SPECIAL MEETING

April 12, 2021 — 8:03 P.M.
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via a remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not
at Tukwila City Hall and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution
process was: 1-253-292-9750access code 670077847# as well as a link to j ' the Microsoft
Teams Meeting.
CALL TO ORDER
Mayor Ekberg called the remote Special Meeting of the Tukwila City Council to order at 8:03 p.m. directly
following the Committee of the Whole meeting.
ROLL CALL
Andy Youn, Deputy City Clerkcalled the roll of the Council. Present at the virtuameeting were
Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak ldan,
Cynthia Delostrinos Johnson.

CONSENT AGENDA
SmaII wireless communication facilities:
(1) An ordinance adopting interim land use regulations and official controls pursuant to RCW 35A.63.220
and RCW 36.70A.390; amending Ordinance Nos. 2498 §2 and 2135 §1 (part), as codified at Tukwila
Municipal Code (TMC) Section 18.68.038. °Exemptions," to exempt small wireless facilities from TMC
Chapter 18.58, "Wireless Communication Facilities"; adopting a new TMC Title 23, "Small Wireless
Communication Facilities," authorizing and establishing permitting regulations and aesthetic and
design standards for the deployment of small wireless facilities; establishing 6 months as the effective
period; holding a public hearing on the interim regulations; adopting supportive findings; providing for
severability; declaring a public emergency and establishing an immediate effective date.
ORDINANCE NO. 2652.
(2) A resolution amending Resolution No. 2012, the City's Consolidated Permit Fee Schedule, to include
fees for small wireless communication facility permits. RESOLUTION NO. 2021.
MOVED BY SEAL, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS

EXECUTIVE SESSION — Potential litigation — Pursuant toRCVV42.3O.1101\0\ (60
Mayor Ekberg announced the Council will now go into an Executive Session to discuss:
Potential litigation — Pursuant to RCW 42.30.110(1)(i)
The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn or for any other reason.
8:04 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a
separate remote meeting.
