This meeting was conducted remotely, with the City Council, Mayor and staff off-site and participating via aremote electronic system. All participants, including the Mayor, Councilmernben\City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. Councilmember Seal stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." David Chivis relayed he will be coordinating with tenants and working with management at the SHAG Apartments in Tukwila to resolve recent security concerns and issues. He thanked the Mayor and the Police Department for their assistance. 2. Greg Sherlock stated the noise emanating from the SabeyData Center has recently increased in volume and is in violation of TMC 8.22.050.3.a.3. He referenced a letter sent by City Administration regarding the possibility of undertaking a sound study to determine if a code violation exists. He asked why the Police statements are insufficient evidence that Sabeyisthe cause of the noise and what asound study would entail. 3. Tim Schriever explained anapplication for a 2-|otshort plat was submitted inJune 2O2Oand has been inreview status for 286days. Such delays inpermit processing are costly and ahardship on developers. He asked the City improve management of permit processing in the City to meet the intent ofWAC 3O5-1HO-845/1O\. Representatives from Waste Management (Laura Moser, Public Sector Manager, and Randy Jones, Route Manager) discussed recent customer experiences and appropriate protocols and processes for hand|in8iseuee. Councilmember Hougardy remarked it would be helpful to have information on the City website when Waste Management updates need to be disseminated to residents. Based on m question from Counci|rnembe/Ouinn. K8c Jones indicated trucks have been increased from 8 to11over the past 5years due todemand. Moser explained amlong asWaste Management receives a call regarding a missed pickup by noon on service day, it can still be picked up later that day. SPECIAL ISSUES a. Weekly COVID-1 9@epmnf. David Cline, City Administrator, provided an update on the City's coronavirus response as follows: The City is transitioning back to in-person services in phases; The Finance and Governance Committee is currently reviewing how to spend the American Rescue Plan Act funds and prioritizing service levels; Human services data iaavailable inthe report; Vaccinations continue bobe afocus; Heencouraged the public to review the most current C(}V|D-19 data on King County Public Health's website. Based onaquestion from Coumj|memberNan.Mr. Cline explained the City ksencouraging ahybrid approach for staff members who can work remotely to balance the needs of the community while ensuring the safety of the public and employees. City services continue to be available in alternative modes such naonline and over the phone. b' A resolution regarding the 2031 VVRbA9(Water Resource Inventory Area 9) Habitat Plan. The proposed resolution ratifies the 2021 update to the Green/Duwamish and Central Puget Sound Watershed WRIA9 which integrates over a decade of new science and monitoring, provides updated habitat goals and refined recovery strategies, updates the capital projects |ist.andout|ineea framework for tracking implementation. The Counci|rnembereasked clarifying questions and provided comments regarding watershed planning effbde, jurisdictional co||mhnnation, success indicators, and basin stewardship. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. u. Early Learning Facilities: Impact fee exemptions. Brandon N1i|em' Business Relations Manager, explained Substitute House Bill (SHB) 1331 authorizes local governments to exempt early learning facilities (ELF) from development impact fees. He provided an overview of the two options discussed by the Finance and Governance Committee: 1> Exempting up to 8O96ofthe required impact fees for anELF; and 2\Exempting the full 1OO96. Based on a question from Councilmember Hougardy, Mr. Miles shared impact fees are a higher barrier Tukwila City Council Committee ofthe Whole Minutes July 2O.2O21 Page 3of4 Based on a question from Councilmember McLeod, Mr. Miles clarified the 80% exemption is taken from SHB 1331. Staff will need to work with legal to determine how much discretion the City has regarding the percentage ofthe exemption. K8oVor Mayor Ekberg thanked the Tukwila Police Department for their recent de-escalation training. b' City Council Counmi|member HouQan]y attended a South County Area Transportation Board (SCATBd) meeting where the Sound Transit realignment was discussed. Boeing Access Road is in Tier and is scheduled to be finished in 2037. She attended a meeting for the High|ine Forum, which Tukwila will be hosting for the next meeting. She offered a reminder regarding the upcoming Night Out Against Crime which will be occurring August 3, 2021. Councilmember Quinn stated the deadline for registering for Night Out Against Crime is July 30, 2021. Cnunci|mernba/ |don reported the Finance and Governance Committee had four agenda itema, including an update on the debt issuance for the Public Works Shops' which was successfully issued with savings to the City. He reported Parks and Recreation has an urgent need to hire staff due to before and after school programming for Tukwila families needing childcare for the upcoming school season. The item will be brought to a Council meeting in the near future. Council President KruUer participated in a King County Public Health briefing through Sound Cities Association and attended a joint workshop on racial equity through the Puget Sound Regional Council, a Sound Cities Association Equity Initiatives Inventory prenenbation, and a King County redistricting meeting through Sound Cities Association. She also attended a meeting through the King County Wastewater Treatment Division regarding the Puget Sound Nutrient General Permit process which is a result of regulations from the Department ofEcology. The Department ofEcology will be accepting comments through mid-August. o' Staff There was no report. MISCELLANEOUS Councilmember McLeod expressed concern regarding a growing number of homeless encampments in the City and referenced arecent social media post regarding aresident who had onincident. Heasked how this issue is being addressed. David C|ine, City Administrator, confirmed staff will present an update to the Council in August. Council President Kru||errefenenned recent local power outages and asked for Council consensus to have staff follow upwith Seattle City Light and Puget Sound Energy.
