MINUTES City Hall Council Chambers Council President Phelps led the audience and City Council in the Pledge of Allegiance and called the Tukwila City Council Committee of the Whole Meeting to order. MABEL J. HARRIS, DORIS E. PHELPS (COUNCIL PRESIDENT), JOE H. DUFFIE, WENDY A. MORGAN. Maxine Anderson (City Clerk), Alan Doerschel (Director of Finance), Larry Martin (City Attorney), Don Morrison (Administrative Assistant), Don Pierce (Chief of Police). Council President Phelps reported there will be a meeting on Wednesday, September 5, at 7 p.m. on the Metro Effluent Line. Alan Doerschel, Finance Director, reported the State Auditor has completed the audit of the records of the City and there are two small items to be corrected. Cris Crumbaugh stated the Tukwila Sea -Tac Chamber of Commerce is hosting a Highline Corporation Forum on August 28 at 7:00 p.m. at the Red Lion Inn. The public is invited. Don Pierce, Chief of Police, stated the Police Department has computerized the case management in the Police Department. Sergeant Steve Robinson demonstrated the progress they have made with the overhead projector. MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE MINUTES OF THE TUKWILA CITY COUNCIL /KING COUNTY COUNCIL SPECIAL MEETING HELD AUGUST 13, 1984 BE APPROVED AS PUBLISHED. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE CONTRACT FOR FINANCIAL ADVISOR /UNDERWRITER FOR CITY BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. John Moore, Foster and Marshall, said agreement has been reached on the concept of the contract. MOVED BY HARRIS, SECONDED BY MORGAN, THAT THE CONSULTANT SELECTION FOR 1985 RESIDENTIAL STREET PROJECT BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED. The memorandum from Mayor Van Dusen dated August 24, 1984 regarding Resolution No. 736 and the Tukwila Pond Property and a request to hire a consultant to study development implications of the provisions of the resolution was noted. Councilman Morgan stated it was her understanding that Resolution No. 736 and the Tukwila Pond Property was being reviewed in the Community Affairs Committee. MOVED BY DUFFIE, SECONDED BY HARRIS, THAT MAYOR VAN DUSEN'S MEMORANDUM BE REFERRED TO THE COMMUNITY AFFAIRS COMMITTEE TO BE CONSIDERED IN THEIR DISCUSSIONS OF THE TUKWILA POND PROPERTY. MOVED BY HARRIS, SECONDED BY MORGAN, THAT THE PROPOSED ORDINANCE BE REFERRED TO THE PUBLIC SAFETY COMMITTEE. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE RECOMMENDED PROJECTS OF THE TUKWILA CIVIC ARTS COMMISSION BE REFERRED TO THE PARKS AND RECREATION COMMITTEE. MOTION CARRIED. Councilman Harris reported she will meet with Jim Williams, King County Council of Governments, on Wednesday, August 28, 1984 to discuss a zip code for Tukwila. She invited other Council Members and the staff to join the discussion. MOVED BY DUFFIE, SECONDED BY MORGAN, THAT THE COUNCIL MEET IN EXECUTIVE SESSION TO DISCUSS THE HIGHLINE INCORPORATION LAWSUIT. MOTION CARRIED. MOVED BY MORGAN, SECONDED BY DUFFIE, TO GO OUT OF EXECUTIVE SESSION. MOTION CARRIED.
