This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All participants, including the Mayor, Counci|membere. City staff, and legal counsel were not at Tukwila

Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at7:00pm.and led the

Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally atthe virtual meeting. Mayor Ekberg asked those who had signed uptoproceed
with their public comments.
Greg Sherlock signed upinadvance tomake public comments. Hewas unable toconnect within the
system after several attempts and will email his comments bz be distributed to the City Council.

Report from the Public Safety Bond Financial Oversight Committee. - Andy Reiswig, Chair of
Public Safety Bond Financial Oversight Committee
Mr. Reiswig explained that the Committee met on March 2, 2021 and reviewed budget status and
expenditure reports to date and learned that all bond proceeds have been expended. Per the amended
Charter adopted by the City Council in Resolution 2020, this means the work of the Committee is
complete and this will be the final report from the Public Safety Bond Financial Oversight Committee. The
Councilmembers asked clarifying questions and thanked the Committee for their commitment to this
important project.

c. Approve an application for lodging tax funds from the City of Tukwila for the 2021 USA Rugby 7s
National Championship, in an amount not to exceed $10,000.00.

d. Accept as complete the Minkler Restroom Remodel Project (contract #20-048) with Sabyr Contractors,

a. Weekly COVID-19 report.
David Cline, City Administrator, provided an update on the Weekly COVID-19 report, emphasizing a new
phase is beginning based on input from the Governor's Officer beginning on June 30. City staff is looking
at a soft opening of City facilities in early July, with more information forthcoming to the Council and
community.
Councilmember Quinn emphasized the continued need for COVID-19 percentages and statistics to be
specific to the City of Tukwila.
b. A resolution adopting a Six -Year Transportation Improvement Program (2022-2027) and
directing the same to be filed with the State Secretary of Transportation and the Transportation
Improvement Board.

DIRECTING THE SAME TO BE FILED WITH THE STATE SECRETARY OF
TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD.

d. An update on the Tukwila Teen and Senior Center Project. Rachel Bianchi, Deputy City
Administrator, and Nate Robinson, Teen Recreation Program Specialist
Nate Robinson, Teen Recreation Program Specialist, provided an update that involved goals, timelines,
community group participation, site selection, community impacts, and outreach. A Town Hall meeting
will take place on June 30, 2021 to provide another opportunity for community involvement.
The Councilmembers exchanged comments and asked clarifying questions regarding this project and
thanked the project team for the exceptional work.
e. An update on the Tukwila Pond Master Plan. Tracy Gallaway, Acting Parks and Recreation
Director; Heidi Watters, Urban Environmentalist, Jim Brennan, J. A. Brennan and Associates
The project team has developed the preferred alternative plan direction, synthesizing elements from two
alternatives, to create a cohesive vision for Tukwila Pond Park's future. Preferences for the plan include
a modest gathering space, boardwalk loop around the pond, art dispersed throughout the park, shared
parking with adjacent properties, improved water quality, nature -themed play, and a flexible use pavilion.
It was emphasized that this is a 20-30 year plan that will have a multi -phased approach.
The Councilmembers exchanged comments and asked clarifying questions regarding the project and look
forward to seeing next steps in the process.

Mayor Ekberg expressed appreciation for the donation of a large, outdoor walk-in freezer for use at the
Tukwila Food Pantry.

b. City Council
Cuumi|mamber Hougardy reported out onthe PCD (Planning and Community Development) Committee
meeting from June 21.2O21. This included onapplication for Lodging Tax funds for Phase 2Art
installation along Baker Blvd., an update on tourism, and an update on American Rescue Plan Act small
business support.
Counoi|mennberQuinn extended thanks for the first annual Junebsenthcelebration, emphasizing the
cooking demonstration byTukwila Court Administrator Trish Kin|owand the tribute toformer
Counci|mamberJoe Duffie.
Council President Kru||er participated in the City's annual meeting with the State Auditor's staff regarding
financial risk assessment. She was also invited tothe Professional Educators Standards Board for
cultural competencies asifrelates touse inschool instruction. Ms. Kru||eralso attended the SCA (Sound
Cities Association) public health briefing and the retirement event for Katherine Kartzman. President and
CEO ofthe Seattle Southside Regional Tourism Authority. On June 21,2O21she attended mmeeting
with former Governor Gregoire as itrelates tothe worsening homelessness crisis. She also participated
in the SCA Deputy Mayors and Council Presidents meeting, where there was mfocus onissues
associated with the end ofthe eviction moratorium onJune 3O.2O21.
Councilmember McLeod expressed appreciation for the City's Juneteenth celebration. He conveyed that
he received a call from a business owner on Tukwila International Blvd. regarding the recent Black Lives
Matter March conducted inthe middle ofthe day. The caller explained how much the marches disrupt the
daily business of the local small businesses that are already struggling due to the pandernic. Mr. McLeod
is hoping there can be some consideration or compromise that might provide support to the small
businesses when the marches occur.
Councilmember Idan commended staff for the Juneteenth celebration and thanked all those who
participated inthe event.
Councilmember Delostrinos Johnson provided an update on the CSS (Community Services and Safety)
Committee meeting unJune 21.2O21. The committee approved agrant application for the COPS Hiring
Program that would allow hiring of a Community Liaison Officer. They also received an update on the
community engagement plans for disposition ofthe former Fire Station S2 building and property.

David C|ine, City Administrator, referenced the CA(City Administrator) report and offered to answer any
questions.
Council President Kru||erexpmaseed that public safety was at a high level for the Black Fathers March this
past weekend.
Councilmember Quinn referenced the Black Fathers March and comments he received from residents of
SHAG (Senior Housing Assistance Group) and some local businesses. These community members
noted that "Tukwila has a heart big enough to make space for the Black Fathers March." Mr. Quinn
commended the Urban League and the Fire Department for their collaboration in setting up a vaccine
station during the event. He also thanked Police Chief Eric Dneverfor his engagement etthe event.
Councilmember McLeod received a phone call that expressed appreciation for the work the Tukwila
Police Department did associated with the Black Fathers March. Healso referenced work being done at
Crystal Springs Park and would like information regarding those individuals or agencies providing
stewardship atthe park.
Tracy Gallaway, Acting Parks and Recreation Director, said she would compile a list of stewards as it
relates toTukwila Parks and get that information tuthe full Council.

Council President Kru|karsaid she has heard from residents inthe Foster Point neighborhood regarding
the river trail (going souUl). There ieconcern that people are living near the trail under the bridge and
there ieagreat deal ofdebris. She asked that the City look into this issue.
MISCELLANEOUS
Council President KruUerreferenced the State eviction moratorium that /aslated toexpire on June 30,
2021. There is concern regarding this important issue as there is a lack of clarity as to whether the
Governor intends to extend the moratorium.
Kari Sand, City Attorney, provided an overview of new protections implemented by the Washington State
Legislature for tenants experiencing late rent due to COVI D-1 9 and what other cities have done or are
considering doing. The City of Tukwila currently has Resolution No. 1983 in place that was adopted on
KAgrnh 28. 2020 that enacts g temporary moratorium on certain residential evictions during the period of
civil emergency related to the Novel Coronavirus (C{}V|D-18). This resolution will remain in place until the
termination of civil emergency declared in the Mayor's March 9, 2020 Proclamation of civil emergency.
Council President Kru|lerrequested that the City Council support sending aletter toGovernor |nelee
requesting that the eviction moratorium be extended.
The Counci|membensdiscussed this issue expressing concern for those who would beimpacted ifthe
eviction moratorium ianot extended. There was also concern expressed for those landlords who may be
suffering financially due Locontinuation ofthe moratorium.
