After adjourning the Regular Meeting, Council President
Phelps called the Committee of the Whole to order. Council
Member Harris had asked to be excused for the remainder of
the meeting.

Council agreed to approve everything on page 23 except Extra

Councilman Bohrer noted that he will watch Item 41.02,
Professional Services, Miscellaneous, to see how it is being
used.
Council President Phelps said there is a need to look at the
Health Services Contract one more time before the budget is
finalized.
Sister City Committee Council approved the Sister City Committee Budget as pro

Complaint on Dogs

10:45 P.M.
Council Member Morgan suggested Council go back and look at
an adaptationof the Civil Service function. There are other
alternatives.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT APPROVAL OF THIS
BUDGET REQUEST BE DEFERRED FOR FURTHER RESEARCH. MOTION
CARRIED.
Council approved the Arts Commission Budget as submitted.
Council President Phelps said she would like to see the Arts
Commission involved in the performing arts or possibly an
annual Christmas Concert for the Community.
Council requested that line item 64 be changed to 64.01, Art
Objects.
No comments on the proposed Park Commission Budget.
Council discussed the possibility of the City providing tra-
vel or mileage allowance for Council.
Attorney Martin recommended that Council put together a
rationale for expenses that are incurred so that it is not
just a salary increase.
Council had no further comment on their budget.
Councilman Duffie reported on a complaint he had received on
dogs running loose in the area north South 144th on 56th
Avenue South. He would like to have Animal Control called
and have the area patrolled closer.

COUNCIL COMMITTEE OF THE WHOLE ADJOURN. MOTION CARRIED.
