M I N U T E S
CALL TU ORDER Mayor Van Dusen called the Regular Meeting of the Tukwila
and City Council to order and led the audience in the Pledge of
PLEDGE OF ALLEGIANCE Allegiance.

Mayor Van Dusen issued the Oath of Office to newly hired
Police officer, Larry Richardson. Officer Richardson was
previously employed by the City of Sulton.
Mayor Van Dusen read a Proclamation extending congratulations
and recognition to Police Officer F.R. (Buzz) Yohann and
Police Sergeant James H. Todd for their efforts to save a
life by performing CPR on a Tukwila citizen.
Mayor Van Dusen introduced members of the Arts Commission,
William Gorjance, Leslie Campbell, and Berdene caul. Mr.
Gorjance reported on art objects the Commission is proposing
to purchase. The first is a bench, handcrafted by a local
artist and made of Oregon oak and walnut. It is unique in
that the seat is carved from one slab of wood. The price is
approxiamtely $1,295. The other object is a light sculpture
done by Bill Parker. The kinetic light sculpture is con-
tained in a handblown glass sphere. Mr. Parker is one of a
new generation of artists trained in the techniques of the
sciences as well as the disciplines of the fine arts. The
approximate price is $3,130.
Leslie Campbell introduced Phillip Levine, a local artist,
who has done some well known figures in bronze. Mr. Levine
did the three bronze figures standing in Coulon Park in the
City of Renton.
Councilman Bauch noted that there were no restrictions placed
on the expenditure in the 1984 Budget. The decision on what
to spend the money on is administrative.
Council Member Morgan asked that consideration, again, be
given to moving the fountain.
Councilman Duffie thanked the Administration for connecting
the water to the fountain; it looks nice.
Park Commission Mayor Van Dusen announced that there are two openings on the
Vacancies Park Commission.
Council Member Morgan requested that the Mayor consider
appointing someone who lives in a condominium or apartment
and a minority to the vacancies.
Council President Council President Phelps reported on her trip to Indianapolis
to attend the National League of Cities Conference.
Audience Cris Crumbaugh reported on a letter the Fire Department
mailed to the members of the business community regarding
their services, the codes, etc. The letter was well
received.

The Public Hearing was advertised as required by the RCW.
Mayor Van Dusen declared the Public Hearing open on the 1985
Budget for the City and on the Revenue Sharing entitlement.
The total Current Fund budget is $5,884,943, and the Federal
Shared Revenue is $91,700, and the total budget, all funds,
is $19,581,344.
Cris Crumbaugh suggested that money be spent on beautifica-
tion of the entrances and exits to the City. It could be
done in the form of plantings, landscaping, art objects, or
many other ways. This would be a good use of money.
There being no further comments, the public hearing was
closed.
Councilman Bauch stated that people who attend the Council
Meeting know they have a chance to voice their opinions on
any subject.

ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED.
City Attorney Martin read an ordinance of the City of
Tukwila, Washington, levying the general taxes for the City
of Tukwila in King County for the fiscal year commencing
January 1, 1985, on all property, both real and personal, in
said City which is subject to taxation for the purpose of
paying sufficient revenue to carry on the several departments
of said City for the ensuing year as required by law.

The estimated assessed valuation on all real, personal and
utility property is $746,141,583. The levy rate is:

Council Member Harris said she agrees that Councilman Bauch
is probably right about there being money in the budget that
could be spent in other ways or eliminated, however, changing
the real estate tax levy is not the way to go. If Council is
going to decrease taxes, the way to go, probably, is to
reduce the sales tax. Council President Phelps agreed; she
said the City is now just getting around to implementing some
of the functional plans that have been discussed with regard
to projects for street, water, sewer, and park facilities.
Councilman Duffie spoke against the motion; there are addi-
tional services the citizens would rather have.

Councilman Bauch said if the state law did not allow a limit
on 6 the taxes would not be raised. The only reason we are
raising taxes is because the state allows it.

City Attorney Martin read an ordinance of the City of Tukwila
adopting a system of registration of bonds and obligations of
the City.

Councilman Bohrer asked several questions and had some com-
ments about the ordinance. Attorney martin explained that
the ordinance is technical in nature and is written to comply
with new legislation. Councilman Bohrer suggested that the
ordinance be rewritten to clarify the duties of the two
registrars. Attorney Martin suggested that the bond sale
ordinance provide that no sale of bonds be final until
passage of the registration of bonds ordinance.

City Attorney Martin read an ordinance of the City of
Tukwila, Washington, relating to the waterworks utility of
the City; specifying and adopting a system or plan of addi-
tions to and betterments and extensions of the existing
waterworks utility of the City; declaring the estimated cost
thereof; authorizing the issuance of $2,900,000 par value of
water and sewer revenue bonds; creating a special bond anti-
cipation notes repayment fund; authorizing the issuance and
sale of bond anticipation notes in the principal amount of
$2,900,000 pending the receipt of bond proceeds; fixing the
form, terms and covenants relating to such bond anticipation
notes; and providing for the sale of such notes to Peoples
National Bank of Washington of Seattle, Washington.

City Attorney Martin read an ordinance of the City of
Tukwila, Washington, amending the official zoning map adopted
pursuant to Section 18.08.030 of the Tukwila Municipal Code
by reclassifying certain property within the City known a the
North Hill rezone property from high density multiple resi-
dence (RMH) to professional office (P -0).

ORDINANCE BE ADOPTED AS READ.*
Councilman Duffie spoke against the proposal because of the
traffic on Southcenter Blvd. Councilman Bohrer supported the
rezone but expressed concern about access and other items.
He believes they should be restricted to a single access on
the far west side. He had previously asked for an access
study but has not seen it. How does the owner get access to
the back side? The finding needs to be clarified to state
that only the southern .87 acres are being rezoned.
Mr. Collins said the access grade to the back property is
excessive and, at this time, there is no other access
available.

UNTIL THE APPLICANT CAN ADDRESS SOME OF THESE ISSUES AND
BRING IT BACK TO COUNCIL. MOTION CARRIED.

IN THE COMMUNITY AFFAIRS COMMITTEE.*
Mayor Van Dusen explained that the City Attorney has found a
problem with the wording on the annexation petition. The
form was used in good faith. The solution now is that
Council approve this resolution which only says that the
City agrees to look into the annexation. After the study is
complete, the City could initiate the annexation to go to the
vote of the people. Administration has asked that we do an
inventory to study both the pros and cons before committing
the City.
Councilman Bauch said that sending this to committee would
not solve anything. We need to develop the information
requested in Sections 1 and 2 and come back and tell the
people if we are interested in the annexation.
Councilman Bohrer said, before the City proceeds, he would
like to see a list of the issues to be addressed. This par-
ticular area has already been before Council twice for con-
sideration to annex. The first time the Boundary Review

Board deleted the industrial part so the City denied it. The
second one was largely the residential part and was declined
by a vote of the people. Before the City gets to deeply into
this item, there needs to be discussion with appropriate
representaives of the area.
Mr. Don Stark, Public Affairs consultant for the businesses
in the northern section (Boeing Co., Monsanto, and Jorgenson
Steel), said that he recognizes Council's concern. He is
here to find out what consideration Council is giving to this
matter and how serious the City is.

MOVED BY BAUCH, SECONDED BY BOHRER, THAT COUNCIL RECESS FOR
FIVE MINUTES. MOTION CARRIED.
Meeting was called back to order with all Council Members
present.
BUDGET REVIEW
Council Member Morgan reported that Community Affairs
Committee agrees with the Mayor's recommendation that a
time clerical position be added to the Planning Department
and that the full time Permit Technician position be created.
The Committee recommends the addition of one full -time
Planner to the Planning Department. This person will be made
available to handle Intergovernmental Affairs. It is
understood that in adding personnel, the necessary office
furniture and supplies will be added to the budget.
Councilman Duffie reported that the Finance and Personnel
Committee recommends approval of the budgets they reviewed
except, they make no recommendation on increasing personnel.
This is left open for Council discussion.
Councilman Bauch reported that the Parks and Recreation
Committee have completed their review of the budget for the
Parks and Recreation Department, Park Maintenance, Golf
Course and Golf Course Maintenance and the Building and Land
Development. Committee recommends "do pass" except for the
personnel changes.
Councilman Bohrer said he had reported at a previous meeting
on the Committee's review of the Police budget. They have
reviewed the Fire Department budget, note a number of inac-
curacies and asked that they be corrected. Council, in its
review of the 1984 budget, allowed the hiring of the
Assistant Chief with the understanding that, at sometime, one

person will be decreased from the Fire Suppression Unit.
Committee recommends that this be retained in 1985 and placed
in the budget so it does not become lost. The Committee
supported the purchase of a large, suburban type vehicle to
be the two vehicle for the hazardous materials trailer. They
also supported the replacement of a fire truck.
Councilman Simpson reported that the Utilities Committee
reviewed the water and sewer budgets and recommends Council
adoption.
Council Member Harris reported that they added preliminary
engineering and construction engineering for the Macadam Road
project; they added funds for about eight street lights on
Andover Park West and they added overtime of $5,000 to cover
seasonal part -time workers, weekend and holiday standby and
emergency callouts.
Councilman Bohrer suggested funds be budgeted for acquiring
right -of -way for Macadam Road in 1985 and reserve construc-
tion until 1986. We should look at acquiring right -of -way
for Interurban Avenue.
Councilman Bauch reminded Administration that according to
Policy Procedure No. 01 -13 for every item in the budget that
is over $500, there should be a Capital Equipment Justifi-
cation Form.
Metro Rate Study MOVED BY PHELPS, SECONDED BY SIMPSON, THAT THE METRO RATE
STUDY BE REFERRED TO THE UTILITY COMMITTEE. MOTION CARRIED.
