Municipal Court Judge: (1) Confirm the reappointment of Kimberly Walden to the position of Municipal Court Judge, with a term expiring 12/31/2025. Tukwila City Council Regular Meeting Minutes October 4, 2021 (2) Oath of Office administered to Judge Walden by Mayor Ekberg. Mayor Ekberg administered the Oath of Office to Judge Walden. Judge Walden extended thanks for the continued opportunity to serve the Tukwila community. Page 2 of 6 The Councilmembers expressed appreciation to Judge Walden for her leadership, innovation, accountability, compassion and mentorship and making the Tukwila Municipal Court a welcoming place for customers, staff, and a new generation of judges in the state. It was noted Judge Walden is being reappointed to a 4 -year term. (3) An ordinance repealing Ordinance Nos. 2558 and 2420, as codified at Tukwila Municipal Code (TMC) Section 2.68.026; amending Ordinance No. 2261 §2, as codified at TMC Section 2.68.026, regarding the setting of salary for the Municipal Court Judge. MOTION CARRIED G-0. Councilmember Quinn referenced that Item (i) on the Consent Agenda is with the King County Flood Control Zone District, which is a separate branch of King County government. UNFINISHED BUSINESS m. Weekly COV|Q'19 report. David Cline, City Administrator, explained that the COV|Oreport inthe Council Agenda packet has updates regarding online services, Human Services efforts, and activity regarding vaccinations and the COVID testing site in Tukwila. Council President Kruller inquired about City outreach as it relates to sharing information about how individuals can sign upfor alerts ontheir phones os itrelates boCOV|D-19exposure. She would also like tosee statistics associated with whether nrnot those alerts are the basis for anuptick inCUV|Dtesting. Mr. Cline referenced the "WA Notify" app that is available for use on mobile phones that checks for possible COV|Dexposure among people. JoyVVithmer, Fire Chief, explained that the testing site atthe Church bvthe Side ofthe Road had over 7OOpeople getting tested today. The good news iethat people are using the services and being vigilant. Council President Kruller would like to see information on the City website or Facebook page guiding people on how to sign up for phone alerts as it relates to COVID exposure as well as statistics associated with CC}V|Dcases associated with the phone alerts. NEW BUSINESS Authorize the Mayor to sign a contract with Northwest Playground Equipment, Inc., for installation of a new gazebo at Tukwila Park in the amount of $80,000.00. MOVED BY DELOSTRINOS JOHNSON, SECONDED BY IDAN TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH NORTHWEST PLAYGROUND EQUIPMENT, INC., FOR INSTALLATION OF A NEW GAZEBO AT TUKWILA PARK IN THE AMOUNT OF $80,000.00.* Tukwila City Council Regular Meeting Minutes October 4.2O21 Page 5of0 Councilmember Delostrinos Johnson, Chair of the CSS (Community Services and Safety) Committee, reported that this item was considered at the meeting this evening and forwarded to this Regular Meeting with unanimous approval. Councilmember McLeod inquired if the selection process involved the potential use of Tukwila businesses. Kris Ke||y, Parks and Recreation W4gnoger, explained that proposals from 3vendors were reviewed, with agoal ofgetting away from wood. This vendor has been used |nthe past, and construction ofgazebos was one ofthe items intheir wheelhouse. Council President Kruller inquired if the City is moving toward materials that do not burn, to include a metallic roof, Mr. Kelly responded inthe affirmative. *MOTION CARRIED 6-0. REPORTS a. Mayor Mayor Ekberg received comments from property owners regarding a recent event on Tukwila International Boulevard that involved trees that had come down. Mayor Ekberg extended thanks toMark A||en, Daniel Harris, and AJ McCray from the City's Street Department for their good work. b.City Council Council President Kru||erattended the recent Low. Safety and Justice Committee meeting as well as the King County regional meeting regarding the teen center. She imamember ofthe education -working group that focuses onthe impacts ofgun violence onyouth. The shootings involving youth are not subsiding, and she would like the Council bzwork with the Mayor before year-end toseek ways Loidentify areas where more can bedone. Counci|nnember|dancommended the Street Department crew referenced inthe Mayor's report for their service tnthe community. m' Staff David Cline, City Administrator, referenced the CA(City Administrator) Report. Monthly Construction and Budget Report and offered toanswer any questions. MISCELLANEOUS Councilmember Delostrinos; Johnson said that over the last few weeks, there have been many comments at meetings regarding conditions and issues associated with Cascade Behavioral Health Center in Tukwila. The issues have impacts hmthe safety and health ofthe employees, patients, and surrounding community. She asked Laurel Humphrey, Legislative Analyst, toresearch options available tothe Council maapath tomove forward. K0a. Humphrey said she presented an option tothe CSS (Community Services and Safety) Committee regarding submission ofaletter from the Council tothe Department nfHealth tnprovide advocacy to those individuals who have commented. The CSS Committee was supportive ofthis idea. The Councilmembers discussed the suggested option and expressed concern about the need for more information; the importance of involving health experts who can investigate the issues; and the significance ofthe content ofthe letter taking aneutral position. Ms. Humphrey relayed that she will prepare u draft in the next few days and seek consensus on the content atthe October 11.2O21Committee ofthe Whole meeting.
