LAND ACKNOWLEDGEMENT Councilmember Idan stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders poat, present and emerging." PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbally atthe virtual meeting. There were no public comments. SPECIAL ISSUES a' Weekly COV8D-19Report. Rachel Bianchi, Deputy City Administrator, provided enupdate onthe City's coronavirus response as follows: City staff have formed a work group to review post-pandernic work once City facilities reopen; the Finance Committee is discussing how to use funds received from the American Rescue Plan and Streamlined Sales Tax mitigation payments; Information on available COVID-19 vaccines in different locations will be in next week's report: some locations include Walgreens in Tukwila, Kaiser Permanente in Renton. City Council procedures update: (1) Anordinance reenacting Tukwila Municipal Code Chapter 2.04'"City Council." (2) Aresolution adopting Rules mfProcedure mfthe City Cmumoi|' Laurel Humphrey, Legislative Analyst, gave an overview of the proposed legislation which amends Tukwila Municipal Code Chapter 2.04 and updates the Rules of Procedures of the City Council. The updates are necessary to eliminate outdated language, conflicts, and redundancies. The Councilmembers discussed the draft legislation and offered the following comments: adesire for flexibility in providing advanced notice for absences; public comments can be provided during Public Comments on items both on and not on the agenda; providing space for all Councilmembers to participate in the process of making motions; the issue of whether the Council President or City Council should establish adhoc committees can badiscussed utthe Council retreat. Following acomment from Councilmember Idan regarding the process for orienting new Councilmembers with key information, Kari Sand, City Attorney, relayed she typically meets new Councilmembers for an orientation to provide an overview. Ms. Humphrey added she has also worked on expanding the onbmardingprocess for new Counci|mernbers. CONSENSUS EXISTED TO FORWARD THIS ITEM TOTHE NEXT REGULAR MEETING. c. Discussion and consensus mnFire Department Task Force Project regarding Public Safety Management report recommendations. Jay Wittwer, Fire Chief, indicated that following the presentation of the Fire Department report from the Center for Public Safety Management to the Council, an internal working group was formed to review the recommendations and identify actionable items. Staff is seeking Council Consensus on the formation of the Fire Advisory Task Force and its associated Charter. CONSENSUS EXISTED TO SUPPORT THE FORMATION OFTHE TASK FORCE AND THE UPDATED CHARTER. d- Discussion and support for Public Health—Seattle and King County's Regional Community Safety and Well -Being Plan and Partner City Pledge. Council President KruUerexplained otthe March 23.2021 King County Regional Summit onYouth Gun Violence, Executive Dow Constantine asked cities to sign onto a Partner City Pledge to support the Regional Community Safety & Well -Being Plan and prevent and reduce youth gun violence. Mayor Mayor Ekberg reported the inspection ofthe 42" Avenue South Bridge was conducted last week, and o report summarizing the outcomes of the inspection will be delivered to the City within the next few weeks. b' City Council Counci|nnemberSeal reported the Transportation and Infrastructure Services Committee reviewed project closeouts for the Tukwila Community Center Siding Repairs Phase III project onddleAmdovarPurkEast Water Main Pavement Repair project ondebiduvvondfortheSevverLUtGbaUnneNo.4&12 Retrofit project. They also received an update on the Neighborhood Traffic Calming Program which was reduced following budget cuts due to COVID-19. She reported Waste Management missed collecting recycling for some residents due to equipment failure and shortage of drivers. Recycling will be picked up on May 7 m for those who were missed. Councilmember McLeod attended a South King Housing and Homelessness Partners (SKHHP) Executive Board meeting where the Board reviewed the housing capital fund, their work plan, and the formation of SKHHP as a nonprofit agency. Councilmember Idan reported the Finance and Governance Committee discussed several items including prioritizing service level increases through phases. He urged the Council to read the memo as it contains detailed information on departmental service reductions. Councilmember Delostrinos Johnson emphasized the discussion on prioritizing service level increases will be coming to the full Council. Council President Kruller shared Waste Management will be allowing those whose recycling collections were missed to place extra bags out next to bins in May. She reminded the Council to complete the survey regarding Sound Transit's Light Rail Station. There was noreport. d. Legislative Analyst There was noreport. MISCELLANEOUS Council President Kruller shared that the Low Income Housing Institute (LIHI) is considering a tiny house establishment in Tukwila and asked Laurel Humphrey, Legislative Analyst, to forward the email from LIHI tothe Council. Council President Kruller referenced delays in the permit process for small home repairs and asked for Council Consensus todiscuss this item onaCommittee agenda. Rachel Bianchi, Deputy City Administrator, indicated permitting is part of the discussion on prioritizing service level increases being held through the Finance and Governance Committee. Laurel Humphrey, Legislative Analyst, confirmed the Planning and Community Development Committee will bediscussing permitting utanupcoming meeting. EXECUTIVE SESSION —Potontim| |itigation—Pureuantto RCVV42.3O.11OU\(i} (60 minutes) Council President Knuller announced the Council will now go into an Executive Session to discuss: Potential litigation — Pursuant toRCVV42.30.110(1)U\ The total amount of time will be no more than 60 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. She declared the meeting adjourned as of the conclusion of the Executive Session.
