This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via eremote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. Laurel Humphrey, Legislative Analyst, acknowledged the following speakers: 1. Glen Morgan referenced the King County Health through Housing Initiative which he feels is transferring homeless populations out of the urban core of Seattle into surrounding communities, targeting jurisdictions that are inadequately prepared. He expressed concern regarding the City's compliance with the Open Public Meetings Act and urged the Council to review the emails he has sent. Tukwila City Council Committee ofthe Whole Minutes April 12.2O21 Page 2 of 4 PUBLIC HEARING Anordinance adopting interim land use regulations and official controls pursuant toRCW 35A.63.220 and RCW 36.70A.390|amending the Tukwila Municipal Code tmadopt mnew Interim Title 23,"Small Wireless Communication Facilities." 7:07 p.m. Council PmesidentKrwUler opened the public hearing and called for mstaff report. Emily Miner, Assistant City Attorney, and Eric Compton, Telecommunications Analyst,explained this ordinance adopts an emergency interim code regulating Small Wireless Facilities in the City while permanent standards are developed. The regulations include presumptively reasonable review timelines and fee thresholds, design and aesthetic requirements, and accounts for changes in Federal law. 7:14 p.m. Council President KrmAlercalled for public comments. There were nupublic comments. Council President Kruller asked if there was anyone else who wished to make a public comment on this topic and to press *6 on the phone to unmute. There were no additional public comments. 7:16 p.m. Council President Krm|lerclosed the public hearing. SPECIAL ISSUES a. Small wireless communication facilities: (1) A*nordinance adopting interim land use regulations and official controls pursuant hoRC8V 35A'63.228and RCW3G.70A.39O;amending the Tukwila Municipal Code toadopt anew Interim Title 23."Small Wireless Communication Faoilitims'^" (2) A resolution amending Resolution No. 2012'the City's Consolidated Permit Fee Schedule, tn include fees for small wireless communication facility permits. Councilmember Seal indicated the Transportation and Infrastructure Services Committee moved this item forward unanimously tonight and the legislation was reviewed extensively by legal staff. David Cline, City Administrator, provided onupdate onthe City's coronavirus response oofollows: Sound Cities Association recently held a briefing with King County Public Health Director Patty Hayes; The Tukwila Fire Department's Mobile Vaccine Team continues to support efforts to vaccinate communities that have difficulty accessing in-person services; Information ioavailable inthe report regarding the American Rescue Plan, which is currently being reviewed by the Finance Committee. REPORTS a. Mayor Mayor Ekberg relayed the Tukwila City of Opportunity Scholarship deadline has been extended to April 15,2021. b- City Council Councilmember Seal shared the Tukwila Library will soon be expanding the total occupancy limit to 22 and adjusting their open days and hours. The Transportation and|nfreotn/ctuvoGarvioeoCommittee received an update onthe 53mAvenue South traffic revision and sidewalk plan. Staff will return to Committee with a cost estimate. Tukwila City Council Committee ofthe Whole Minutes April 12, 2021 Page 3 of 4 Councilmember Hougardy attended a Regional Recovery Workgroup meeting through Greater Seattle Partners where emphasis was placed on ensuring quality job access and tracking through measurable Councilmember McLeod referenced an email sent to the Council containing draft copies of the 2021 King County Planning Policies and Urban Planning Report. The County is accepting comments through May 5, 2021 and he encouraged the Council to submit feedback and share the draft documents with Coumci|member|danrecently assisted with vaccination efforts through the Fina Mobile Vaccine Team. He wished everyone a Happy Ramadan, which starts tomorrow morning. CounoUmembarDm|ootrinooJohnson attended omeeting Vfthe Equity Cabinet through Sound Cities Association. The Cabinet reviewed internal policies and practices and discussed the topic of "belonging." Council President Kru|lev presided over erecent Lodging Tax Advisory Committee meeting where an application for lodging tax funds was forwarded to the Planning and Community Development Committee. She participated in a Puget Sound Regional Council Transportation Policy Board meeting where she is on a selection committee for next year. She noted there is a large transportation bill that is currently in the Legislature. She attended a Sound Cities Association "lunch and learn" session featuring King County Metro and will be attending a ribbon -cutting ceremony with Councilmember Delostrinos Johnson for Legacy Gaming. Council President Kruller recently joined a rally against Anti -Asian American & Pacific Islander hate at Southcenter Parkway and Strander Boulevard. She reported Tukwila resident Gabriela Quintana has awomen's exercise class available atTukwila Elementary. There was noreport. d' Legislative Analyst There was noreport. MISCELLANEOUS Councilmember Delostrinos Johnson referenced an email she recently received and asked if there is Council interest in reviewing potential revenues relating toretail cannabis businesses inthe City. Councilmember McLeod indicated the Finance Committee reviewed this issue a few years ago and found marijuana businesses generated less revenue than anticipated. Council Consensus existed tohave the Finance and Governance Committee revisit this issue.
