Call to Order, Roll Call & Introduction of Guests: Chair Trisha Gilmore called the meeting to order at 6:05pm. Attendance: Commission Members Present: Sheila Coppola, Pinky Estell, Shawn Belyea, Helen Enguerra, Cynthia Chesak, and Dylan Mahler Commission Members Absent: Jaleh Sadravi, Trisha Gilmore Staff: Tracy Gallaway, Arts Commission staff liaison and Parks & Recreation Manager Guests: • Thanipa Suwanchote (potential student rep for 2021-2023 school year) • Elizabeth Gahan, Elizabeth Gahan Studios (artist & art consultant) • Jolene Haas, Duwamish Tribe and Director of the Duwamish Longhouse & Cultural Center • Sharon Leishman, Duwamish Alive! Coalition • Brandon Miles, Business Relations Manager - City of Tukwila Economic Development • Olena Perry, Rec Specialist (Green Tukwila) - City of Tukwila Parks & Recreation 2. Approval of Agenda: Cynthia Chesak to accept the agenda as presented. Sheila Coppola seconded the motion. The motion passed unanimously. 3. Approval of Minutes: Pinky Estell moved to accept the minutes for 3.24.21. Shawn Belyea seconded the motion. The motion passed unanimously. 4. New Business: a. Public Art at Baker Boulevard (phase 2) Presentation - Elizabeth Gahan, Artist and Tracy Gallaway will be presenting the Lodging Tax Advisory Committee (LTAC) with options for future artwork in the Baker Blvd area. The presentation will be at the May 14th LTAC meeting. See attached PPT slideshow. b. Tukwila Legacy Tour - Sharon Leishman, Duwamish Alive! Coalition and Jolene Haas, Director of the Duwamish Longhouse & Cultural Center shared information about an art/history/culture project they are interested in doing and would like city support on. They invited the Arts Commission to tour the proposed Tukwila Legacy Trail and the Arts Commissioners accepted. Tracy will coordinate with Jolene & Sharon for a future tour date. *See the attached info sheet with map and The Story of the North Wind Weir. Other — Update Park/Art Projects, Olena Perry, Tukwila P&R/Green Tukwila! - Arts in the Parks, is a public mural program, that will improve the visual vibrancy, connection, and interest to Tukwila's beautiful parks system. The project includes seven wall -mounted murals, two large murals on a cement wall, one ground mural, and ten art mesh banners. Art will be installed in five Tukwila parks, and banners will rotate from park to park over time. All Art will be produced and installed over the summer of 2021. Urban Artworks is a 501c3 nonprofit that will be contracted to run this program, they will be managed by Tukwila Parks Staff. This project is currently in the development phase. Park staff is also planning to install thermoplastic ground murals — whimsical art elements and hopscotch at several parks. The project is scheduled for installation in mid -May. Tracy will share an update at the May meeting. 6. Commission/Staff Rep Report Outs: o Tracy Gallaway, Staff Liaison: ■ Youth Art Proposal for Virtual Classes in partnership with Arts Corps • 5 students — Digital art with Jabari (Wed 3pm) • 3 students — Digital Art with Maria (Wed 4pm) • 5 students — Visual Art with Jieyi (Sat 1pm) ■ Housing Action Plan Virtual Meeting — Virtual Open House for the Housing Action Plan on Wednesday, May 12 from 4:30 — 6pm. The link to register can be found here: https://washington.zoom.us/meeting/register/tJOuduiprD8gGdyc3tDYApKQ-oe4WrXj5Kj5 and it can also be found at the project website, www.tukwilawa.gov/housingaction. ■ Tukwila Pond Park Master Plan — Tracy noted that the project is progressing, and thanked Pinky Estell, Dylan Mahler and Thanipa Suwanchote for their participation in the stakeholder process. Updated project information is available on the city website at https://www.tukwilawa.gov/departments/parks-and-recreation/projects- plans-and-documents/ ■ Tukwila Justice Center — TJC staff inquired as to whether the commission be interested in a tour of the facility and the Arts Commissioners would like to schedule a tour. Tracy will coordinate with the TJC staff for potential dates/times. ■ Juneteenth Celebration — Digital platform roadshow is being planned for the 3' week of June. See attached Memo dated April 9, 2021. ■ Utility Box Art Pilot Project — Call to Artist open until April 30th. Currently we have had direct inquiries from more than 20 people and applications from 14 people. o Dylan Mahler: ■ Art at FHS — May 11th the FHS art committee is meeting for the final design proposal meeting. 2 ■ Student Rep Position — Application; Dylan mentioned that he is planning to attend UC Santa Cruz for college this fall. The other TAC members extended their congratulations to him. o Aviation HS students — to expand network to get artist opportunities out to students. They do not have a lot of classes in the arts. How could they work with the Arts Commission? Dylan suggests setting up a meeting with Tracy, Dylan & Honey, and reps from Aviation HS. o Pinky Estell: City of Tukwila & Waste Management Art Contest — Pinky Estell volunteered to assist on the review panel. K-12 Earth Day Artwork. 7. Agenda for Future Meetings: Rainier Symphony, Utility Box Art, Juneteenth Commemoration (Digital platform roadshow) 8.
