Remote Meeting June 7, 2021 — 7:00 P.m.
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via o
remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.

Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

a. Weekly COVID-19 report.
David Cline, City Administrator, provided an update on the Weekly COVID-19 report, emphasizing the
City will begin a phased approach for reopening City facilities to the public. July Gwill bethe starting
point for a soft opening and September 13 as the intended date for full on-site services. Additionally,
discussions will begin in the Finance and Governance Committee regarding use of American Rescue
Plan funds that will then move ontothe full Council.
Based on a question by Councilmember McLeod regarding re -opening of City facilities, Mr. Cline
explained the City is examining partial opening of City facilities based on demand and customer needs.
Additional information will beforthcoming tothe Council onnext steps.
Based on a request by Councilmember Quinn regarding the percentage of vaccine doses provided to
Tukwila residents, Mr. Cline relayed the City is seeking ways to aggregate data specifically for Tukwila.
There are challenges, as the City is grouped into other jurisdictions by zip code or other data that makes
itdifficult to quantify Tukwila -only statistics.

ofthe Road, Jay VWtbmer.Fire Chief, said that testing will continue a[this location through September
2021. This site averages approximately 2OOtests per day
Mayor Ekberg emphasized there will be another COVID-19 vaccination event at the Foster High School
gymnasium on June 24'2O21.

b. Authorize the Mayor hmsign anagreement for Emergency Police Communication Services
with Valley Communications Center.

SIGN ANAGREEMENT FOR EMERGENCY POLICE COMMUNICATION SERVICES WITH VALLEY
COMMUNICATIONS CENTER. MOTION CARRIED 7-Q.
Mayor Ekberg reported that two Sound Transit projects that are important hoTukwila are injeopardy of
losing funding. The Boeing Access Road Station and the Stride Bus Rapid Transit project oonnecdng
communities along 1-405 and SR -518 require advocacy to remain a priority for Sound Transit. Brandon
K8i|ea, Business Relations K8anager, is circulating correspondence to provide support to retain these two
important projects. |fCnunci|mennbero would like their names added to the support |etter, please contact
Mr. Miles. Additionally, the Mayor reported that notification has been received from Congressman Adam
Smith that the 42»uAvenue South Bridge replacement project hoobeenaeieotedtobeinc|udedinthe
infrastructure package inthe amount of$1.37O.00O. While the infrastructure bill has along way togo,
this is good news for the City.
b. City Council
Counci|nemberHnugardyattended the Equity and Social Justice Commission meeting this past week as
well aetheir retreat. She reported on the PCD (Planning and Community Development) meeting held on
June 7.2O21. She explained that discussion occurred on King County's Health through Housing Initiative
and House Bill 122O.supporting emergency shelters and housing. |tisimportant bmnote that mnpart of
the Health through Housing Initiative, King County has determined that they are only interested in utilizing
hotel properties that do not have outside entrances ho individual hotel rooms to preserve the safety of
their clients. It will be necessary to determine if any hotels in Tukwila meet that criteria. K8s.Hougardy
clarified that House Bill 1220.supporting emergency shelters and housing does not affect the Health
through Housing Initiative, and that the shelters will need to operate in a 24/7 capacity. |tieimportant to
have legislation inplace bythe end ofSeptember 2O21. The Planning Commission will be discussing
these items before they come before the full Council.
Councilmember Quinn volunteered at the recent COVI D-1 9 vaccination event at Foster High School, and
commended Costco, for their willingness to assist in helping with this effort. The process has become
very smooth, to include a great deal of flexibility to get as many people vaccinated as possible.
Council President Kruller participated in the COVID-19 vaccination event at Foster High School and
observed that people who had not originally intended to be vaccinated that day chose to take advantage
ofthe opportunity. The positive chain reaction toward getting vaccinated was very evident. Additinna||y,
Ms. Kru||erparticipated inthe K4C(Counb/-CitienClimate Collaboration) event. She emphasized that
there is a great deal going on right now in Washington DC, particularly as it relates to the 42nd Avenue
South Bridge Replacement project. She also attended the SCA (Sound Cities Association) Race. Equity
and Justice event. Council President Kru||eralso attended the 27mAnnual Housing Issues Briefing with
Matthew Gardner, achief economist. She requested that her name beadded hothe letter toSound
Transit regarding advocacy for the Boeing Access Road Station. Ms. Kru||eroffered areminder tothe
Council about reading the books associated with the upcoming Council Retreat as requested by Cecile
Hansen Vfthe DuvvanniahTribe. She also referenced comments byDerrick Wheeler, Director ofZero
Youth 0etentinn, regarding the need to put more safety into gun ownership.
Councilmember Idan thanked the Council for excusing him from the last few meetings.
Councilmember Delostrinos Johnson reported on items presented at the CSS (Community Services and
Safety Committee) meeting as it relates to presentations from the public defender's office and the
prosecutor's office. She explained that there are policy and budget issues that have relevance based on

the information provided, and she requested Council consensus to bring the discussion to the CSS
Committee.
Council consensus existed to bring issues associated with the public defense and prosecutor's office
presentations tothe CSS Committee.
C. Staff
David C|ine, City Administretor, referenced the CA(City Administrator) report and Monthly Construction
and Budget Report and offered toanswer any questions.
MISCELLANEOUS
Council President Kruller referenced the recent roundtable discussion on eviction protection and the
housing justice project byEast Side Legal Assistance. There are model draft ordinances available that
she would like the City to review for possible use in Tukwila. Counoi|nnember De|oothnoo Johnson
concurred with the review of model ordinances that could start in the CSS Committee.
Council consensus existed to consider eviction protection legislation at the CSS Committee
Council President Kruller reported that there is interest in the City Council using a "Jam Board" to discuss
the Teen and Senior Center. She would like consensus bmconduct aseparate meeting (outside ofthe
formal City Council meetings) tohave a"Jam Board" discussion on this topic.
Council consensus existed to have a Council Work Session to hold a Jam Board discussion on the Teen
and Senior Center.
