Mayor Van Dusen called the Special Meeting of the Tukwila City
Council to order.
L. C. BOHRER, EDGAR D. BAUCH, WENDY A. MORGAN, CHARLES E. SIMPSON.
Maxine Anderson (City Clerk), Brad Collins (Director of Planning),
Rick Beeler (Associate Planner), Ross Ernst (City Engineer),
Larry Martin (City Attorney), Don Morrison (City Administrator),
Don Pierce (Chief of Police), Byron Sneva (Director of Public
Works).
Mayor Van Dusen opened the public hearing at 7:03 p.m. for the
purpose of public comments on the adoption of an ordinance
replacing Chapter 21.04 of the Tukwila Municipal Code pursuant
to the State Environmental Policy Act and Rules.
Cris Crumbaugh, 18010 Southcenter Parkway, stated his comments
would be representing the Segale Corporation and not the Chamber
of Commerce. The Chamber of Commerce has not had an opportunity
to review the proposal.
Mr. Crumbaugh said he understood the rush in passing the
ordinance but the public has not had ample time to review it.
He suggested the Council pass the ordinance and then go back
and review it section by section.
He suggested consideration of changes to the following sections
of the ordinance:
Section 4, Paragraph 1, Page 3, the designation should not be
M/0 (Mandatory /Optional), there should be a choice.

Section 6, Page 4. He stated he did not like the priority list.
We should not transfer lead agency status to a State agency.
Section 9 (2), Page 7. Mr. Crumbaugh said he would like to study
this section more thoroughly.
Section 11, Pages 7 and 8. Mr. Crumbaugh said he would like to
see the parking lots back to 40.
Section 12 (1), Page 8. In response to Mr. Crumbaugh's question,
Brad Collins, Planning Director, said this was from the old code.
Section 13(1), Page 9. Mr. Crumbaugh said the area of discretion
should be determined.
Section 17 (4), Page 13. Mr. Crumbaugh felt this was a wide open
requirement.
Section 19,(c) and (d), Page 15. Mr. Crumbaugh said it seems a
decision was made that these parts would not be in there.
Section 24 (3) (A). The Data Inventory should not be used as a
basis for decision making.
Section 25 (1), Mr. Crumbaugh felt the language in this section
should be changed.
Section 30, Page 21. Mr. Crumbaugh felt more time should be
spent on this section. The WAC provisions allow a City to come
back and make changes. He said the Chamber of Commerce would
like to study this ordinance in some of their committees.
There being no further public comments, Mayor Van Dusen closed the
Public Hearing at 7:20 p.m.

MOVED BY BOHRER, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE
BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Martin read an ordinance of the City of Tukwila,
Washington; repealing Chapter 21.04 of the Tukwila Municipal
Code and Ordinance No. 1211; substituting new rules for the
implementation of SEPA, declaring an emergency and establishing
an effective date by title only.
MOVED BY BOHRER, SECONDED BY SIMPSON, THAT THE PROPOSED ORDINANCE
BE ADOPTED AS READ.
Rick Beeler, Associate Planner, said Section 34 (Repealer), has
been left blank in the ordinance. He suggested the following
wording be adopted as Section 34: "Chapter 21.04 of the Tukwila
Municipal Code and Ordinance No. 1211 of the City of Tukwila
passed by the City Council on April 20, 1981 are hereby
repealed."
MOVED BY BAUCH, SECONDED BY MORGAN, THAT THE WORDS: "CHAPTER
21.04 OF THE TMC AND ORDINANCE NO. 1211 OF THE CITY OF TUKWILA
PASSED BY THE CITY COUNCIL ON APRIL 20, 1981 ARE HEREBY REPEALED,"
BE ADOPTED IN SECTION 34, REPEALER. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT THE LAST SENTENCE IN
SECTION 26(1), PAGE 19, BE DELETED. MOTION CARRIED.
MOTION CARRIED.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE ORDINANCE BE
REFERRED TO THE COMMUNITY AFFAIRS COMMITTEE FOR A SECTION BY
SECTION REVIEW, AND COME BACK FOR COUNCIL REVIEW THE FIRST WEEK
IN JANUARY. MOTION CARRIED.
MOVED BY BAUCH, SECONDED BY SIMPSON, THAT THE SPECIAL MEETING
OF THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
