HomeMy WebLinkAboutCivilService 2021-07-15 Minutes*,***i*ty of"Tukiwita Allan Ekberg, Mayor Mayor's• David Cline, City Administrator July 15, 2021, Minutes The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Tosh Sharp, chair and Tom Morris, vice -chair. Others in attendance were Police Chief Eric Drever, Deputy Police Chief Eric Lund, Assistant Fire Chief Norm Golden, HR Director Juan Padilla and HR Representative Travis McKinnon. Please note, this meeting was recorded in Microsoft Teams. CALL TO ORDER Commissioner Tosh Sharp and Commissioner Tom Morris called the meeting to order at 5:00 pm. FIRE DEPARTMENT BUSINESS Staffing Update 5:02 pm: Assistant Fire Chief Norm Golden provides a staffing update for the Department and an update on L&I leave with an injury report. Clarification is given regarding the staffing report, the data that shows the breakdown in shifts' staffing levels, the number of firefighters needed on various calls and daily minimum staffing levels. 5:12 pm: Police Chief Eric Drever begins discussion on the Police Department by providing a staffing update on new hires and frozen positions. Also, an update on department members out on various types of leave is provided. Chief Drever shares the success of the new Victim Advocate hire and how this is the first time in ten years one has been deployed into the field. Further discussion occurs on frozen positions, challenges associated with law enforcement recruitment, and current officers' retention due to upcoming law enforcement reform. 5:25 pm: Commissioner Morris begins discussion with Chief Drever on competitors in law enforcement, differences in other agency staffing models and differences in pay. Juan Padilla clarifies that exit interviews are completed with each exiting city employee, including the exiting Police Department staff. He also mentions recruitment strategies that have worked in the past and hopes to continue going forward. 5:34 pm: Chief Drever discusses stats regarding Tukwila and crime rates based on a question from Commissioner Morris and the daytime population of Tukwila vs. the nighttime population — the increase during the day may skew the stats based on incoming people during the day. 5:41 pm: Both Chiefs discuss use of each department boats.
