Remote Meeting August 16, 2021 — 7:00 P.m.
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All participants, including the K8oyor, Counci|mumbem. City staff, and legal counsel were not skTukwila

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally atthe virtual meeting. Mayor Ekberg asked those who had signed uptnproceed
with their public comments.
David Chivis provided an update on recent security issues at the SHAG housing complex in Tukwila.
There are now security guards onsite, and he appreciates the great response from the Police
Department.

b. Approval of Vouchers #386697-386703; #386707-386781 in the amount of $981,930.63
c. Award a bid and authorize the Mayor to sign a contract with Titan Earthwork for the 2021 Annual Small
Drainage Program in the amount of $728,225.00 (plus contingency).

UNFINISHED BUSINESS
a. Weekly COVID-19 Report.
David Cline, City Administrator, provided a summary of the COVID-19 Report, noting that the COVID
testing site has seen an increase, and there will be a vaccine popup clinic at the Tukwila Village Farmer's
Market on August 25. Additionally, the King County Library System will offer COVID-19 vaccines at the
Tukwila Library on August 30 and September 20.
b. Authorize the Mayor to sign a lease agreement with Enterprise FM Trust for the Fleet
Management Program.
MOVED BY SEAL, SECONDED BY MCLEOD TO AUTHORIZE THE MAYOR TO SIGN A LEASE
AGREEMENT WITH ENTERPRISE FM TRUST FOR THE FLEET MANAGEMENT PROGRAM.
MOTION CARRIED 7-0.
c. Impact Fee Exemptions for Early Learning Facilities:
(1) Fire Impact Fees Exemption
An ordinance amending Ordinance No. 2571 §6, as codified at Tukwila Municipal Code (TMC) Section
16.26.030, and Ordinance No. 2571 §15, as codified at TMC Section 16.26.120, to add an exemption to
fire impact fees for early learning facilities.

16.26.120, TO ADD AN EXEMPTION TO FIRE IMPACT FEES FOR EARLY LEARNING
FACILITIES; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.

AS READ. MOTION CARRIED 7-0, TO ADOPT ORDINANCE NO. 2655.
(2) Parks Impact Fees Exemption
An ordinance amending Ordinance No. 2572 §6, as codified at Tukwila Municipal Code (TMC) Section
16.28.030, and Ordinance No. 2572 §15, as codified at TMC Section 16,28.120, to add an exemption to
parks impact fees for early learning facilities.

(3) Transportation Impact Fees Exemption
An ordinance amending Ordinance Nos. 2521 §1, 2305 §1, and 2111 §1 (part), as codified at Tukwila
Municipal Code (TMC) Section 9.48.020, and Ordinance Nos. 2622 §4 and 2521 §2, as codified at TMC
Section 9.48.125, to add an exemption to transportation impact fees for early learning facilities.

ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7-0.

(4) Approve the requirement for bi-annual reports to the City Council regarding the Impact Fee
Exemption Program for Early Learning Facilities to be provided on or before December 1 and June
1 each year.
MOVED BY QUINN, SECONDED BY KRULLER TO APPROVE THE REQUIREMENT FOR BI -ANNUAL
REPORTS TO THE CITY COUNCIL REGARDING THE IMPACT FEE EXEMPTION PROGRAM FOR
EARLY LEARNING FACILITIES TO BE PROVIDED ON OR BEFORE DECEMBER 1 AND JUNE 1
EACH YEAR. MOTION CARRIED 7-0.
REPORTS
a. Mayor
Mayor Ekberg encouraged donations to the Oodles of Noodles event at SAARS Grocery in Tukwila on
Saturday, August 21, 2021 from 9:00 a.m.-Noon. This fundraiser is being sponsored by Stillwater, the
Tukwila Children's Foundation and the SeaTac-Tukwila Rotary Club to support youth in the community.
b. City Council
Councilmember Seal attended the recent "See you in the Park" event at Hazelnut Park. She commended
all those who were involved in the event and was pleased to get great feedback on future uses of the park
and the old Fire Station.

Councilmember Hougardy also attended the "See you in the Park" event at Hazelnut Park and felt there
was great input from the community.
Councilmember Quinn attended the "See you in the Park" event at Hazelnut Park and the summer festival
etthe Vietnamese Martyrs Church. The festival was very well attended and agreat event.
Council President Kruller attended the orientation for the Puget Sound Partnership Ecosystem
Coordination Board toinclude their quarterly meeting. She also participated inthe Regional Task Force
focusing on youth violence with a focus on issues that influence the school -to -prison pipeline. She also
attended the "See you in the Park" event at Hazelnut Park and appreciated the community camaraderie
that assisted a resident who was having car problems. She was pleased to see the Historical Society
building near Hazelnut Park open for the event. Ms. Kru||oralso attended the NLC(National League nf
Cities) "Rally to the Finish Lino" event relating to infrastructure. There was excitement regarding
possibilities at the federal level, and discussions will continue regarding the best ways to help cities utilize
the available funding opportunities. She also attended the PR8C(Puget Sound Regional Council) project
selection task force, where scoring will include a focus on equity and zero deaths for pedestrians and
cyclists. She also attended the recent Duwamish Basin Steward event as well as the summer festival at
the Vietnamese Martyrs Church. This was ogreat event that focuses onmany cultures, with ongoing
value -add to the entire community.
Councilmember McLeod attended the "See you in the Park" event at Hazelnut Park and extended
congratulations to the Vietnamese Martyrs Church for another successful festival.
Councilmember Delostrinos Johnson extended praise and appreciation to Darren Hawkins and the Parks
and Recreation staff for the summer program for kids at the Tukwila Community Center. This was not
available last year and is invaluable tothe community.
C. Staff
David C|ine, City Adminiatnator, referenced the CA (City Administrator) Report and offered to answer any
questions. Mr. Cline relayed that Police Chief Eric Qneverwou|d like to give an update on the Community
Engagement Plan.
Chief Drever explained that as part of the Police Department Community Engagement Plan, feedback
from residents is critical. The CC>PCAB (Community Oriented Policing Citizens Advisory Board) survey
has gone live, and Tukwila Officers now have business cards that will assist residents with getting
immediate access tothe survey. The web address will beonthe cards aswell aoa{]Rcode that
provides quick access tothe website and the survey. The survey includes 7different languages and
allows residents toanswer questions that relate to their neighborhood. This will assist the Police
Department indeveloping o6-yearStrategic Plan.
Council President Kruller attended the recent Seattle Seawolves, Rugby event at Starfire Sports in
Tukwila. This was anincredible event that was very well attended and included jerseys with Tuhwi|m's
City Seal logo. This event was pulled together very quickly with great presentation and marketing for
which she credited Brandon Miles, Tukmi|m'sBusiness Relations Manager. There iaconsideration for this
event coming bo8badineSports 4-5more times, and she would like tosee the City support this over the
long term asitbrings revenue tuthe Tukwila community.
