HomeMy WebLinkAboutReg 2021-10-18 Item 6C - Powerpoint Presentation Shown at Meeting - American Rescue Plan Act (ARPA) Funding RecommendationsARPA FUNDING RECOMMENDATIONS OCTOBER 18, 2021 TUKWILA CITY COUNCIL REGULAR MEETING Overview American Rescue Plan Act (ARPA) approved March 10, 2021 Provides relief funding to respond to the COVID-19 emergency City of Tukwila to receive $5.78 million Funds must be spent or obligated by December 31, 2024 Funds can be used to cover costs incurred beginning March 3, 2021 Eligible Uses Four Buckets Public Health & Negative Economic Impacts To respond to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel and hospitality. Premium Pay To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to eligible workers. Eligible Uses Four Buckets Revenue Loss & Government Services For the provision of government services to the extent of the reduction in revenue due to the COVID-19 public health emergency relative to revenues collected in the most recent full fiscal year prior to the emergency. Water, Sewer & Broadband Infrastructure To make necessary investments in water, sewer, or broadband infrastructure. Ineligible Uses Depositing funds into any pension fund Directly or indirectly offsetting a tax reduction Delay a tax or tax increase Change in Guidance Guidance updated in July provided better clarity Funds used for Government Services can ONLY be used to restore services or projects reduced/eliminated due to revenue reduction caused by COVID-19 Staff revised the proposal to remove ineligible projects Restored staffing in Parks & Rec, Streets, and DCD moved to ARPA proposal, freeing up Streamlined Sales Tax Mitigation for other uses City Council Decision Making Staff is seeking direction to include in the 2021-2022 Budget Amendment for 2021 must be approved prior to December 31, 2021. Programs to be funded with ARPA in 2023-2024 can be addressed by the Council during the regular budgeting process. Additional programs can be added in 2022 through the 2022 year- end budget amendment process.
