Van Dusen called the Special Meeting of the Tukwila City Council to order. MABEL J. HARRIS, JOE H. DUFFIE, EDGAR D. BAUCH, CHARLES E. SIMPSON. Maxine Anderson (City Clerk), Hubert Crawley (Fire Chief), Alan Doerschel (Finance Director), Larry Martin (City Attorney), Don Pierce (Chief of Police). MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Larry Martin read an ordinance of the City of Tukwila, Washington levying the general taxes for the City of Tukwila in King County for the fiscal year commencing January 1, 1985, on all property, both real and personal, in said City which is subject to taxation for the purpose of paying sufficient revenue to carry on the several departments of said City for the ensuing year as required by law by title only. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOVED BY BAUCH, SECONDED BY SIMPSON, TO AMEND THE MOTION AND REDUCE THE REGULAR TAX LEVY BY $113,000. Councilman Bauch stated that since the State put a 106% limit the City has automatically levied that percentage. In the past year we could justify raising the taxes, but there is no justification in raising the taxes when we do not have the need to do so. It is a quick way to avoid cost to the residents. Alan Doerschel, Finance Director, stated he was not in favor of raising taxes but he felt the taxes should be left as they are. There are streets that need to be improved. Councilman Bauch said taxes are being raised 6 they are not being left as they are. Councilman Harris stated the taxes cannot be raised higher than 6 As the amount of the assessed valuation is raised it increases the revenue to the City; it is not raising each person's taxes. The levy is lower than it was last year. Alan Doerschel, Finance Director, said the levy is going up from 2.36 to 2.47. It is due to inventory evaluation. Once you cut into the revenue base you cannot recover it. If other revenue sources fail we have to rely on this levy. If State income tax goes through it could greatly affect our source of revenue. There are many unexpected expenses and it is too bad to see property base threatened. Tukwila is not over taxed. Councilman Harris stated the 6% lid was a hardship to all of the cities. The cost of everything has increased much more than 6 In order to get this tax base back we would have to prove we needed it. *MOTION FAILED, TIE VOTE, WITH HARRIS AND DUFFIE VOTING YES; BAUCH AND SIMPSON VOTING NO. *MOTION, AS AMENDED, FAILED, TIE VOTE, WITH HARRIS AND DUFFIE VOTING YES; BAUCH AND SIMPSON VOTING NO.
