BACKGROUND The NTCP was adopted at the end of 2018 to address neighborhood concerns with traffic safety with an initial budget of $400,000 per year. The Council wanted to ensure that traffic calming and safety decisions were based on technical engineering and applied in a uniform and consistent manner. With the funding challenges due to COVID-19, the available budget was reduced to approximately $50,000 in 2020. DISCUSSION Staff continues to collect requests for traffic calming treatments and other improvements in residential areas. Requests for calming treatments and other safety improvements are submitted to staff primarily through: • Enrollment requests from the City's website • Other Departments • Email inquiries • Elected officials • Phone calls When the NTCP began in 2018, staff had a list of 22 requests. In 2019, a total of 60 individual requests for improvements were submitted, while only six were requested in 2020 and one to date in 2021. Currently, there are 28 issues that are either waiting for action, waiting for funding, or are reoccurring complaints that staff have left open for continued reference. Highlights of the 2020 NTCP include: • 150 feet of guardrail along 54th Ave S • One 1 -way stop to all -way stop conversion • One newly marked crosswalk with signs • 15 parking restriction/prohibition signs • Traffic revision/ped path on 53rd/52nd Ave S • More features designed into 2021 Overlay • 2 new LED stop signs • One 2 -way stop to all -way stop conversion The 2020 on-call contract with KPG was extended through 2021 but with no additional budget. The KPG contract is to assist staff with engineering and other needs that support the NTCP Program. City staff time and resources have been utilized when possible, to save on the installation costs and to expedite work. RECOMMENDATION Discussion only. ISSUE Award contract to Gary Harper Construction Inc. for the Sewer Lift Stations No. 4 and No. 12 Retrofits Project. BACKGROUND During the cleaning and routine inspections of the sewer lift stations by City crews, they discovered corrosion of the wet well at Sewer Lift Station No. 12. The damaged concrete will be repaired and the entire wet well will be recoated. The control panel at Sewer Lift Station No. 4 is in poor and the condition is located deep below grade. The panel will be moved into an enclosure above grade. ANALYSIS A call for bids was advertised for the Sewer Lift Stations No. 4 and No. 12 Retrofits Project on March 31 and April 7, 2021. Two contractors returned bids to the City on April 14, 2021. The confirmed lowest bid was Gary Harper Construction, Inc. with a bid of $342,411.00. The Engineer's Estimate was $442,602.00. Gary Harper Construction Inc has done satisfactory work for the City in the past. IMPACT: New pumps will reduce the liability of the existing pumps that are obsolete and prone to fail.
