Remote Meeting April 19, 2021 — 7:00 P.m.
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via
remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.

Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.

Mayor Ekberg administered the Oath of Office to Deputy Chief Eric Lund and Commander Dale Rock.
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign upvia email by 5:00 p.m. today to
read comments verbally otthe virtual meeting. Mayor Ekberg asked those who had signed upboproceed
with their public comments.
Greg Sherlock referenced noise issues from the SabeyData Center that have been ongoing over the past
3yeara. The noise volume is very audible from inside his home, and he has alerted those at the Sabey
Data Center. There has been ongoing confusion regarding Code Enforcement staff addressing this issue
over the years. He requested this matter be handled based on Tukwila Municipal Code 8.22.050-3a3.

UNFINISHED BUSINESS
a. Weekly COVID-1 9 report.
David Cline, City Administrator, provided anupdate onthe Weekly CC)V|D-1Sreport referencing ongoing
work from Human Services staff and the Business Recovery Program. Based onthe American Rescue
Plan, the City will receive $4.43million over the next 2years. The Finance and Governance Committee
will work onthe prioritization ofthose funds.
REPORTS
m. Mayor
Mayor Ekberg reported that the 42nd Avenue South Bridge will be closed for inspection. Detour routes
have been posted, with mailings going out toresidents inthe Allentown and Duvvarnishneighborhoods.
b.City Council
Counoi|mennberHougardyprovided mreport from the Planning and Community Development (PC[})
Committee, where an update on the Juneteenth event was provided to the Committee. Additional
information will beforthcoming tothe Council asitbecomes available. Additionally, mtthe PCD meeting
onupdate was received onthe South King County Housing and Homelessness Partners Interlocal
agreement.
Counci|membarQuinn participated inthe event atthe Church bythe Side ofthe Road that included
collaboration with Reverend Terrence Proctor, Ted Howard from the Tukwila School District, and
Representative Debra EnLenman. Conversations included ways toengage the community around issues
associated with going back -to -school, behavioral and mental health needs, and COVID-19 testing and
vaccines.
Council President Kru||erattended the Chamber ofCommerce event regarding County -wide plans for
transportation equity. Additionally, it has come to her attention that consideration is being given to
dropping the Boeing Access Road Station from the Link Light Rail plan. She would like the City to
engage and emphasize the significance ofthis station for Tukwila. K8e. KruUeralso attended the grand
opening of Legacy Gaming in Tukwila, a technology related business that can be very beneficial to local
students. Through the National League of Cities (NLC), she has attended many meetings regarding
transportation and infrastructure issues being undertaken at the federal level. She also provided cleanup
assistance as part of the Duwamish Alive Earth Day event at the Duwamish Hill Preserve that included
volunteers from BECU,Fodernaand Tukwila residents. There will beanother Earth Day event onthe
Green River Trail onApril 27.2O21at1:OOp.m. Ms. Kru||eralso attended community events involving

youth adShowalter Middle School and Foster High School, toinclude the Black Students Union.
Additionally, it has come to her attention there will be a march from Bahama Breeze in Tukwila to Renton
City Hall. She is asking that safety measures beundertaken hoensure all participants are safe during the
march.
Counoi|nnemberDeiostrinVsJohnson provided mreport from the Community Services and Safety (CSS)
Committee meeting. The CSS discussed a proposal to establish a Fire Department Task Force based on
the Public Safety Management Report Recommendations. This item will becoming before the full
Council atthe next Committee ofthe Whole meeting. The expectation iethat members ofthe Task Force
will include staff from the Fire Department, Fire Union, Councilmembers, and members of the community.
Additiona||y, there will be a vigil on April 23. 2021 at 6:00 p.m. mtTukwila Village sponsored by the
Tukwila Children's foundation. There has been ogreat deal ofviolence both onT`Jand inthe community,
and this ieatime tocome together for healing.
c. Staff
David Cline, City Administrator, referenced the CA(City Administrator) report and the 2021 1st Quarter
Work Plan update and offered hoanswer any questions.
Councilmember Hougardy expressed appreciation for the information in the report associated with Fire
Station 52.regional partnerships, and community connections.
Councilmember McLeod referenced the portion of the report regarding Planning Commission applications
and inquired aatothe timeline for selecting oCommissioner. Mayor Ekberg responded that the timeline
for selection is mid-May.
Council President Kru||erreferenced the portion ofthe report associated with the annual work plan. She
inquired about how changes to the report are noted and if the Council has an opportunity for input. Mr.
Cline said the report iebased onthe Strategic Plan goals and City Council budget priorities. Ms. Kru|lar
requested that the work plan come forward asaCouncil agenda item. Additionally, Ms. Kru||erinquined
about waivers as it relates to overhead power lines as opposed to undergrounding of power lines.
Mr. Cline said waivers to undergroundinQ can be provided by the Public Works Director and offered that
there can be further discussion on this topic through the Transportation and Infrastructure Committee.
Councilmember Seal, Chair of the Transportation and Infrastructure Committee, expressed support for
this topic coming to the Committee.
Council President Kruller referenced the upcoming closure of the 42nd Avenue South Bridge due to it
being inspected. She relayed that many residents are confused about the detours and how trucks will be
routed and how the detours will beenforced.
Mr. Cline explained that the detour route for trucks is off 129th Avenue South at the Steel Mill Bridge into
Skyway. For cars and residents, 11 5th Avenue South can be used, and signage will be improved. The
bridge inspection occurs every year for et least 1 day from 8:00 8.m.-4:00 p.m.
d. City Attorney
Kari Sand, City Attorney, referenced comments made at the April 12, 2021 Committee of the Whole
meeting under Public Comments regarding the Health through Housing initiative. She explained the
claims are not substantiated and that no contract with King County has been put forward for Council
consideration. Additiona||y, ernei|avvith public comment do not establish a serial meeting as prohibited by
the DPK8A ({)pen Public Meetings Act). Elected officials are required to receive training on the {}PKAA
and public records for which the City Clerk's Office retains those training records toensure compliance.
e. Legislative Analyst
There was no report.

Councilmember Idan requested clarification regarding Boards and Commissions reading the Land
Acknowledgement statement at their meetings.
Laurel Humphrey, Legislative Analyst explained that the Council implemented this practice at their
meetings and encouraged the Planning Commission todoeoos well. The Planning Commission has
moved forward with reading the statement attheir meetings. The Equity and Social Justice (ESJ)
Commission has also undertaken discussions regarding the Land Acknowledgement statement.
Councilmember Hougardy, a member of the ESJ Commission, explained the initial discussion has
brought up multiple issues that it would be helpful to consider prior to moving forward.
Councilmember Idan concurred with waiting to assess what comes out of the ESJ Commission regarding
their consideration of this topic.

The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.

Session will not be extended beyond the announced time, and they will not be returning toopen session
