Council President Phelps led the audience and City Council Members
in the Pledge of Allegiance and called the Committee of the Whole
Meeting to order.

Dennis Hidell (Council Analyst), Pat Lowery (Crime Prevention
Officer), Larry Martin (City Attorney), Don Morrison (City
Administrator), Byron Sneva (Director of Public Works).
Don Morrison, City Administrator, reported candidates for the
Police Chief position are being interviewed. Selection will be
made after the interviewing process.
Don Morrison, City Administrator, reported the City is hiring
youth to work for the summer through the King County Youth
Hiring Program.
Byron Sneva, Director of Public Works, reported it will be
six months before the bids are advertised on the Foster Bridge.

COMMITTEE OF THE WHOLE MEETING HELD MAY 29, 1984 BE APPROVED
AS PUBLISHED. MOTION CARRIED.
Foster Golf Links Councilman Bauch recommended that the concessionaire costs for
Concessionaire Contract.building improvements and equipment in the amount of $10,089 be
paid by the City.
MOVED BY BAUCH, SECONDED BY HARRIS, THAT THIS ITEM BE ON THE
AGENDA OF A REGULAR COUNCIL MEETING. MOTION CARRIED.
Rick Beeler, Associate Planner, presented Dennis Haskell, TRA,
consultant on the Urban Design Study. Mr. Haskell reviewed the
working papers.
Councilman Bohrer stated Metro has outlined tasks they would
like the City to accomplish and the City has some things they
would like Metro to perform.
Brad Collins, Director of Planning, cited the things that Metro
has said they would do.
Councilman Bohrer stated if Metro can find a better place than
Tukwila for a transit terminal they should do so. Councilman
Harris agreed with Councilman Bohrer. Councilman Bauch said the
City Council has considered the direction they want the City to
go when the Comprehensive Plan and zoning were developed. Metro
is a developer. If they think they are not going to make it here
then they should go elsewhere. If the transit center goes elsewhere
the City will still get the services from Metro.
Councilman Bohrer said it points out in the Metro viewpoint that
the Comprehensive Plan and the zoning map consciously do not
define a potential center and market area. That has been the process
that the City of Tukwila has allowed the flexibility and freedom
for it to grow and it is one that was debated by the Council
quite a bit and extensively at the time of adoption of the zoning
map. The philosophy at that time was reaffirmed. It is a fairly
well established element of the public policy here and he
has not heard any of the City officials seriously clamoring
for a detailed review of that element of policy. It is one which
does not seem to be compatible with Metro's philosophy, however,
he pointed out that the densities in Tukwila now are probably
higher than most any place in Renton they could choose to site it
or Burien or Auburn or Federal Way or wherever and we are probably
going to get denser more rapidly than any of those places. By

Urban Design Study, the same token we have more emloyees and are apt to have more
Phase I, contd. riders here than those other areas.
Councilman Bohrer continued that Metro wants some assurances
and Ms. Harris has asked for some assurances of another sort.
We have not been given any. He thought they are asking something
of unproved merit to the City and the City would like some assurances
before we get into serious consideration of it that their claims
of merit are well founded. So far the foundations have not even
been presented much less indicated to be of great merit.
Councilman Bohrer said he agreed with one statement under section
Implications and Issues that the siting of the Center in Tukwila
means more ridership and more people in the City in some fashion.
The City and Metro look at the same issues and the same benefits
from opposite sides of the coin. They want riders and we say we
are trying to stimulate growth and employment and that will
provide riders the only thing we are trying to do is make the
entire area grow. We consider the whole thing as a unit and not
simply the area around Southcenter.
Councilman Bohrer said in the section Multi- Center Dispersed one
of the comments is that if the transit center is centrally located
for ease of vehicular access and egress there will be reduced
operating costs for Metro. He said he was not convinced that the
site located at Southcenter would serve that function of reducing
operating costs. In some respects the City has had proven to them
that some of the things the City would like to do which would
reduce Metro operating costs they have expressed very little
interest in. One of them was the connector from South 180th
and Southcenter Parkway up to the freeway intersection of 188th.
They simply are not interested in that they view it as more
improving access to the City for automobiles and hence being opposed
to the interest of transit. We view it as improving access to the
City for all and in some respects it probably will decrease the
congestion on the City streets. However, the City of Tukwila is
not large and you can probably drive from one end of it to the other
in five or ten minutes at the most even in the worst times of
traffic. It is getting to Tukwila from Bellevue or wherever
that is going to take time and will increasingly take time.
Councilman Bohrer noted there are several comments about town
centers and symbolic town centers and actions the City might take
to develop and implement a town center a major public park,
whatever. He said he was not certain that he sees the necessity of
Tukwila trying to do something like that to serve as a focal
point for downtown Tukwila. One of the earlier proposals for the
Cartwell site referred to it as the Tukwila City Center. He said
he personally thought that was most inappropriate for a private
developer to think that he was going to institute a development that
was going to become the Tukwila City Center. He said he was not
sure the power the City has over the name of developments but Renton
thought that Andy's Tukwila Station which is in Renton was an imprope
name and in this regard this one borders on being improper to him.
He said the major issue here is whether the relative merits of a
dispersed but larger center versus a smaller but concentrated one
and what the City should do to try to implement a smaller concentra-
ted center versus a larger dispersed one. He thought some of the
remarks and some of the other comments are "Okay, so we go ahead
and say Southcenter we are going to make you the most dense thing
in South King County. We are going to restrict your parking, we
are going to let you build structured parking, we are going to
do all of that for you. What we do is make it very expensive for
Southcenter to develop and consequently all of the development
goes elsewhere. They are going to be more competitive in that
market. That sort of thing is some of the difficulty we see.
There are areas in Tukwila which could readily be developed at much
lower costs than trying to redevelop Southcenter. Indeed, the
people at Southcenter are very shrewd business people and have maxi-
mum plans for where they are going in the future but if we make
their development too expensive for them then I think we are hazard-
ing that initial development. I think the philosophy we are

taking is probably well tailored for our time and development
history. Another ten years downstream when presumably the
current vacant land will largely have been developed there may
be a different approach to things. That is difficult to see
that far in the future.
Councilman Harris said in Seattle at one time Yesler Way was the
City center and as we all know that is not quite true any more.
Who knows she said she had seen plans, at least dreams, of
Segale developing their property in such a way as to where it
could be Tukwila City Center. She has heard rumors that when
the Koll warehouses are amortized and the money has been gotten
back from the original that they could be developed in a much more
dense way for different uses. We really don't know where the
biggie will be where the density will finally end up. We are just
guessing. We would not know where the developer's whim would be
at the time when the building would occur. Our zoning ordinance
was in place when the forecast was made as to what our future
growth would be and our density would be. We really do not know
where the actual center density will be. We even built in the
use of the residential area in all of our plans.
Councilman Simpson said the Community Affairs Committee will
review this at the next Community Affairs Committee.

Councilman Bohrer asked how the Council can get a meeting planned
to let Metro know we think there are some tasks we think they
should be doing?
Council President Phelps said the City will have input to offer
at the meeting on June 26.

Rick Beeler, Associate Planner, stated the Planning Commission
has recommended approval of Unclassified Use Permit 84- 17 -UUP
to Seattle Rendering Works.
Councilman Bauch asked Mr. Benefiel, Seattle Rendering Works,
what would be tested on the premises.
Mr. Wes Benefiel, 5795 South 130th Place, stated it would be
chemical tests on fatty acids and profile fats tests.

PREPARED AND IT BE ON THE AGENDA OF A REGULAR COUNCIL MEETING.
MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE COUNCIL RECESS
FOR FIVE MINUTES. MOTION CARRIED.
The Committee of the Whole Meeting was called back to order by
Council President Phelps, with Council Members present as
previously listed.
MOVED BY SIMPSON, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE
BE ON THE AGENDA OF A REGULAR COUNCIL MEETING WITH THE PROVISION
FOR PAYMENT OF THE PROPERTY.
Councilman Bohrer said he would like to see a legal description
and site map plus location of the property at the next meeting.
