Call to Order, Roll Call & Introduction of Guests: Chair Trisha Gilmore called the meeting to order at 6:05pm. Attendance: Commission Members Present: Sheila Coppola, Pinky Estell, Shawn Belyea, Cynthia Chesak, Trisha Gilmore, and Dylan Mahler Commission Members Absent: Helen Enguerra, Jaleh Sadravi Staff: Tracy Gallaway Guests: Niesha Fort -Brooks, Community Engagement Manager & Staff Liaison to the Equity & Social Justice Commission, Thanipa Suwanchote (Honey) — interested in the student rep position. 2. Approval of Agenda: Cynthia Chesak to accept the agenda. Sheila Coppola seconded the motion. The motion passed unanimously. 3. Approval of Minutes: Pinky Estell asked to amend the minutes (correction in section 5a) then moved to accept the minutes for 1.27.21. Sheila Coppola seconded the motion. The motion passed unanimously. 4. Unfinished Business: a. Public Art Collection — Tracy gave an overview regarding the inventory/assessment process. She asked for assistance on a subcommittee and Shawn Belyea & Sheila Coppola volunteered. She also noted that there may be opportunities for other TAC members to get involved as the process evolves. She also noted that this process could take 1-2 years to complete all the currently proposed tasks. i. Inventory/Assessment 1. Inventory— status, TINA designation, missing items, art missing from the list (murals, etc.), condition, proposed maintenance. 2. Location — current location, best locations for art in City facilities (environment, access, security), identification (art tag) and mapping. 3. Promotion — Research history of piece and acquisition to share on website ii. Policy Development 1. Donated Art 2. Disposition of Art S. New Business: a. Youth Art Proposal for Virtual Classes in partnership with Arts Corps —Tracy and Dylan shared how this proposal came about — information is included in the attached proposal. Commissioners expressed their support of this proposal and thanked Dylan for the work he did surveying students. Pinky made a motion to provide up to 3 art classes with a minimum enrollment of 4 students, Shawn Belyea seconded the motion. The motion passed unanimously. b. City of Tukwila & Waste Management Art Contest —Tracy shared information about this contest and asked for a representative from TAC to review entries and select winners (April 15th, 8-10am). Pinky Estell volunteered to assist on the review panel. 6. Commission/Staff Report Outs: o Tracy Gallaway, Staff Liaison: ■ Tukwila Justice Center • Art for Tukwila Municipal Court — Staff are interested in working with the Duwamish Tribe for art inside the Tukwila Municipal Court Chambers. • Art for Plaza —The artist learned that the "art poles" cannot hold the proposed art, therefore this project is no longer viable. Commissioners inquired regarding other art possibilities on the site. Staff noted that currently there is no capacity to add another project for 2021. ■ Juneteenth Celebration — City staff, working in partnership with the Equity & Social Justice Commission, the Equity Policy Implementation Committee (EPIC), Parks & Recreation and the Tukwila Children's Foundation to plan an event. Due to COVID this year's event will be held on a digital platform during the 3rd week of June. The Tukwila Lodging Tax Advisory Committee has dedicated funding to the event and there may be an opportunity for the TAC to support this event as well. Tracy will bring back information to the April meeting. ■ Beth Gahan Art Projects - Utility Box Art is launching this spring; Baker Blvd Art Phase 2 will be presented to the Lodging Tax Advisory Committee on May 14th for funding consideration. Tracy will see if Beth is available on April 24th to preview the proposal to the Arts Commission. o Sheila Coppola: Shared that Spice Bridge is hosting a virtual celebration event on Thursday, March 25, 2021 from 6:30-8pm. Sheila has been asked to give a few words on behalf of the TAC. Tracy will send a copy of the event flier to commissioners. o Dylan Mahler: Art at FHS — no official update. 7. Agenda for Future Meetings: Jolene Haas & Ken Workman, Duwamish Tribe; Baker Blvd Art Phase 2, Rainier Symphony, Utility Box Art, Juneteenth 8.
