DATE ATTACHMENTS 09/27/21 Coronavirus Report 111 112 CORONAVIRUS RESPONSE UPDATE September 27, 2021 * Denotes All New Content in the Section ESSENTIAL SERVICES AND CITY OPERATIONS * Essential Services & City Operations In order to have consistency across public -facing activitues at the City Hall campus, beginning October 4, 2021 the permit counter, City Hall and human services in-person office hours will all be Mondays and Wednesdays from 8:30 to noon. All services remain available remotely. Masks are required at all times in City facilities. City staff that are able are encouraged to work remotely until January 3, 2022. Total in-person customer volume for the weeks of September 13, 2021: • Permit Counter: 11 • City Hall: 2 • Human Services: 0 * Human Services Human Services staff assisted nine households (11 individuals). Two Maple Crest households (2 ind) were assisted with first month's rent ($1500 for each household). Total allocated was$10,163.47 ($2,342.47 utility assistance). The least amount of rent owed was $1,095 the highest amount owing was $6,765. Human Services staff has noted that more single adults are seeing assistance. Staff continues to refer residents to the EPRAP program for COVID-related rental assistance, which are being distributed in our community. Staff currently has seven additional households in various stages of the intake process. Nearly all businesses and public spaces including restaurants, stores, offices, theaters, outdoor events, and other places can operate at full capacity with no physical distancing requirements. The Delta variant has been spreading rapidly and cases and hospitalizations are high which has led to new requirements. On August 18th Governor Inslee announced a vaccine requirement for employees working in K-12, most childcare and early learning, and higher education. The vaccination requirement also applies to workers of State agencies. On September 9th President Biden announced that the Federal government will require businesses with over 100 employees to require employees to be vaccinated or get regular testing. Businesses are waiting for implementation guidance from OSHA and/or State L&I. On September 16'" King County announced a new vaccine verification requirement. Starting on October 25th people will be required to show proof of full vaccination in public places such as outdoor events with 500 or more people, indoor recreational activities of any size such as restaurants, bars, performances, theaters, conferences, gyms, and professional sports. The requirement starts for small bars and restaurants (seating capacity of 12 or fewer) on December 6. Outdoor dining, grocery stores, and take-out are exempt. Unvaccinated people can still attend by showing proof of a negative COVID-19 test. People do not have to show identification when showing proof of vaccination. An expanded statewide mask mandate took effect on August 23rd, every person (including customers and employees) is required to wear masks when indoors with someone from outside their household, however, there are exceptions. For example, the requirement does not apply to people who are working indoors by themselves or are vaccinated and only working with other employees. Businesses can adopt more stringent requirements. Under the Governor's Proclamation 20-25.15 businesses are prohibited from allowing customers to enter or remain in an indoor space in a business unless the customer is wearing a face mask. On September 9, the Governor announced that starting on September 13th masks will also be required (for both vaccinated and unvaccinated) for outdoor events with 500 or more attendees. Business Assistance There are some government funding programs still accepting applications including the Economic Injury Disaster Loan (EIDL) program and the Small Business Flex Fund. The programs offer low interest loans to small businesses. Through EIDL some small businesses may be eligible for grants up to $15,000. We anticipate that later this year the State will implement a $50 million fifth round of the Working Washington small business grant program. The State is also significantly limiting increases in unemployment insurance costs for businesses. King County is distributing $145 million of federal funds for residential rental assistance and eviction prevention to tenants and landlords through their Eviction Prevention and Rental Assistance Program (EPRAP). Staff sent an email to all businesses with information on a free webinar explaining the County's new customer vaccination verification requirement. 114 Unemployment The unemployment claims data report will be included monthly and is included in the packet of the September 27, 2021 Council meeting. On March 11, 2021 the President signed the $1.9 trillion American Rescue Plan Act. The law extended Pandemic Emergency Unemployment Compensation (PEUC), which is for workers who have exhausted all other benefits, plus the Pandemic Unemployment Assistance (PUA), which benefits people who do not qualify for regular unemployment such as self-employed people and independent contractor, for an additional 29 weeks. It also extended the Federal Pandemic Unemployment Compensation (FPUC) which provided an extra $300 per week for eligible claimants who are receiving benefits from any unemployment program. Multiple appointments are available at sites in the area, as well as private opportunities. Visit vaccinelocator.doh.wa.gov for location and appointment opportunities. Free COVID-19 vaccinations are offered at pop-up clinics at the Tukwila Village Farmers Market and Westfield Southcenter. Appointments and proof of residency are not required. This is a regional testing facility drawing individuals from across south King County. All testing locations in the region are seeing a significant surge in the number of people requesting tests. King County has contracted with off-duty officers to provide traffic management along Tukwila International Boulevard and Military Road to mitigate traffic impacts in the neighborhood. 9/21 - 576 individuals tested 117 9/20 - 790 individuals tested 9/19 - closed 9/18 - 456 individuals tested 9/17 - 623 individuals tested 9/6 - 634 individuals tested 9/7 - 587 individuals tested 118 City of Tukwila Allan Ekberg, Mayor INFORMATIONAL MEMORANDUM TO: City Council FROM: Derek Speck, Economic Development Administrator DATE: September 22, 2021 SUBJECT: Unemployment Insurance Report through August 21, 2021 The attached graphs show the percent of workers receiving unemployment insurance for zip codes 98168 and 98188 for the week ending August 21, 2021. The charts reflect three types of unemployment insurance claims: Regular, Pandemic Unemployment Assistance (PUA), and Pandemic Emergency Unemployment Compensation (PEUC). As you can see from the graphs, the percent of workers receiving unemployment insurance has improved significantly from the peak in May 2020. This reflects that many people returned to work as businesses reopened and customers returned. After the initial reopening, employment continued to gradually improve. Although employment has improved considerably for King County as a whole and the percent of workers who were receiving unemployment compensation in late August was a very low 3.9%, there are certain zip codes in which the number of people who are unemployed remains high. For that same period, the percent of workers receiving unemployment compensation in zip codes 98168 and 98188 were 6.7% and 8.7%, respectively. The higher rates of workers receiving unemployment compensation in these two zip codes as compared to King County is due to differences between the types of jobs and industries. Workers in these two zip codes are more likely to work in jobs that cannot work remotely and in industries that have been most affected by the pandemic such as entertainment, hospitality, retail, restaurants, and transportation. As you see in the chart below, there was a significant decrease in the percent of workers receiving unemployment compensation in 98168 and 91888 in late August as compared to a month earlier. It is likely that some people who were unemployed started returning to work in anticipation of that change. Toward the end of August, approximately 2,400 people in zip codes 98168 and 98188 were receiving unemployment compensation through the programs that are ending. We expect to see the percent of workers receiving unemployment benefits decrease even more significantly when September data is available. Since some benefits are 119 INFORMATIONAL MEMO Page 2 ending, we won't know if the decrease in recipients is due to people finding work or benefits running out. We also won't know if those who found work are in lower wage positions. Fortunately, many businesses in our area are hiring. Notes: (1) Unemployment insurance claims data is not available for the specific boundaries of the City of Tukwila. The attached charts represent two zip codes, which include parts of Tukwila, SeaTac, and possibly parts of unincorporated King County. (2) Regular unemployment is the standard program for unemployed workers. Eligible unemployed workers may receive regular unemployment for up to 26 weeks. (3) Pandemic Unemployment Assistance (PUA) is a program for self-employed people, independent contractors, and part-time workers (with fewer than 680 hours). (4) Pandemic Emergency Unemployment Compensation (PEUC) is an extension of regular unemployment benefits. (5) Data is from https://www.kingcounty.gov/depts/health/covid- 19/data/impacts/unemployment.aspx. (6) The percent of workers receiving unemployment insurance compensation is related but not the same as the "unemployment rate". Official unemployment rates are not available for cities under 25,000 in population.
