Remote Meeting per Governor Proclamation 20-28 March 8, 2021 — 7:00 P.m.
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at
Tukwila City Hall and participated via oremote electronic system.

Council President Kru||ermdled the remote Tukwila Qh/ Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

SPECIAL PRESENTATION
Review oKFire Department report from Center for Public Safety Management (CPSKR).
Mike lacona, Senior Manager of CPSM, gave an overview of CPSM's observations of the Fire
Department's budgetary and management practices and presented findings and recommendations for
improvement concerning organization, deployment, training, and prevention. In response to questions
from the Council, heprovided clarification esfollows: the Tukwila Fire Department's service delivery im
extremely effective when compared with national standards; It has the capacity to sustain continued
growth in the City before additional resources will be necessary; The Department's current system ianot
financially sustainable; Its workforce productivity should be increased through various measures.
The Councilmembers discussed CPSM's recommendations and next steps to include potential Council
work sessions and discussions at a Community Services and Safety Committee meeting, at which
Administration could provide m list ofpriorities for the City to pursue.
Consensus existed to discuss this item at the next Community Services and Safety Committee meeting.

PUBLIC COMMENTS

1. Greg Haffner, Curran Law Firm, outlined some concerns relating to King County's Health through
Housing Initiative including considerations around zoning, impacts to the community and City,
populations served, and safeguards. He urged the Council to carefully weigh this initiative and
consider both the needs of the community and the individuals a potential facility would serve.
SPECIAL ISSUES
a. Weekly COVID49 Report.
David Cline, City Administrator, provided an update on the City's coronavirus response amfollows: rental
assistance funds will be available soon; the City continues tosupport business re-openings;more
information is available onCOV|O-1Qtesting and vaccination rates.
Norm Golden, Deputy Fina Chief, shared the Mobile Vaccination Team has delivered approximately 400
vaccinations in just a few days. He encouraged the community to reach out to him if they know of groups
needing assistance with vaccinations.
b. COVID-19 financial impact report
Vicky Cadeen.Finance Director, provided anupdate onbudgetary impacts due boC[VO-1Soafollows:
Projected ending fund balance for 2020exceeds the balance required by the City's reserve policy by over
$2million; Total General Fund revenue through the end ofDecember was $6O.2million and expenditures
totaled $5Q.7million; Sales Tax exceed year-end projections hy$1OO,OOO.
#. Discussion and consensus onrepresentation omTukwila Village Community Development
Association Board mfDirectors.
Derek Speck, Economic Development Administrator, indicated the Mayor currently serves as the City's
representative on the Tukwila Village Community Development Association (TVCDA) Board of Directors.
Moving forward, if the Council desires a more active role in the appointment process, the Council could:
1) follow the City's standard process for appointments toCity boards and commissions; 2) express intent
that this position be filled by an elected official; 3) decide the City should not participate; or 4) continue
leaving the decision to Administration.
CoumcihnenlbarQuinn spoke onthe importance ofupdating the criteria for appointment to the Board of
Directors to include alignment with the original vision.
d. Discussion mfa bid award and contract with Lincoln Construction, Amc~for the Public Works
Fleet and Facilities Tenant Improvement Project.
Hari Ponnekmnb.Public Works Director, explained that 11 bids were opened onFebruary 4,2O21for the
Public Works Fleet and Facilities Tenant Improvement Project andLinoo|nConatnuction.|nc.vvomthe
lowest responsible bidder' with a bid amount of$4.427.221.00.

today.
b. City Council
Councilmember Seal reported the Transportation and Infrastructure Services Committee approved a draft
letter to the King County International Airport regarding their Master Plan Update, a letter tothe Puget
Sound Clean Air Agency on a grant application to reduce diesel emissions at the BNSFintermodal facility
in Tukwila, and a letter of support with the City of SeaTac for Phase 2 of UW's Healthy Air, Healthy
Schools Study. Councilmember Seal attended the virtual National League of Cities conference and
participated inaYouth, Education and Families meeting. She relayed there isaresident opening onthe
Planning Commission—applications are due by March 31, 2021. Councilmember Seal attended Kerwin
DuOie'sservice along with the Mayor and Counci|mernberQuinn.
Councilmember Hougardy thanked the Council for approving her absence last week, The Planning and
Community Development Committee is reviewing King County's Health through Housing Initiative and will
be forwarding this item to the Council in the future. She attended meetings for the Soundside Alliance,
Greater Seattle Partners, and Sound Cities Association. She participated inanEquity and Social Justice
Commission meeting and attended the virtual National League of Cities conference.
Council President Kruller participated in the virtual National League of Cities (NLC) conference and
Transportation and Infrastructure Services Committee through NLC. The conference was attended by
Vice President Neme|aHarris. She relayed residents have expressed concern that the 42^uAvenue South
bridge replacement project will nasu|t in a4+wmy atop.
Councilmember Seal indicated the Transportation and Infrastructure Services Committee is obtaining
clarification onthe 42»wAvenue South replacement bridge project endvvU|havemnupdotefortha
community soon.

d. Legislative Analyst
There was no report.
MISCELLANEOUS
Rachel Bianchi, Deputy City Administrator, referenced HB 1220, a bill addressing housing-relatedland
use planning. While Tukwila is supportive of efforts to solve homelessness, HB 1220 contains two
sections preempting local authority bvmandating that Cities allow emergency homeless shelters and
other associated facilities inzones where short-term rentals are allowed. The Association oJWashington
Cities and Sound Cities Association are seeking support by asking cities to reach out to legislators to
express opposition tothe preemptions.
Consensus existed to have the City formally oppose the preemption clause in HB 1220.
