswer any questions. The Councilmembers asked clarifying questions regarding the virtual employee awards event, and thanked City staff for their good work and the event organizers for a job well done. Ms. Bianchi commended Scott Kirby inthe Community Engagement Office for his excellent video work onthe event. Tukwila City Council Regular Meeting Minutes March 1, 2021 Page 4 of 4 Councilmember Idan expressed interesting in receiving additional information regarding the City's interaction with the Puget Sound Regional Council as it relates to the Comprehensive Plan. Ms. Bianchi indicated she would get information out to the Council on that issue. d. City Attorney There was no report. e. Legislative Analyst There was no report. MISCELLANEOUS Council President Kruller expressed sympathy for the difficult situation involving former Councilmember Joe Duffie and his family. Councilmember Quinn conveyed that Mr. Duffie wanted people to know that they appreciate the concern and well wishes during this time of loss.
