Remote Meeting July 19, 2021 - 7:00 P.m.
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via oremote electronic system.
The phone number for public participation that was provided via the agenda distribution process was:

Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance,

PUBLIC COMMENTS
Those wishing toprovide public comment had the opportunity tosign upvia email by5:OOp.m.today ho
read comments verbally atthe virtual meeting. Mayor Ekberg asked those who had signed uphoproceed
with their public comments.
Greg Sherlock commented regarding ongoing noise issues associated with the Sabey Data Center that
can beheard inside his home and are inviolation ofTMC 8.22.O5O.3a3. Hedoes not agree with the
information from the City Attorney that the Police have not been able to identify the source of the noise
nor does the Code support arequirement for asound engineering test. Hecontinues bzseek aresolution
to this long running noise pollution issue.
Ka||e Symonds explained that she is anAllentown Advocate and attended the recent open house event
regarding the 42»uAvenue South Bridge Replacement and next steps for BNSFalternative access.
There are 3.00Otrucks aday running through the Allentown neighborhood, and she expressed concern
regarding the contradictions in the information that has been presented. She suggested the City proceed
with the 4GmAvenue South alternative, which iothe least expensive and beprepared todefend the option
and spend money in litigation when that option is contested by Louise Strander. |nher view, a judge
would rule in favor of the traffic going through a commercial area rather than down residential streets.

David Chivissddressed the ongoing security issues at the senior housing SHAG development onTIB
(Tukwila International Blvd.). The issues include teens inthe stairwells, stolen cars and catalytic
converters, urinating near the library and caf6, people sleeping in the hallways, and stolen computers.
There is effectively no security, and the safety of the residents is compromised. He would like assistance
with helping management understand what "security means" for the residents, to avoid the next step of
telling people not to live in this facility.
Annette Nelson isalso speaking regarding the lack ofsecurity and safety atthe SHAG development. She
relayed that one of the residents who is a disabled veteran and confined to a wheelchair is monitoring the
hallways inanattempt toprovide some degree ofsafety for the residents. There isnovalue inspeaking
tothe managers, asthey donot seem toknow who igresponsible. There ioaneed for 24/7security with
guards who will check the lobby and stairwells. She keeps her door barricaded and expressed fear at
using the elevators due to the lack of safety in the building. They have not heard from the Police
Department regarding these issues.
Constance Mullins moved into the SHAG development 5 years ago and agrees with the concerns
expressed bythe previous speakers. When residents email the CEO, they receive pushback and are
treated aathough they are stupid. She iafearful ofwalking the hallways and going boher car. They are
seeking assistance from SHAG and the City.
K8ade|onHightower isalso aresident atthe SHAG development. Aasafety issues occur otthe facility,
they are told tojust call the Police. There are seniors onoxygen who are frail and become startled when
unfamiliar individuals are running bythem. Their first instinct istuseek safety and donot think about
gathering details and calling the Police in that moment. K8a. Hightower explained that she sleeps with a
box cutter under her pillow, and her children have told her she must move from this unsafe environment.
Additionally, the fire alarms occur at 4:45 a.m. when it is dark outside, and the residents run the risk of
being followed when they return totheir units. Management should provide security to the residents in
this development.
Mayor Ekberg explained that the Police Department will be in touch with the residents at the SHAG
development.

UNFINISHED BUSINESS
m. VVewNy COVID-1 9 report.
David C|ine, City Administrator, provided an update on the Weekly COV|D-19 report. City facilities have
started partially re -opening on-site and will continue to expand the services as needed. The report inthe
packet also has information unbusiness recovery and vaccination rates.
Counoi|mennberQuinn referenced the portion ofthe report that reflects that Parks and Recreation staff
are making meals available hoyoung people in the community.
b. An update on the BNSF Alternative Access Study Environmental Impact Statement Process.
Hari Ponnekand.Public Works Director, provided enoverview ofthe BN8FAlternative Access Study
Environmental Impact Statement (EIS) process, identifying budget sources, outlining the selection

process, and oproject schadu|e. Staff is seeking direction on a funding path to implement a term -limited
Project Manager to handle the EIS process and EIS consultant qualification request. Theoverall staffing
and consultant costs are inthe range of$QOO.00Otu$1.20O.00O. Final direction onthe funding options
should beincluded inthe budget amendment process. The projectwiUetartincurringooabsinthe
beginning of2O22.
In response to aquestion from Council President KruUar, Mr. Ponnekanti said the cost estimates have not
changed inthe past 4-Gweeks.
Mayor Ekberg said there will be a National Night Out Against Crime event in Tukwila this year on
Tuesday, August 3.2O21. Those interested inhaving olocation edthe event should contact the Police
Department.
b. City Council
Councilmember Seal attended the open house event involving the Allentown Advocates and appreciated
all ofthose who attended. She feels m"page has been turned" and the momentum ismoving inthe right
Councilmember Hougardy also attended the open house event involving the Allentown Advocates. She
also reported out on the PCD (Planning and Community Development) Committee conducted priortothis
meeting. The Committee reviewed (1) An application for Lodging Tax Funds for the Rave Green Run; (2)
An update on Code Enforcement and Rental Housing; and (3) A resolution on the Transit -Oriented
Development Housing Strategies Plan. There isogreat deal ofgood information inthe packet materials
for review bythe Council and the public.
Councilmember Quinn also attended the open house event involving the Allentown Advocates and
appreciated the positive engagement. Healso attended the memorial service for former Counci|member
Joan Hernandez. Mr. Quinn appreciated the public comments received this evening from those living in
the SHAG development. Heioglad they came tothe City when they needed help and looks forward to
the Chief ofPolice working with them moving forward. Hesuggested that location may be agood option
for the upcoming Night Out Against Crime event onAugust 3.3O21.
Councilmember Kruller thanked the Allentown Advocates for coming out and their willingness to keep
their neighborhood informed. She inquired ifsomeone was capturing the discussion atthe open house
event to ensure there is follow-up regarding commitments and issues of concern.
Mayor Ekberg relayed that he would look into that situation and get back to the Council.
Council President Kruller attended the NLC (National League of Cities) Leadership Forum, where there
was a focus on retail issues and Transportation and Infrastructure Services. She also attended the
General Assembly regarding the American Rescue Plan Act. Ms. Kru||eralso attended the memorial for
former Counoi|nnemberJoan Hernandez. Additionally, she participated inthe SCA (Sound Cities
Association) Deputy Mayor/Council President nneetinO, where the focus was on housing. K8e. Kru||era(so
visited the Duwamish Long House Center and viewed the artistry through dance event. She also
attended the last match of the Seattle Seawolves, where staff from the Tukwila Food Pantry and National
Guard were honored atthe game due totheir hard work during the pandemic. She reported that the 2O21
USA Rugby 7 Tournament will occur in Tukwila at Starfire Sports August 13-15, 2021. She expressed
support for having aNational Night Out location atthe SHAG development.
Councilmember McLeod expressed appreciation to the Allentown Advocates for their involvement in the
recent open house event.
Councilmember Delostrinos Johnson thanked the residents from the SHAG development for their
attendance atthe CSS (Community Services and Safety) Committee prior tothis Council meeting and for

their testimony sdthe Council meeting. She reported out onthe CSS Committee which included
consideration of (1) Park Lease Agreements; (2) Speed Zone Safety Cameras on South 1441h Street, near
the school; and (3) Fire Marshal's Office Alternatives, which will stay in the Committee asthe issues are

David C|ine, City Administrator, referenced the CA (City Administrator) report and offered toanswer any
questions.
MISCELLANEOUS
Council President Kruller has received multiple questions and comments from Tukwila residents
regarding concerns about Waste Management Services, to include their calls not being answered. She
would like to have representatives from Waste Management come to a Council meeting to provide
information about their services. She would like aphone number that folks can call tobeensured they
get aresponse.
Councilmember Seal relayed that she has provided contact information through social media with a
number tVcall "Randy^from Waste Management. Heiealso inTukwila onFridays toprovide assistance
as needed.
Councj|memberQuinn looks forward hohearing from Nora Gierloff, Community Development Director,
regarding her long-term plans for Code Enforcement.
