Remote Meeting per Governor Proclamation 20-28 March 22, 2021 — 7:00 P.m.
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Counoilnonnbm/o' City staff, and legal counsel were nu/at
Tukwila City Hall and participated via aremote electronic system.

CALL TOORDER/PLEDGE OF ALLEGIANCE
Council President Kruller called the remote Tukwila City Council meeting to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.

Councilmember Seal stated "The City of Tukwila is located on the ancestral lands of the CoanSaUsh
people. We acknowledge their continuing connections to land, waters and culture. We pay our respectsto
their elders past, present and emerging."
Council President Kruller referenced the recent shooting in Atlanta and the rise of hate crimes against
Asian Americans and Pacific Islanders and asked for amoment ofsilence.
CoumciknembarQuinn referenced the shooting inBoulder earlier today.

Those wishing to provide public comment had the opportunity to deliver public comments by signing up
via email by 5:00 p.m. today to have the comments read or state them verbally at the virtual meeting.

SPECIAL ISSUES
a' Weekly COVI0- 9 Report.
David Cline, City Administrator, provided an update on the City's coronavirus response as follows: the
American Rescue Plan was recently passed and will result in support for cities in addition to other
financial assistance; he encouraged the public to continue utilizing testing sites.
Councilmember Delostrinos Johnson asked what efforts are being made to reach non-English speaking
populations regarding vaccines.
Mr. Cline indicated hawould follow up in the next report.
Council President Kruller suggested the City post information on vaccines not provided through the
County orState, such as retailers and private organizations.
b. Franchise Agreements 101: Anoverview mffranchise agreements, foundational information,
and discussion for future agreements.
Daniel Kenny, Assistant City Attorney, and Eric Compton, Telecommunications Analyst, provided an
overview of the franchise agreement process as it relates to Telecommunications franchises being
handled through Technology & Innovation Services. City staff are updating work processes and policies
to accommodate the anticipated influx of Small Cell Wireless facilities being built in the region.
The Councilmembers asked clarifying questions regarding revenue and fees, the term length of franchise
agreements, right-of-way use, and the safety of small cells radiofrequency emissions.
Council President Kruller asked for clarification on why a cable provider is potentially running cables
overhead instead of underground along 53rd Avenue South and other places in the City.
David Cline, City Administrator, relayed he will investigate and provide further information.
c' Discussion of a contract for the Teen and Senior Center Feasibility and Programming Sen/|oms
Program.
Rachel Bianchi, Deputy City Administrator, explained following a Request for Qualifications for
architectural design services for the Tukwila International Boulevard Teen and Senior Center project,
McGranahan Architects was selected. The proposed contract is for an amount not to exceed
$3O5.845.O0.Additionally, staff isasking for budget authority uptothe amount of%351.721.00.
The Councilmembers asked clarifying questions on the anticipated community engagement and design
process.
Council President Kruller asked whether there was interest in having Steve Goldblatt, the Council's
Program Management Quality Assurance (PMQA) Consultant, help with this project.
Consensus existed toretain Mr. Goldblatt for the Teen and Senior Center project.

Mayor Ekberg thanked the Council President for starting the meeting with an acknowledgement of the

b. City Council
Councilmember Seal reported the Transportation and Infrastructure Services Committee received
updates onthe 42» Avenue South Bridge replacement project and the BNSF Intermodal Facility Access
Study.
Councilmember Hougardy shared the Finance and Governance Committee discussed service level
restoration for the City. She attended the rally against anti -Asian hate and bias at the corner of
SVuthoant*rParkway and Strmnde/Boulevard.
Councilmember Quinn attended the rally against anti -Asian hate and bias at Southcenter Parkway and
Strander Boulevard. He thanked Councilmember Delostrinos Johnson for sharing information about the
event. He attended the Friends of the Hill restoration event at Duwamish Hill Preserve where he helped
remove blackberry bushes and roots.
Councilmember Idan reported the Finance and Governance Committee discussed potential revisions to
service levels if revenues return at a higher level than adopted in the budget. This discussion will be
forwarded tuthe full Council inthe future.
Councilmember Delostrinos Johnson reported she has been selected as Vice Chair of the Joint
Recommendations Committee through Sound Cities Association. She noted the Committee is seeking
input onthe use of$4to $5 million in additional assistance that will be available through Community
Development Block Grant funds.
Council President Kruller shared the Regional Transit -Oriented Development Advisory Committee through
Puget Sound Regional Council recently approved a restructure resulting in an advisory committee that will
be comprised oftechnical experts rather than elected officials. She attended eSound Cities Association
"Meet the King County Council" event with Council Vice Chair Joe McDermott. Council President KruUer
relayed Former Counoi|membe,Joan Hernandez's condition has improved.

Counci|momberQuinn shared horeceived acall from aresident expressing concern about recent semi -
truck ondvitvinthaDuwamishoreathatresubodinpropedydannaQe.Hehi h|ightedthanehaaheen
increased truck activity in the Duwamish and Allentown neighborhoods and asked Administration to follow
uponthe issue.
Council President K,uUerasked for Council Consensus tohave the Mayor sign aletternfsuppodfnomthe
City of SeaTac for south -end cities to combat human trafficking. There was consensus. She shared
Tukwila resident Avery Wilcox recently passed away and asked what the process is for naming a street in
remembrance.
Laurel Humphrey, Legislative Analyst, indicated she will look further into the process. There iaa
resolution that was established for the process ofnamingCitypmp dyaftermemberaofthecommunhv.
