This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via aremote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. Per the Council rules, heasked ifthere isconsensus for him toserve as Presiding Officer edthis meeting. Consensus existed for Councilmember Quinn to preside over this meeting. Acting Council President Quinn called the remote Tukwila City Council meeting to order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. David Chiviegave abrief update onthe SHAG apartments asfollows: Residents have been having difficulty connecting with security which will be addressed with management; There were several residents who were hesitant to evacuate their building during a recent fire drill. JoyVWUm^sr, Fire Chief, stated onAugust 17' 2021. the Fine Department responded tou3-n|anncall to the Maple Crest Apartments onG5 t»Avenue South and 151$tAvenue. There were 3fatalities and 4 people were seen on-acene.Due tounstable soil conditions, the fire was extinguished after 3days of efforts and investigation has been ongoing. K8indiMattson, Emergency Manager, explained her role ieto provide situational awareness and information gathering/sharing with partner agencies such as King County. the Red Cross, Gibna|terond other providers. Additionally, Stacy Hanoun, Human Services Program Coordinator, relayed their office focuses on stabilizing the residents to meet their needs. The Councilmembers thanked first responders, staff, community members and neighbors, and Katrina Dohn for stepping up and coming together to meet the need of those affected by the fire. SPECIAL ISSUES a' Weekly COVI0-11 9 Report. David Cline, City Administrator, providedgnupdate onthe City's coronavirus response as follows: in- person customer volume to City Hall continues to remain minimal; additional information about human services, business recovery, and unemployment has been included; anadditional $3DOper week in unemployment compensation will be ending on September 4th; testing locations in the region are experiencing asignificant surge inthe number ofpeople requesting tests. b- A resolution adopting the Trans it -Oriented Development Housing Strategies Plan. Meredith Sampson, Associate Planner, explained the City received agrant for $1OO.00Ofrom the Department of Commerce through House Bill 1923 to increase residential building capacity through creation ofohousing action plan. |tiacomprised oftwo parts: asub-regional framework designed collaboratively with surrounding jurisdictions and a plan specific to the City that will focus on higher density deve|oprnent, increases anti -displacement and community obabi|izaUon, and improves station area planning and infrastructure. The Councilmembers asking clarifying questions and provided comments on the draft recommendations bvthe Planning Commission. Consensus existed hnhave staff return with the following recommended actions: A2 (reducing parking ratios); A5 (reducing step back requirements); B2 (opportunities to increase home ownership); B3°(community and faith -based institutions' efforts todevelop affordable housing); 04 (expand tenant supports); B5* (monitor and track regulated affordable housing); B6* (monitor and track unregulated affordable houaing); B7(tools and strategies for housing preservation); B8 (preservation funding program). *Consensus existed hokeep this recommendation /nthe plan. YNa. Gier|offclarified staff ia recommending C1 (Development Framework for Parcels South of8R-518) be removed from the plan as it will be addressed as a subarea of the Comprehensive Plan. Kimberly Walden, Municipal Court Judge, indicated staff iaseeking reclassification ofovacant.75Jail Alternative Specialist position to a full time Court Support Services Case Manager (Probation Officer). The proposed position will provide backup to the Court Support Services Division Manager and oversee the jail alternative program, facilitate Domestic Violence yWRT(PWore| ReconadonThenapy) sessions and the Court Connections Center. Acontract for the Tukwila Community Center Exterior Painting Project. Henry Amcjna.Facilities Superintendent, stated the Tukwila Community Center's exterior requires painting due borecent siding replacement caused bvwater intrusion. The proposed contract iawith the Long Painting Company in the amount of $118,333.28 and is budgeted in the 2021 Capital Improvement Plan through the 3O3Fund. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE SPECIAL MEETING CONSENT AGENDA DIRECTLY FOLLOWING THIS MEETING. Mayor Ekberg reported the Tukwila Children's Foundation partnered with the Rotary Club of SeaTac/Tukwila to collect boxes of noodles for the "Oodles of Noodles" challenge. He was invited to speak otAmerican Cancer Society's Relay for Life event aeacancer survivor along with the Mayor of Kent. He attended a reunion for Foster High School and sold 25 "Community at the Crossroads" Tukwila history books. He invited members of the public to purchase the history books from City Hall. b. City Council Councilmember Seal shared the Transportation and Infrastructure Services Committee reviewed several items including agrant application for the Municipal Broadband Project, the Riverton Creek Flaooete Removal Project, ondtheTuhwi|eCommunityCenberExtehorPoinUngControctbidavvondthat was forwarded to tonight's meeting. She reported ten priority projects for the Neighbnrhood Traffic Calming Program were selected as follows: Allentown Neighborhood; Tukwila Elementary; Impact Charter School; Cascade View Elementary School; Tukwila Community Center pedestrian crossing; Macadam Road; Southcenter Boulevard/65th Avenue South; Citywide residential speed limits; South Ryan Way; and South 144m/46y»Avenue. Councilmember Idan reported the Finance and Governance Committee received a report on the 2021 2nd Quarter financial results and shared retail sales tax revenue has increased. The Committee also continued discussion onthe restoration ofservice levels. There was no report.
