Remote Meeting August 2, 2021 - 7:00 P.M.
MINUTES
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
Ail participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution process was:

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience in the Pledge of Allegiance.
Christy O'Flaherty, City Clerk, called the roll of the Council. Present at the remote meeting were
Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan

JOHNSON FROM THE MEETING. MOTION CARRIED 6-0.
MOVED BY KRULLER, SECONDED BY IDAN TO ADD AN ITEM REGARDING THE POLICE
DEPARTMENT CO -RESPONDER CONTRACT AS THE 2ND ITEM UNDER NEW BUSINESS.
MOTION CARRIED 6-0.

LAND ACKNOWLEDGEMENT — Councilmember Hougardy stated "The City of Tukwila is located on the
ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters
and culture. We pay our respects to their elders past, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally at the virtual meeting. Mayor Ekberg asked those who had signed up to proceed
with their public comments.
Greg Sherlock explained he has been coming to Council meetings this past month regarding noise from
the Sabey Data Center that can be heard inside his home. He has met with Nora Gierloff, Community
Development Director, where it was determined a scope of work to address the data center noise would
be coordinated with an Acoustic Engineer. He hopes to see this resolved, as it has been very impactful to
his family.

PROCLAMATIONS/APPOINTMENTS
a. A proclamation in support of August 3, 2021 as National Night Out Against Crime in the City of
Tukwila.
Council President Kruller read a proclamation supporting National Night Out Against Crime in the City of
Tukwila on August 3, 2021.
b. Confirm the appointment of Thanipa Suwanchote to the Student Representative position on the
Arts Commission, with a term expiring June 30, 2023.
MOVED BY SEAL, SECONDED BY QUINN TO CONFIRM THE APPOINTMENT OF THANIPA
SUWANCHOTE TO THE STUDENT REPRESENTATIVE POSITION ON THE ARTS COMMISSION,
WITH A TERM EXPIRING JUNE 30, 2023. MOTION CARRIED 6-0.
PRESENTATIONS
Fourth of July After Action Report. - Police Chief Eric Drever and Fire Chief Jay Wittwer.
Chief Drever and Chief Wittwer provided the July 41h After Action Report with information on staffing
levels, calls for service, the provision of a fireworks density map, and methods to check on call types
related to fireworks.
The Councilmembers exchanged comments and asked questions regarding the presentation to include a
desire for metrics on the number of citations issued and the number of "engagements" or discussions
Police Officers had with members of the public regarding the discharge of fireworks. Additionally,
concern was expressed about whether the fireworks ban is working and if more can be done in the future.
There was specific interest in capturing data for activity and calls coming in before and after the 41h of
July.
Chief Drever and Chief Wittwer emphasized that citations can only be given if there is probable cause
with officers witnessing the offense. These regulations are based on Washington State Law. They noted
that queries can be made in the system for any time period associated with fireworks. Based on available
resources, both the Police and Fire Departments would like to do more education and outreach to the
community regarding issues associated with fireworks.
CONSENT AGENDA
a. Approval of Minutes: 7/19/21 (Regular Mtg.)
b. Approval of Vouchers #386607-386695; #210600, 210701-210705 in the amount of $3,103,542.88
c. Approve an application for lodging tax funds from the City of Tukwila for the Rave Green Run in the
amount of $10,000.00.

d. Authorize the Mayor to sign a grant agreement with the Association of Washington Cities for Summer
Experiences & Enrichment for Kids (SEEK) Fund in the amount of $49,100.00.

MOVED BY SEAL, SECONDED BY MCLEOD THAT THE CONSENT AGENDA BE APPROVED AS
SUBMITTED. MOTION CARRIED 6-0.
UNFINISHED BUSINESS
a. Weekly COVID-19 report.
David Cline, City Administrator, provided an update on the Weekly COVID-19 report, noting that City Hall,
the Department of Community Development, and Human Services are open to the public on a part-time
basis. During the week of July 19, 2021, there were 13 people who visited the Permit Center and 1
person who came to City Hall. The Permit Center has developed an appointment system that has been
very well received by the public. The City will continue to make customer service a priority. COVID

testing numbers and vaccines have gone up a bit in the area. It is anticipated the COVID testing site will
remain open through the end of this year.
Council President Kruller thanked all those who volunteered at the COVID testing site and was gratified to
learn that 37 individuals were recently vaccinated.
b. A resolution ratifying the 2021 update to the Green/Duwamish and Central Puget Sound
Watershed, Water Resource Inventory Area (WRIA-9) Salmon Habitat Plan, "Making our Watershed
Fit for a King."
MOVED BY SEAL, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE READ BY
TITLE ONLY. MOTION CARRIED 6-0.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
RATIFYING THE 2021 UPDATE TO THE GREEN/DUWAMISH AND CENTRAL PUGET SOUND
WATERSHED, WATER RESOURCE INVENTORY AREA (WRIA-9) SALMON HABITAT PLAN,
"MAKING OUR WATERSHED FIT FOR A KING.".
MOVED BY SEAL, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE
ADOPTED AS READ. MOTION CARRIED 6-0, TO ADOPT RESOLUTION NO. 2027.
NEW BUSINESS
a. Restoration of the Before and After School Program at the Tukwila Community Center and
inclusion of the funding in a future budget amendment in the amount of $80,000.00.
Tracy Gallaway, Acting Parks and Recreation Director, explained staff would like to restore the before
and after school programming during the 2021-2022 school year through use of the American Rescue
Plan Act (ARPA) funds in the amount of $80,000.00. There is a need for these services in the
community, with an intent to bring back 40-50 slots. Hiring for these extra labor positions would need to
begin immediately. This item was discussed as a walk-on item at the July 26, 2021 Finance and
Governance Committee meeting.
MOVED BY SEAL, SECONDED BY KRULLER TO RESTORE THE BEFORE AND AFTER SCHOOL
PROGRAM AT THE TUKWILA COMMUNITY CENTER AND INCLUSION OF THE FUNDING IN A
FUTURE BUDGET AMENDMENT IN THE AMOUNT OF $80,000.00. MOTION CARRIED 6-0.
Councilmember Idan suggested consideration be given to an increase in the funding in 2022.
b. Police Department Co -Responder Contract (from Agenda Amendment on Page 1).
MOVED BY KRULLER, SECONDED BY IDAN TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT
WITH SOUND HEALTH FOR THE POLICE DEPARTMENT CO -RESPONDER PROGRAM IN THE
AMOUNT OF $85,000.00.*
The Police Department Co -Responder contract, in partnership with Sound Health, was discussed by the
CSS (Community Services and Safety) Committee on March 1, 2021 and additionally this evening and
was approved to come before the Council for adoption. Councilmember Quinn, Acting Chair of the CSS
Committee, explained this item was brought forward as a walk-on item due to the need for expediency.
*MOTION CARRIED 6-0.
REPORTS
a. Mayor
Mayor Ekberg reported that the vaccination clinic recently had 37 individuals receive vaccines

b. City Council
Councilmember Hougardy attended the recent Multi -Chamber of Commerce event that involved the
Seattle Southside and Renton agencies. She reported on the PCD (Planning and Community
Development) Committee, noting that the Tukwila South Residential Design Standards were a topic on
the agenda. There are 2 issues that will require decision making as it relates to the size of a park and the
maximum block perimeter. This item will come before the full Council to include a public hearing that will
involve input from City staff and the applicant.
Councilmember Quinn reported out on the CSS Committee, where topics included the 2021 2nd Quarter
Report, the Police Department Engagement Plan, and alternatives for the Fire Marshal's Office.
Council President Kruller was nominated to be on the Puget Sound Partnership Ecosystem Coordination
Board. She also reported that the LTAC (Lodging Tax Advisory Board) has cancelled their August
Meeting. Ms. Kruller also participated in the CSS meeting today. She thanked Councilmember McLeod
for filling in for her while she was on vacation.
Councilmember McLeod attended the SHAG (Senior Housing) Open House and Ribbon Cutting event,
He attended because he wanted to speak with management and the residents due to the ongoing issues
associated with security at the complex. He had positive interactions and looks forward to the Night Out
Against Crime Event that will be at the SHAG complex on August 3, 2021.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) Report and offered to answer any
questions. The Monthly Construction and Budget Report, and 2021 2nd Quarter Work Plan update report
were also included in the Council agenda packet.
EXECUTIVE SESSION — Collective Bargaining — Pursuant to RCW 42.30.140(4)(b). (60 minutes)
Mayor Ekberg announced the Council will now go into an Executive Session to discuss:
Collective Bargaining — Pursuant to RCW 42.30.140(4)(b).
The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn or for any other reason.
7:55 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a
separate remote meeting.
