This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Counrilnembens, City staff, and legal counsel were not mt
Tukwila City Hall and participated via aremote electronic system.

Council President Kruller called the remote Tukwila City Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

LAND ACKNOWLEDGEMENT
Mayor Ekberg stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people.
We acknowledge their continuing connections to land, waters and culture. We pay our respects to their
elders paot, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity tosign up via email by 5:00 p.m. today to
read comments verbally etthe virtual meeting.
There were nopublic comments.
PRESENTATION
An update onthe Teen and Senior Center—CmmmmmmmitvChemmpimms.
Rachel Bianchi, Deputy City Administrator, and Nate Robinson, Teen Recreation Program Specialist,
provided an update on the Tukwila Teen & Senior Center and community engagement efforts with
highlights asfollows: the project teornhamidenUfied4potenba|sitosthatvviUimvo|vehmrtheroonnmunity
outreach; potential funding will need to be identified for the next phase; a presentation on programming
will beforthcoming tothe Council inDecember.

The Councilmembers asked clarifying questions and commended the project team for their approach to
community engagement. It would be beneficial to incorporate this approach to community engagement for
other urban planning projects.
Councilmember Quinn expressed interest in measuring how the team meets project goals. Ms. Bianchi
confirmed staff will return to Council at the end of the programming phase with that information.
Councilmember Delostrinos Johnson encouraged the project team to continue outreach efforts to groups
that have been more difficult to reach.
In response to a question from Council President Kruller, Ms. Bianchi confirmed outreach to residents and
property owners near potential sites will occur in the 3rd quarter.
PUBLIC HEARING
An ordinance repealing Ordinance No. 2652, as codified at Tukwila Municipal Code (TMC) Chapter
23.04, "Small Wireless Communication Facilities"; repealing Ordinance No. 2498, as codified in
TMC Chapters 18.06 and 18.58; repealing Ordinance No. 2251 §71 and §72, as codified in TMC
Chapter 18.58, "Wireless Communication Facilities"; repealing Ordinance No. 2135 §2 (part), as
codified in multiple sections of TMC Chapter 18.06, "Definitions"; amending Ordinance No. 2251
§68, §69, and §70, as codified in TMC Chapter 18.58; amending Ordinance No. 2135 §1 (part), as
codified in multiple sections of TIVIC Chapter 18.58; authorizing and establishing permitting
regulations and aesthetic and design standards for the deployment of Small Wireless Facilities;
adopting supportive findings.
7:50 p.m. Council President Kruller opened the public hearing and called for a staff report.
Nora Gierloff, Community Development Director, and Emily Miner, Assistant City Attorney, explained that
following the Federal Communications Commission's (FCC) adoption of regulations regarding the
deployment of small wireless communications facilities, the City adopted an interim ordinance in April
2021 which expires October 12, 2021. The proposed ordinance replaces the interim regulations,
incorporates the new FCC requirements, and establishes a permitting process and aesthetic
requirements for small wireless facilities.
8:06 p.m. Council President Kruller called for public comments.
1. Greggory Busch spoke on behalf of AT&T regarding Section 27 of the proposed ordinance pertaining
to the applicants' documentation of structural analysis. He noted that since Puget Sound Energy
(PSE) is exempt from providing such documentation, they send a letter to permitting jurisdictions
stating they are not required to provide structural calculations which means AT&T is unable to locate
on poles owned by PSE. He asked that the City consider addressing this situation to provide an
alternative submittal document when the pole owner is exempt from the requirements regarding
structural review.
Council President Kruller asked if there was anyone else who wished to make a public comment on this
topic and to press *6 on the phone to unmute. There were no additional public comments.
In response to questions from the Council, Ms. Miner indicated staff will clarify with the City's Building
Official whether the requested amendment complies with the International Building Code and stated any
such amendments will be provided in track changes at the next meeting.

SPECIAL ISSUES
a. An ordinance repealing Ordinance No. 2652, as codified at Tukwila Municipal Code (TMC)

Ordinance No. 2251 §68, §69, and §70, as codified in TMC Chapter 18.58; amending Ordinance
No. 2135 §1 (part), as codified in multiple sections of TMC Chapter 18.58; authorizing and
establishing permitting regulations and aesthetic and design standards for the deployment of
Small Wireless Facilities; adopting supportive findings.
In response to questions from Councilmember Hougardy, Ms. Miner confirmed small cells do not
generate noise and noise standards have been included as a preemptive precaution. The City's design
and concealment standards will result in the cell being concealed within the pole.
In response to a question from Councilmember McLeod, Ms. Miner indicated some concerns the public
may have regarding small cells include radiofrequency radiation emissions and cluttering the right-of-way.
In response to a question from Council President Kruller, Ms. Miner indicated strand -mounted facilities will
still be subject to design, safety, and concealment standards.

b. An ordinance amending various ordinances as stated herein and as codified in various
sections of Tukwila Municipal Code (TMC) Title 18, "Zoning" (18.41.080, 18.41.090, 18.41.100,
18.50.083 and 18.52.040), to set development standards for multi -family residential
developments in the Tukwila South Overlay zone.
Max Baker, Development Supervisor, explained staff is requesting this item be discussed at a future
meeting to allow more time to address potential changes to the proposed ordinance and development
standards due to new information and concerns raised by the applicant.
Consensus existed to hold on discussing this item until a future meeting to be scheduled by staff.
c. Weekly COVID-19 Report.
David Cline, City Administrator, provided an update on the City's coronavirus response as follows:
Beginning October 4, 2021, the Permit Center, City Hall, and Human Services will be open from 8:30 a.m.
to noon on Mondays and Wednesdays for in-person services; City staff who are able to work remotely will
continue doing so until January 3, 2022; information regarding additional ways to access the COVID-19
vaccine is available in the report.
Council President Kruller inquired as to the hours of the COVID-19 clinic at the Church by the Side of the
Road.
d. An update on the Fire/Emergency Medical Services Advisory Committee.
Karen Reed, Consultant, shared an update on the activities of the Future of City Fire Services internal
team that is comprised of internal stakeholders, representatives from key departments, and outside
consultants. The internal team has developed a proposed advisory committee charter in response to the
City Council's interest in having a community advisory committee. Committee membership applications
have been distributed to the Councilmembers.
In response to questions from Councilmember Idan, Ms. Reed confirmed she will work with Advisory
Committee members to ensure they have the information they need to make informed decisions. She
confirmed the meetings will be open to the public with agendas and meeting minutes to be made
available online.

Mayor Ekberg reported Lowes employees will bevolunteering cdthe Tukwila Pantry for "Red Vest Day.
b. City Council
Councilmember Seal reported several items were forwarded to the October 4, 2021 Regular Meeting
Consent Agenda from the Transportation & Infrastructure Services Committee meeting earlier tonight.
She indicated she will beattending next week's Council meeting from out ofstate and may need hobe
excused from that meeting should she encounter technical difficulties.

where they discussed the legislative agenda and received areport from Puget Sound Regional Council
onregional data trends. She attended a Highline Forum meeting that was hosted virtually by Tukwila and
featured a presentation prepared by Laurel Humphrey, Legislative Analyst, on the City's new capital
facilities, resident buildings, street art, and utility box art program. She also attended onAssociation of
Washington Cities Board of Directors meeting.
CounoUmernbarMcLeod participated ina South King Housing and Homelessness Partners (SKHHP)
Executive Board meeting where they continued work onpolicies dealing with capital funding and the
advisory body to GKHHP. He shored he has received feedback from several community members who
think the Council iadoing good work.
CoVnci|memberNomreported the Finance and Governance Committee reviewed several items including
the appointment ofthe Municipal Court Judge, onupdate from SCORE and their request for American
Rescue Plan Act funds, annual resolutions authorizing the cancellation ofunclaimed funds and past due
accounts receivable, and onupdate Vnthe General Fund.
Councilmember Delostrinos Johnson reported participating in a Joint Recommendations Committee
meeting and reported there were 12 applicants from the South King County region this year and 2
applicants from North King County with 9 grants awarded. South King County was awarded a total of $1.3
million in Community Development Block Grant funds for non -housing capital projects which included the
Minor Homo Repair Program for Tukwila.
Council President Kruller emphasized the importance of participating in local, regional and national
committees and building relationships that directly benefit residents.
c. Staff
