If you have any questions, please call Tukwila Fire Prevention Bureau at (206)575-4407. 6: ***BUILDING PERMIT CONDITIONS*** 7: Work shall be installed in accordance with the approved construction documents, and any changes made during construction that are not in accordance with the approved construction documents shall be resubmitted for approval. 8: All permits, inspection record card and approved construction documents shall be kept at the site of work and shall be open to inspection by the Building Inspector until final inspection approval is granted. 0 0 9: When special inspection is required, either the owner or the registered design professional in responsible charge, shall employ a special inspection agency and notify the Building Official of the appointment prior to the first building inspection. The special inspector shall furnish inspection reports to the Building Official in a timely manner. 10: A final report documenting required special inspections and correction of any discrepancies noted in the inspections shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection approval. 11: Truss shop drawings shall be provided with the shipment of trusses delivered to the job site. Truss shop drawings shall bear the seal and signature of a Washington State Professional Engineer. Shop drawings shall be maintained on the site and available to the building inspector for inspection purposes. 12: Subgrade preparation including drainage, excavation, compaction, and fill requirements shall conform strictly with the recommendations given in the soils report. Special inspection is required. 13: All construction shall be done in conformance with the Washington State Building Code and the Washington State Energy Code. 14: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any requirements for special inspection. 15: All wood to remain in placed concrete shall be treated wood. 16: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. No exception. 17: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 18: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be obtained at City Hall in the office of the City Clerk. 19: Every occupied space other than enclosed parking garages and buildings used for repair of automobiles shall be ventilated in accordance with the applicable provisions of the International Mechanical Code. 20: Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Strapping shall be at points within the upper one-third and lower one-third of the water heater's vertical dimension. A minimum distance of 4 -inches shall be maintained above the controls with the strapping. 21: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206-431-3670). 22: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center. 23: Preparation before concrete placement: Water shall be removed from place of deposit before concrete is placed unless a tremie is to be used or unless otherwise permitted by the building official. All debris and ice shall be removed from spaces to be occupied by concrete. 24: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Contractor shall provide certified flagmen for traffic control. Sweep or otherwise clean streets to the satisfaction of Public Works each night around hauling route (No flushing allowed). Notify Public Works Inspector before 12:00 Noon on Friday preceding any weekend work. 34: Any material spilled onto any street shall be cleaned up immediately. 35: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation off-site or into existing drainage facilities. 36: The site shall have permanent erosion control measures in place as soon as possible after final grading has been completed and prior to the Final Inspection. 37: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and immediately before, during and following storms. 38: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at least monthly. All disturbed areas of the site shall be permanently stabilized prior to final construction approval. 39: It is strongly recommended that storm drainage designs be prepared and stamped by a Washington State licensed engineer. Otherwise, the owner assumes liability for the design and any subsequent related damages. 40: The property owner is responsible for the maintenance of its storm drainage system and, for this purpose, shall have a maintenance plan in place and the responsibility for maintenance assigned prior to Public Works final. An existing, one story residence with a basement and a detached single -story garage currently occupy the site. Based on information provided by the architect, AC Associates, it is our understanding that the existing residence will be fully remodeled and a new, approximate 24 feet wide, two story addition will be added along the east side of the structure. The existing garage will be demolished to make room for the new addition. We further understand that the existing basement area of the residence is, and always has been, dry. The purpose of our site evaluation on June 2, 2017 was to d ground water conditions on the property and to provide geotec suitable soil bearing capacity for the proposed improvements. The remainder of the property appears to have been cleared relatively recently. The property is bounded on the north, east and west by existing single family residences and on the south by South 164th Street. The parcel is nearly flat lying. No indication of standing or flowing water was present on the subject parcel or adjacent properties at the time of our field work. There was no evidence of erosion anywhere on the site. Shoreline, Washington 98155-1106 206-417-7640 CORR Ci4ON Choix/Ochoa Property Geological/Geotechnical Services Report 4238 South 164`x' Street, Tukwila, Washington Subsurface Soil and Ground Water Conditions An approximate 30 -inch deep pit had been excavated near the NW comer of the existing garage prior to our arrival. The pit is located approximately 12 feet due east of the NE corner of the existing residence. Exposed sediments within the hand dug pit consisted of 10 inches of loose, damp, dark brown, slightly organic, silty sand topsoil. Beneath the topsoil and to the full depth of the pit at 30 inches below existing ground surface, medium dense, moist, brown, silty sand with gravel was observed. We also used a stainless steel, T -handle, soils probe to further evaluate near surface soil conditions on the site. Probing along the east side of the existing garage indicated that soils were generally loose to a depth of about 14 inches with occasional pockets loose to 28 inches. Based on aerial photos it appears that the property previously contained relatively heavy vegetative cover. The deeper pockets of observed loose sediments may be related to the removal of trees and bushes on the site. Probing along the east basement wall of the existing residence indicated loose wall backfill soils within several feet of the wall. No ground water was observed within the exploration pit or within the probe holes on the site. Mappings According to the Geologic Map of King County, Washington, by Booth, Troost and Wisher, 2007, and the Washington State Interactive Geology Map, the site is mapped as Qvt (Vashon age glacial till) deposits. Sediments observed within the hand dug exploration pit consist of medium dense, silty sand with gravel which likely is a representation of the upper surface or weathered glacial till sediments. GEOTECHNICAL CONCLUSIONS AND RECOMMENDATIONS Based on our site assessment and engineering evaluations it is our opinion that the new addition can be constructed as planned. The existing native soils are suitable for support of the proposed new addition and conventional shallow foundations should be planned except along the east side of the existing house (west side of the planned addition) where it connects to the existing structure. New foundations can be designed for an allowable bearing capacity of 2,000 psf on undisturbed or re -compacted native soils. This value may be increased by 1/3 for temporary seismic or wind loading. Estimated settlement of these footings will be in the range of about 1/2 to 1 inch over a 20 foot span between comparably loaded footings. Due to the granular nature of the bearing soils most of this settlement will occur during construction. All foundation excavations must penetrate through any loose or fill soils that may be encountered. Given the limited subsurface exploration on this site, it is imperative that the soil bearing be verified by a representative of this office at the time of construction. Passive resistance to lateral movement will be provided by foundation backfill and should be designed for 200 pcf for level backfill conditions. The backfill should extend a minimum distance of 2 feet away from the foundation and be compacted to a medium dense or better condition. If additional resistance is needed a friction factor of 0.35 may be used between the concrete elements of the structure and the soil. The new addition will structurally connect to the existing building. Since the existing structure has a full basement there will be a wedge of fill between the existing basement wall and the old construction excavation. This wedge of fill likely extends 3-5 feet away from the existing basement wall. These fill soils should not be used for structural support of the new foundations. In addition, new foundation loads should not be allowed to transfer onto the existing basement wall except in a vertical direction. As such, the structural engineer should plan on using either a pin pile supported foundation in this area or using grade beams which span over the fill soils and structurally connect directly to the existing wall such that there is no loading on the fill soils or the face of the wall. All new foundations should contain a footing subdrain that consists of a 4 -inch perforated, pvc pipe, surrounded by washed drain gravel and wrapped with geofilter cloth. Storm water runoff from the new structure should be designed using appropriate collection systems that will discharge this water into a City approved conveyance system. Floor Support Recommendations The existing soils, beneath the topsoil layer, are suitable for slab -on -grade floors. The upper 10 to 12 inches of the exposed soils should be recompacted to a firm and unyielding condition with a jumping jack, large sled or small walk behind vibratory roller. A small sled compactor that is typically used to smooth the surficial soils, will not provide sufficient compactive force and should be avoided. A capillary break layer consisting of 4 inches of washed pea gravel, clean crushed rock or coarse sand and a heavy duty (minimum 10 mil), polyethylene plastic vapor barrier should be provided under any floor slabs where moisture intrusion is a concern. If the vapor barrier becomes compromised in any way during construction it should be replaced or an additional layer added. Penetrations through the vapor barrier should be wrapped and taped. SUMMARY Based on our site reconnaissance, subsurface explorations and analysis, the site appears to be suitable for the proposed development provided the recommendations presented herein are 19532 12th Avenue NE Gary A. Construction monitoring and consultation services should be provided to verify that subsurface conditions are as expected. Should conditions be revealed during construction that differs from the anticipated subsurface profile, we will evaluate those conditions and provide alternative recommendations where appropriate. Our findings and recommendations provided in this report were prepared in accordance with generally accepted principles of engineering geology and geotechnical engineering as practiced in the Puget Sound area at the time this report was submitted. Confirm the footing bearing recommended by the geotechnical engineer is consistent with the structural engineer's calculations. 4. A separate permit shall be required for the relocation of the shed.
