Call to Order, Roll Call & Introduction of Guests: Chair Sheila Coppola called the meeting to order at 6:05pm. Attendance - Commission Members Present: Sheila Coppola, Pinky Estell, Helen Enguerra, Shawn Belyea, Cynthia Chesak, Trisha Gilmore, Jaleh Sadravi and Dylan Mahler Commission Members Absent: Staff: Tracy Gallaway Guests: Barbara McMichael, SoCo Culture; Potential student reps for 2021-2023 — Thanipa "Honey" Suwanchote (drawing, graphic design) and Mariam Khazal (graphic design) 2. Approval of Agenda: Trisha Gilmore to accept the agenda. Shawn Belyea seconded the motion. The motion passed unanimously. 3. Approval of Minutes: Jaleh Sandravi moved to accept the minutes for 11.18.20. Pinky Estell seconded the motion. The motion passed unanimously. 4. Unfinished Business: a. Ignition NW Art Installations — Pinky Estell reported that one of the artists they reached out to wasn't comfortable with their art being put outside (without monitoring) due to concerns of potential theft or vandalism; Shawn Belyea will follow up with Iron Monkey to see their interest level for a park installation in 2021. b. Utility Box Art Program — Beth Gahan has created a design to use on the City owned utility boxes at Baker Blvd and Andover Park E. This pilot project was delayed until spring 2021 due to weather conditions. There are plans to roll out the Utility Box Art Program in spring 2021. c. Tukwila Library Advisory Board (TLAB) "Free Little Libraries" — Cynthia Chesak, who serves on both the Arts Commission and TLAB, shared that TLAB was approved to move ahead with this project. TLAB purchased 2 boxes. The Arts Commission will commission artists to paint or decorate the free little libraries. This project will move forward in spring 2021. Parks staff will give input regarding proposed locations. Locations may have an impact on artist design. The commissions will need to determine if there are any special considerations for the artist call, such as focusing it on student artists, or if they would like to proceed with a more general and simplified artist call. The stipend Draft Minutes 1.27.21 and provision of supplies will also need to be determined prior to publishing an artist call. S. New Business: a. Rainier Symphony partnership request —The Rainier Symphony reached out to the staff liaison to share their hopes for a symphony season in 2021. They understand that program funding may not be possible but are hoping the Arts Commission would still be able to partner for rehearsal space at the Foster Performing Arts Center if that space becomes available to outside groups. The commission expressed interest in continuing to partner with the Rainier Symphony for orchestral performances in Tukwila, however, financial support would be contingent upon the ability to provide musical performances with a providing audiences with more culturally diverse performances. b. Election of Chair for 2021—The commission confirmed the decision to move the Vice Chair, Trisha Gilmore, into the Chair role for 2021. Shawn Belyea will serve as Vice Chair for 2021. 6. Commission/Staff Report Outs: o Tracy Gallaway, Staff Liaison: ■ ArtsCorps — we are continuing to partner with Arts Corps for youth/teen arts programming. Staff will be forming a Youth Arts Advisory group, including the TAC student rep and other interested youth to help determine what programs would be of interest (virtual and in-person). ■ Contract with Joel Lee for Public Art Inventory & Assessment — due to COVID, work on this project has been delayed. The original contract date has this project completed by 3.31.21, so staff will work on a contract extension. ■ Donated Art — introduction of discussion, draft policy will be reviewed at a future meeting. ■ Tukwila Justice Center • Art for Tukwila Municipal Court — Tracy Gallaway shared images of the art that was purchased by the Arts Commission. See attachment A. A tag identifying the artist and the artwork donation by the Tukwila Arts Commission will be forthcoming. • Art for Plaza — the artist is still waiting to hear from the "art pole" engineers to determine if the proposed lantern project can proceed. o Sheila Coppola: Hoa Hong mural work at Spice Bridge is underway. Many Commission members noted how much they enjoy visiting Spice Bridge and the delicious food options. o Dylan Mahler: Art at FHS — no update regarding this project. 7. Other — There was discussion regarding developing a standard label/tag to use for all public art owned by the City. Trisha Gilmore, Sheila Coppola, and Pinky Estell volunteered to assist with Draft Minutes 1.27.21 coming up with ideas for the tag, including standards for placement and information provided. It should be noted that different tags may be developed based on the location of the artwork (exterior, permanent pieces may have different types of tags). B. Agenda for Next/Future Meetings: Donated art draft policy; Examples of art labels/tags. 9. Adjournment: Cynthia Chesak motioned to adjourn the meeting at 7:15 pm Shawn Belyea seconded the motion.
