Remote Meeting per Governor Proclamation 20-28 July 12, 2021 — 7:00 P.m.
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at
Tukwila City Hall and participated via aremote electronic system.

Council President Kru|lercalled the remote Tukwila City Council meeting toorder od7:OOpm. and led the

LAND ACKNOWLEDGEMENT
Councilmember Delostrinos Johnson stated "The City of Tukwila is located on the ancestral lands of the
Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay
our respects butheir elders past, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally mtthe virtual meeting.
1. Greg Sherlock expressed the Sabey Data Center continues to be in violation of TMC 8.22.050
due to excessive noise contrary to the findings of a recent letter from Kari Sand, City Attorney. He
referenced the Mayor's message regarding "excellence in equity" in the May/June 2021 issue of
The Hazelnut and asked the City tVprovide equitable delivery ofCity services and transparency
onthe decision-making process.
SPECIAL ISSUES
a. Weekly COV|D-19 Report.
David Cline, City Administrator, provided an update onthe City's coronavirus response as follows: The
City has begun transitioning to in-person with the following dates and times: City Hall is currently open

Mondays and Wednesdays from 9:OOo.m.tm12:OOp.m.; The Permit Center will beopen Monday through
Thursday from 8:30 a.m. — 12:00 p.m.; Human Services will be open Tuesdays and Thursdays from 8:30
a.m. to 12:00 p.m.; City services continue to remain available remotely with full reopening planned by
September 13.2021.
Based on aquestion from Counci|memberHougardy.Mr. Cline responded in-person City services will be
expanded based on public demand. The goal is to continue keeping the public and City employees safe.
Councilmember Delostrinos Johnson requested information on current spending of rental assistance
funds.
b. An update on Parks & Recreation summer programs.
Tracy Gallaway, Acting Parks and Recreation Director, provided anupdate onplanned activities and
programs for Summer 2O21 including Picnics in the Parks for seniors, Nature walks with Green Tukwila, a
Senior hiking group, meal services and resources, and Park n'Play.
Sheri McConnaughey, Senior Recreation Program Coordinator, shared the City is seeking input and
ideas on senior programming following award of a recent grant from King County for veterans and
seniors. Parks & Recreation has been in alignment with and continues to utilize the findings and
recommendations from the 2019 Older Adult Recreation Services Needs Assessment.
c. Council consensus mnincluding the Enterprise Fleet Leasing Program inthe year-end budget
amendment ordinance.
Tony Culerton.Deputy Finance Director, gave anoverview ofthe proposed Enterprise Fleet Leasing
program. The proposal would allow the City to retain the current fleet size but transition approximately
115 vehicles to an equity leasing model with funding accounted in Department 20 instead of individual
departmental budgets. The City would retain all rights of ownership/equity, no time or mileage restrictions,
and nowear and tear penalties for leased vehicles.
Based onaquestion from Counoi|rnemberNun.Mr. CuUadonindicated Police Patrol would bo
considered for the program in the next phase if the leasing program proves successful.
Based on a question from Council President Kruller, Mr. Cullerton clarified the following: There is no
impact to the General Fund as this item is a reallocation of funds that have already been approved.
CONSENSUS EXISTED TO APPROVE THE ENTERPRISE FLEET LEASING PROGRAM AND
INCLUDE THE ACCOUNTING CHANGE IN THE YEAR-END BUDGET AMENDMENT ORDINANCE.
d. Anupdate onthe Enterprise ResomrcohOawmgenmentinp|emnentatmn-
ViokyCadsen.FinanceDiroctor shared anupdate onthe implementation ofthe City's Enterprise
Resource Management solution that included financial software through CentralSquare Solutions and
Human Resources information system through NeoGov. Staff is in the process of implementing Phase 1
ofthe Finance Enterprise software solution that includes anoverhaul ofthe chart ofaccounts.

Hernandez's contributions to the City, region, and community at her funeral and Celebration of Life on

b. City Council
Counoi|memberSeal attended aTukwila Library Advisory Board meeting and shared all King County
Library System libraries are now open with modified services and hours: Tukwila Library will be open
Tuesday — Wednesday from 1:8Op.mo.-8:OUp.m. and Thursday — Saturday from 1O:0Oa.nn.-5:0Op.m.
She reported the Transportation and Infrastructure Services Committee discussed service issues with
Waste Management that will result in garbage, recycling, and yard waste routes being redrawn due to the
growth in the City. The Committee received updates on the Burlington Northern Santa Fe Alternative
Access Study Environmental Impact Statement process, the b3mAvenue South Roadway Widening
project, and approved the following items: A resolution adopting the WRIA9 2021 update to the Salmon
Habitat Plan and a recyclable market surcharge through Waste Management. Councilmember Seal
reported the deadline for submitting applications to the Fire Advisory Task Force has been extended.
Councilmember Hougardy attended a quarterly meeting for the Greater Seattle Partners Board of
Directors and reported Chris Mefford has been appointed to serve as the Interim Chief Executive Officer.
She participated in an Association of Washington Cities focus group that is seeking input on an Equity
Toolkit.
Counoi|rnernber McLeod reported the Growth Management Planning Council has made their
recommendations on the Countywide Planning Policies (CPP) that will be forwarded to the King County
Council for adoption. He relayed there were m number of proposed amendments that have been
forwarded to a committee for further review with possible amendments to the CPP that can occur in the
future.
Counoi|mennber |dan shared the Finance and Governance Committee reviewed options for exempting
impact fees for early learning facilities (ELFs)foUovving the recent adoption of Senate House Bill 1331 and
was supportive of allowing on impact fee exemption for ELFs up to 8O%—an ordinance will be drafted
and forwarded tothe full Council. He commended Laurel Humphrey, Legislative Analyst, for refining the
City Council Onboordingprocess.
Council President KmUler relayed Gmmmm|nslee recently extended the eviction moratorium through
September 3O.She recently attended atwo-day conference on"Leading Equitable Communities" hosted
by REAL (Race, Equity and Leadership) through National League of Cities (NLC) and will be attending
summer leadership meetings through NLC. The Lodging Tax Advisory Committee approved a funding
request from the City for the Rave Green Run and received a presentation on the Southside Promise
from the Seattle Southside Chamber of Commerce. Council President Kruller shared she met with a
resident regarding assisting with procuring fencing due to construction on 53rd Avenue South and
attended aCascade Water Alliance meeting.
There was no report.
Councilmember Seal relayed the Fire Advisory Task Force application deadline has been extended to
July 26. She asked ifthere will benFourth ofJuly After Action report.
Following an inquiry from Councilmember Quinn regarding a development on 56th Avenue South, David
Cline, City Administrator, confirmed the City has visited the site in question several times with Code
Enforcement. Heindicated there will boareport onCode Enforcement activities coming forward tothe
