Chairman Simpson led the audience and the Council Members in the
Pledge of Allegiance and called the Committee of the Whole Meeting
to order.

Morrison (City Administrator), Byron Sneva (Director of Public
Works), Gary Van Dusen (Mayor).
Don Morrison, City Administrator, read a Proclamation proclaiming
August as Cricket Month in the community.
The Proclamation was accepted by Bruce Ridley, Cricket Team
Captain.
Labor Negotiator Don Morrison, City Administrator, announced Dennis Hidell would
act as labor negotiator for the City.
City Employee Picnic Don Morrison, City Administrator, stated an Employee Picnic would
be held Wednesday, July 18, about 5:30 p.m. at the Community Center.
Sales Tax Revenue Mayor Van Dusen announced the sales tax revenue is 20% more than
anticipated. Councilman Morgan requested that the .3% tax be
separated in the reporting.
Metro Meeting Mayor Van Dusen announced a Metro meeting on the effluent pipe
line was held at the golf course.
Highline Incorporation Cris Crumbaugh, audience, said the Chamber of Commerce favors
the incorporation; however, they are not in favor of the proposed
boundaries. They are concerned about the east side of the
airport; they feel that area should not be included. The matter
should be decided by election.

Cris Crumbaugh, audience, stated the Chamber of Commerce is
looking into the status of the project and routing through Tukwila
with the least disruption.
Councilman Morgan said in answering the Boundary Review Board
we are objecting to their power.
Councilman Duffie stated he is still receiving complaints about
dogs. He has been happy to see the signs posted throughout the City
announcing the leash law.
COUNCILMAN MABEL J. HARRIS ARRIVED AT THE MEETING AT 7 :35 P.M.
SHOW AND TELL Lynn Devoir, Parks and Recreation Specialist, presented the
1984 Summer Recreation Programs with a slide projector.
The City Attorney stated a letter had been received from Western
Pacific Properties, Inc. requesting the public hearing be
postponed until the traffic study has been completed.

BE SET AT THE DISCRETION OF THE COUNCIL PRESIDENT.

Council Chairman Simpson declared the Public Hearing open at
8:00 p.m. There being no comments from the audience, Chairman
Simpson declared the Public Hearing closed at 8 :01 p.m.

Phil Parsons, Director of Valley Communications Center, was
introduced. Mr. Parsons presented a consultant who has prepared
a report showing alternatives that will improve the operation
of Valley Communications.
The consultant stated the existing facility is an old firehouse
and is not adequate. The alternatives are: (1) expand the
present facilities at a cost of $572,000; (2) try to locate
an existing building and put it to use (cost unknown); (3) design
and build a new facility on same location cost $771,856;
(4) have a joint facility with police or fire cost $548,750.
Mr. Parsons said Alternative 3, design and build a new facility,
is favored. It would be a secure building and designed for the
use that is to be made of it. A new building could be ready
by September 1985. The distribution of cost would be:

Councilman Bauch asked about the addition of personnel if the
new facility is built. I1r. Parsons said any increase in
personnel will be based on the services that are provided and
added. The increase of personnel is not based on the
acquisition of a new building. The financing will be determined
by the separate municipalities.

Dick Stemwell, Chairman of the Parks Committee, said the proposed
recreation service policy has been discussed by the Committee.
Many feel the present policy is acceptable.
Councilman Bauch said when this matter was discussed in the Parks
and Recreation Committee meeting the Committee recommended the
policy be the same as the Administrative Policy with two changes,
one in Goal 1 and one in Goal 4. This is the language from the
contract. There has been no intent to kick anyone out. The
people participating provide the cream for the program. There
has been no intent to limit participation. Councilman Bohrer
wanted to furnish facilities to those who live in Tukwila and
work in Tukwila.
Councilman Morgan suggested Goal 1, lines 1 and 2, state: "To
provide recreation opportunities sized to meet the needs of the
residents and workers of Tukwila without bias in regard to sex,
age, race or physical ability; provide facilities to serve youth,
adult and senior populations." She said whenever possible
recreation programs should be self -pay programs. Senior citizens
and children should be the exception. There should also be a
statement about program expansion.
MOVED BY MORGAN, SECONDED BY BAUCH, THAT THIS POLICY BE ON THE
AGENDA OF A COMMITTEE OF THE WHOLE MEETING AT THE DISCRETION OF
THE COUNCIL PRESIDENT. MOTION CARRIED.
Councilman Morgan said she would request a copy of the motions
that were put forward for voting and brief relevant discussion
that took place in the Parks Commission meeting regarding the
scheduling of Tukwila citizens first and then County residents
and it be in the agenda packages when it is discussed at the
Committee of the Whole Meeting.
MOVED BY MORGAN, SECONDED BY HARRIS, THAT NECESSARY DOCUMENTATION
BE PREPARED TO RELEASE THE $15,000 WITHIN THE PARKS AND RECREATION
BUDGET FOR THE REMAINDER OF THE YEAR AND IT GO TO BOTH THE FINANCE
AND PERSONNEL AND PARKS AND RECREATION COMMITTEES. MOTION
CARRIED.

Councilman Harris stated the Finance and Personnel Committee
has recommended that the Council Secretary position be Grade 12
and Council Analyst be Grade 7.

City Attorney Jim Haney stated the proposed ordinance is
necessary to be in compliance with the law; otherwise the
municipal court will cease to exist after July 1, 1984.
MOVED BY MORGAN, SECONDED BY DUFFIE, TO AMEND THE MOTION AND
PUT THE PROPOSED ORDINANCE ON THE AGENDA OF THE NEXT REGULAR
COUNCIL MEETING.

BE PLACED IN THE PUBLIC SAFETY COMMITTEE AND BROUGHT BACK TO THE

Councilman Morgan requested that additional material be supplied
to determine if the judge can delegate authority and supervision
of the court personnel be done by the City Clerk. Councilman
Morgan said at the Public Safety Meeting she would also like to
see a copy of the section of the law regarding the election of
judges.

Transcript of Cris Crum4ugh's statement at the
Committee' of the Whole Meeting on June 25, 1984
regarding Highline Incorporation
Cris Crumbaugh: The subject I would like to talk about is the Highline Incorporation.
As you are well aware, the name of our Chamber of Commerce and I am speaking at this
point as President of the Chamber of Commerce, is the Tukwila SeaTac Chamber of
Commerce. We represent many businesses that are located in the airport area. Basically
east of the airport. The Chamber of Commerce in the past has taken a position on the
incorporation (proposed) and we reaffirmed that position at our last retreat which we
had several weeks ago I believe it was two weeks ago the Board did. I would like
to inform you as to what our position is on the incorporation and maybe make a few
comments about the stand that Tukwila is taking.
The Chamber of Commerce favors the incorporation in Highline. We feel that the citizens
of that area, although we don't represent that total area, have a right to their own
destiny and if they wish to incorporate they should be allowed to do so. However, the
Chamber ofCommerce is not in favor of the proposed boundaries of the proposed incorporation.
More specifically, we are concerned about the areas located on the east side of the
airport. We feel that from the point of view of the businesses that we represent
as a Chamber of Commerce and the community of that area which we also represent as a
Chamber of Commerce that the boundaries for the incorporation should not include those
areas. We have discussed this at the Board level and that is our position. One comment
I would like to make to the City is that I think it is probably in the best
interests of the citizens of that area, the citizens of this area, to let the
incorporation proceed and be elected by the people however they may vote. As these
things drag on opinions change, different coalitions of people change, the facts are
beat upon, drawn out, gone over again and again, coalitions of proponents and opponents
form and we tend to feel that it may be in the best interest to let the electorate
decide the issue ASAP. I make that comment because Tukwila has been very concerned
about the citizens of the area and has taken a concerned position based upon a lot of
reasons that there were some possible irregularities in the procedure in that the courts
or whomever should decide whether that was a proper action. It is basically my feeling
that if the election goes forward that Tukwila's destiny will still be served and I
think that the citizens in the area will be served. I have talked to people of that
area as the President of the Chamber of Commerce and I think, and I am speaking of the
area east of the airport, I think that those people feel very good about the City of
Tukwila and the positive actions they have taken in the area. I think that feeling
will continue. I guess what I am saying is that I ask you whatever Committee level
you work at to possibly discuss your position on the incorporation as to the past
action that you have taken that you are now continuing and see if it might be in the
best interest to see if you could let the election proceed and then after that is all
done and over with things can go forward and take place as they may. I guess that is
my only comment. If there are any questions I would be glad to ask them.
Mae Harris: We felt that the action we took when Des Moines wanted to at least show their
displeasure by doing it legally that if we did not join Des Moines we would then be
approving it as it stood and that is the reason we took the action that we did. I do
think like you do that hopefully that the ones who are not in favor of the incorporation
will speak their piece and speak loudly and defeat this. I feel like you do that they
ought to that Burien or Highline or whatever you want to call it should be allowed
to incorporate. I just think they asked for a little too much. I think it would be
very unwieldly..I think they would have a difficult time handling a city of that size
without any background to start from and it would not be in their best interest to get what
they are asking for. However, the action we took was not again incorporation but just to
show the displeasure of the boundaries as they are now stated.
Cris Crumbaugh: Of course you do have input from a lot of the people in that area
because you do provide services, municipal services, whether directly or indirectly
to that area and it is adjacent to your boundaries and Tukwila has very valid concerns.

I, by no means, criticize any action that the City of Tukwila has taken. I am just
asking that as this thing progresses that you might closely study and review your
position at all times and see what is in the best interest of the City. Thank you.
