Any remaining money from this section can be applied to New Work. Paint One number is given for the painting work required within the repair portion of the work. Some of the painting required within this portion of the work relates to the sealing of the surfaces due to the smell of the smoke. The original paint and stains used within the apartment are known and require sealing or unknown and should be primed to ensure a good adhesion of the top coat. Due to this there was some question as to when this portion of -the work will be done and whether to include this in the Repairs section or the New Work. The additional painting contained within this estimate relates to the work required on he exterior of the building. To be done once the siding is repaired. Temporary Construction During the course of the work the job -site will have to be secured nightly. Tukwila, WA 98168 RE: Structural Damage Assessment — Apartment Fire Ms. Wen - Figure 1: Exterior view of existing damaged units Lk (,3slc} , I' Regarding the above referenced multi -unit residential property, our office has been retained to provide an on-site structural engineering inspection and repair assessment of the damage caused by a fire between several of the units. According to your description, the fire occurred at some point prior to your recent purchase of the property. I have performed an on-site structural inspection on August 29, 2017 to review and advise on the visible extent of the structural damage. Recommendations for the scope of repair work and associated upgrades to the affected units which are necessary to bring them into a structurally sound condition are provided in this report. SUMMARY OF DAMAGED AREAS: The primary damage from the fire was found to be located along the intersection between an interior unit -partition wall and the adjacent exterior ground floor wall. According to your description, the fire may have started outside the units along the grass, and spread along the ground into the floor of the exterior wall. A hole in the exterior wall which was cut and then boarded up can be seen in Figure 1, above. A view of the fire damage from the interior of the units is seen in Figure 2. An inspection of the entire interior space of the two units on either side, and the two units above, the source of the fire was performed. Damage consists of localized smoke blackening and some limited heat charring of the wood wall framing seen in Figure 2. Figure 3: Wall condition above main story damage REVIEWED FOR CODE COMPLIANCE DEC 14 2011 City of Tukwila BUILDING DIVISION Figure 4: Floor condition above main story damage CONDITION OF DAMAGED STRUCTURAL FRAMING: A discussion of the structural analysis performed for each primary framing member is provided as follows: • 2x4 Wall Studs (Zone -A): The main story wall studs near the wall intersection were found to have substantial charring damage to approximately (4) vertical members. Due to the small size of the lumber, they have been significantly impacted, and are no longer structurally adequate. They must be replaced. • 2x4 Wall Studs (Zone -B): A total of approximately (3) main story wall studs outside of Zone -A were found to have minor smoke staining, but no heat related damage. These studs have not been structurally weakened, and may remain in place if feasible. • 2x4 Wall Top/Bottom Plates (Exterior Wall): The exterior wall top and bottom plates were found to be in structurally adequate condition, despite some minor charring. Structurally, it would be more beneficial to leave the existing exterior wall plates in-place to avoid splicing in new segments of the horizontal plates. • 2x4 Wall Top/Bottom Plates (Interior Wall): A section of approximately 36" of the interior wall top and bottom plates were found to be substantially charred and structurally damaged. These segments of the wall plates will need to be removed, and new 2x4 wall plates installed. Two new concrete anchor bolts in the sill plate, and a set of Simpson "ST2122" double top plate splice straps should be installed to fully secure the new bottom and top plates into the existing wall OPTIONAL UPGRADE: A segment of the exterior wall sill plate (seen in Figure 2) was observed during the inspection which showed visible signs of mid -stage wood rot. The sill does not appear to be pressure -treated, and is showing signs of moisture decay along it exterior edge, migrating to the full depth of the wood. ENGINEERED STRUCTURES GLOBAL . BUILDING CODE ASSESSMENT: A review of the visual components of the exterior wall and upper floor framing which exists in the motel units was performed during the inspection. A brief list of the major structural components are listed here, along with comments on the current state of Building Code compliance of each item. • Main Floor: The main floor is built with a concrete slab on grade. The slab is most likely un -insulated below, which would not meet current energy code standards. The slab appears to bein fine condition. • Upper Floor Framing: The upper floor is built with 2x10 lumber joists at 16"oc spacing. The joists are in fine condition and did not appear to suffer any damage from the fire. The size and installation of the joists appear to meet all current building code standards. The upper floor sheathing looked to be some type of fiber board material, which is below current building industry standard. For adequate floor strength and performance, a 3/4" tongue & grove plywood or OSB sheathing is recommended. • . Roof Framing: Visual inspection of the existing roof framing could not be completed at this time. Note that it is highly likely that the thickness of the existing roof insulation does not meet current energy codes. • Interior Walls: The interior walls of the units appear to generally be standard 2x4 wood construction with drywall sheathing. There were no construction related issues noted with the interior walls. • Exterior Walls: The exterior walls of the units were seen to be standard 2x4 construction similar to the interior walls. The exterior walls appeared to have a simple 3/8" grooved panel siding product similar to T1-11 covering the exterior. Overall the exterior walls seems to be performing adequately in a structural sense, however there are several Building Code related items which are substandard. Current energy code requires R-21 exterior wall insulation, which is generally achieved with 2x6 wall studs. As noted earlier in the report, the exterior wall sill plates are not pressure treated which seems to be allowing for some wood rot to progress. The sill plates also lack anchor -bolts into the foundation, and other related earthquake resistance hardware. Also the thin panel exterior sheathing is not sized or nailed adequately to meet current earthquake building code standards. Typically, 1/2" plywood sheathing is used with a 6"oc nailing pattern at all panel edges. The finished siding is applied over the structural plywood sheathing. In general, this existing structure could benefit from a complete structural seismic retrofitting to bring it up to current code standards. Detailed specifications for upgrading those items that were found to be below current Code standards are beyond the scope of this report.
