Hi Andrew,
The Tukwila South District has a long history originating with a Development Agreement that was
adopted by the City Council in 2009. The design guidelines proposed are just one aspect of the
requirements set forth in the DA for developing residential projects in the area. You may find said
development agreement along with the Final EIS that accompanied it on our website here:

RESPONSE:
Thank you for the opportunity to review and comment. Based on the information provided and our
understanding of these comprehensive and zoning plans, we would recommend an archeological review
performed before any development project in this district. This is in an area the Duwamish Tribe considers
culturally significant and has a high probability to have unknown archaeological deposits since it is not too far
South from the villages at Sq`"u?aIq"u? and numerous other sacred, fishing and agricultural sites along the
Green River, tributaries and Angle Lake. If any archaeological work is performed, we request notification. An
IDP should not be used in lieu of archeological investigation. Cultural and archaeological resources are non-
renewable and are best discovered prior to ground disturbance. Ideally the tribe would strongly prefer that most
of this area be spared from housing developments, particularly in the areas closest to the river. There are very
few parts of Duwamish territory that are undeveloped and far fewer that are owned or controlled by the
Duwamish Tribe.
In addition to the damage which could be done to Duwamish cultural resources here, the environmental impacts
on the river and former prairie ecosystems are immense. Oak and Camas prairie was the primary agricultural
resource of the Duwamish and many other Coast-Salish peoples. Additionally these prairies were a major
ecosystem around the Puget Sound, and less than 10% of the prairies remain intact today. This presents a major
threat to the insects, reptiles, amphibians, mammals birds and other creatures which rely on these critical
ecosystems for food and other resources. This whole area should not be developed for more unaffordable for-
profit housing, but rather restored to oak prairie.
There is also a clear and pressing need for affordable or free housing for the working poor and unhoused people
in King County. If any of this area is to be developed for housing, it should be housing that is fully subsidized
or even owned and operated by municipal governments to help end the epidemic of homelessness.
