This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via aremote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. Council President Kruller shared the recent passing of former Councilmember Joan Hernandez and asked for amoment ofsilence. Mayor Ekberg and the Counci|members shared their memories of Ms. Hernandez and recognized her for 24years ofservice tothe City eaa Counci|memberand dedication tothe community. PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbally otthe virtual meeting. Greg Sherlock referenced ongoing noise issues from the SabeyData Center that is audible from his home and expressed his disagreement with the findings of a recent letter he received from Kari Sand, City Attorney. He asked the City toclarify why the Police report is insufficient evidence to issue notice of violation per TMC 8.22.150. SPECIAL ISSUES a. Weekly COV|D-1SReport. [)avid Cline, City Administnahor, provided on update on the City's coronavirus response as follows: Beginning July G. the City will be phasing to in-person operations at City facilities; Information is available about utility assistance provided to households; By zip code, Tukwila has 71.8% vaccinations (98168) and 7496(08188);He encouraged the public to go online for updated data and for everyone to stay safe. Based on a question from Councilmember Hougardy, Mr. Cline shared City services will likely be available in-person afew days aweek tostart with the exception ofthe Permit Center, which will have expanded in-person hours. Rachel Bianchi, Deputy City Administrator, confirmed the City works closely with the Tukwila School District and community partners toensure youth have access toavailable mao| programs. Based on aquention from Council President KruUer, Norm GoNen, Deputy Fire Chiof, indicated the Church bythe Side of the Road COVID-1 9 test center will be back to normal schedules following closures over the weekend due toextreme heat conditions. b. A contract with Security Lines USfor park security cameras inthe amount of$125.0OO.00. Kris Kelly, Parka and Recreation W1anog*r, explained this contract would install security cameras at Codiga Park, Crystal Springs, Tukwila Pond, and the Tukwila Community Center. Based onapilot program at Cascade View Community Park, cameras support increased park safety and are responsive to resident requests for increased security. The Community Center's exterior cameras are being replaced due toissues with functionality. The Councilmembers asked clarifying questions and offered comments regarding the benefits of park cameras that provide enhanced safety for the public and staff at the Tukwila Community Center. Councilmember Idan and Councilmember Delostrinos Johnson expressed concern on using funds towards these cameras that could be prioritized for other high -impact programs instead. Council President Kruller expressed concern regarding the issue of surveillance and the use of the cameras. A grant agreement with the Puget Sound Regional Council for the Transportation Program Grant, inthe amount of$1.500'0UO.DV. Brittany Robinson, Public VVmrka Grant Analyst, indicated the City was awarded $1,500.000.00 in federal funds from the Surface Transportation Program through the Puget Sound Regional Council for the 42nd Avenue South Bridge Replacement Project. Laurel Humphrey, Legislative Analyst, explained this resolution updates the legislative designation of weapons storage for court storage following the Municipal Court's relocation to the Justice Center. Mayor Mayor Ekberg thanked the Army National Guard for their support at the Tukwila Pantry over the past several months. b. City Council Councilmernber Seal shared the Transportation and Infrastructure Committee will be discussing traffic revisions on53m Avenue South mtits next meeting. Councilmember Hougardy participated in the Jam Board facilitated by Nate Robinson, Teen Recreation Program Specialist, fortheTeenandSeniwrCenhecSheottendedmSoundside/U|iancanleebng and the virtual Association of Washington Cities Annual Conference that covered various issues spanning transportation, economic development, climate change, police reform, broadband, diversity, and more. She announced she was reelected to the Association of Washington Cities Board of Directors. CoumcihnemberQuinn thanked the Mayor and other Coumjkmembers for attending ameeting with residents regarding 53rd Avenue South earlier today. Council President Kruller attended the Association of Washington Cities Annual Conference, an economic forum through Sound Cities Association, and the Jam Board for the Teen and Senior Center. She also attended the discussion with residents on 53rd Avenue South and a Seawolves Rugby game with the Mayor. There was noreport. MISCELLANEOUS Councilmernber Idan referenced a special meeting that was requested and cancelled by the Fire Marshal's Office and asked for clarification. JayVNMmer. Fire Chief, indicated Administration ioworking with the Fine Marshal's Office and following further discussion, the item will be scheduled following the standard process.
