Mayor Van Dusen reported that Councilman Duffie was injured
at work and is in Harborview Hospital.
Mayor Van Dusen stated it is a concern that the City of Tukwila
has more levy mileage than the other five cities.

KING COUNTY COUNCIL AND TUKWILA CITY COUNCIL Council Chambers
Council President Phelps led the Council Members and audience in
the Pledge of Allegiance and called the King County Council and
Tukwila City Council Special Meeting to order.
TUKWILA CITY COUNCIL MEMBERS: L. C. BOHRER, MABEL J. HARRIS, DORIS
E. PHELPS (COUNCIL PRESIDENT), EDGAR D. BAUCH, WENDY A. MORGAN,
CHARLES E. SIMPSON.
KING COUNTY COUNCIL MEMBERS: GARY GRANT (CHAIRMAN), AUDREY GRUGER,
LOIS NORTH, BRUCE LAING.
CITY ATTORNEY JIM HANEY, CITY ADMINISTRATOR DON MORRIS, PUBLIC WORK
DIRECTOR BYRON SNEVA, MAYOR GARY VAN DUSEN, DIRECTOR OF PARKS AND
RECREATION DON WILLIAMS.
Mayor Van Dusen displayed a plaque commemorating the "Hike and
Bike" Interurban Trail Route dedication on Saturday, June 9, 1984.
Don Williams, Director of Parks and Recreation, introduced the
presentation of Tukwila Days by the Parks and Recreation Department.
Lynn Devoir, Recreation Specialist, explained the planned schedule
of events.
Dave Clarke, Staff Member of King County Council, explained the
background of the Green River Management Agreement and the content
of the document. The Cities of Auburn and Renton have not signed the
agreement.
Council President Phelps said one of the major concerns of the City
is the operation of Howard Hansen Dam by the Corps of Engineers.
It is extremely conservative and the City feels that flows could be
adjusted at other times of the year in order to have more capacity
behind the dam when things are flooding downstream but they are
unwilling to cons -ider it to this point, even in their newly
funded study.
Byron Sneva, Director of Public Works, stated the City has five
and one -half river miles of levy projected for expansion. The City
has added to the trails, with the construction projected for the
latter part of the year. A significant part of this is raising the
dike in order to put the trails at an elevation where the County
tells us the high water level is going to be.
The General Development Guide and related land use and annexation
issues were discussed. King County Council Chairman Gary Grant
said the staff can meet with the Council Members to respond in detail
to the questions they may have. Comments have been received and
have been listed. Workshops are planned. There will be discussions
on provisions to amend the plan. There will be a section by section
review of the plan. An outside consultant review of the General
Development Guide has been discussed. Considerable attention will
be given to implementation.
Discussion continued with the Tukwila City Council requesting
information regarding the land use and City comprehensive plan.
Councilman Harris asked if they are planning some official spheres
of influence by the towns and cities. King Councilman Bruce Laing
said it is his understanding that there will be a development of
policies by the towns and cities in the form of interagency agreements
Councilman Bohrer asked if there will be a plan for solid waste
management. Mr. Fitzpatrick, staff member of King County Council,

said there are functional plans being developed and some amendments
have been offered through the Puget Sound Council of Governments.
There are local details that will have to be dealt with.
The King County Council gave a status report on the Foster Bridge
stating the design is complete. There is a delay now for the
right -of -way acquisition. Funding is set for the bridge.
Don Williams, Director of Parks and Recreation, showed slides of
the Tukwila Community Center and some of the Senior Citizen
activities that are taking place. Don Williams said a letter has
been directed to King County Executive Revelle asking that the
County participate in the funding of the activities, since many
County residents take part in the Senior Citizen program at the
Tukwila Community Center.
Council President Phelps stated there have been complaints from
people at the golf course and from the apartments across the street
from the golf course about the unsightly view the Skyway landfill
area presents. Don Williams, Director of Parks and Recreation,
showed slides taken from the golf course and the apartments. Mr.
Williams said the City would like the County to be aware of
infractions that may be occurring.
The King County Council reported they have talked to the
prosecuting attorney's office about the matter. A court order has
been issued ordering a stop to dumping on top, and a violation
has been cited. The County is aware of the situation.
Council President Phelps reported four sites have been proposed
for the Metro Regional Transit Center. Brad Collins, Director
of Planning, distributed copies of the report and results
of the Tukwila Task Force recommendations.
Council President Phelps thanked the King County Council Members
for their attendance at the meeting.
Council President Phelps called a recess of five minutes.
The Tukwila City Council Committee of the Whole Meeting was called
back to order with Tukwila Council Members present as previously
listed.
MOVED BY HARRIS, SECONDED BY MORGAN, THAT THE PROPOSED ORDINANCE
BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING.
There was a discussion on how light costs have been distributed
in the past. Don Morrison, City Administrator, was asked to
compile a report, showing the distribution of costs for lighting
as areas have been developed and whether or not the City has
participated in the costs or assumed the entire cost.

Block Grant Program. BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION
CARRIED.
Suburban Cities Assn. Council President Phelps explained that in order to communicate
Legislative Committee. to the State Legislature the concerns of King County suburban
cities regarding issues in the upcoming legislative session, a
Suburban Cities Legislative Committee is proposed along with
recommendations for objectives of the committee and strategies
for lobbying efforts.
