This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via aremote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via aremote electronic system. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 070077847#oxwell aoalink b/join the Microsoft Teams COMMITTEE OF THE WHOLE Council President Kruller called the remote meeting of the Tukwila City Council to order at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. OFFICIALS Present at the virtual meeting were Council President Kruller; Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson. LAND ACKNOWLEDGEMENT Council President Kruller stated "The City of Tukwila is located on the ancestral lands of the Coast Salish people. We acknowledge their continuing connections to land, waters and culture. We pay our respects to their elders past, present and emerging." PUBLIC COMMENTS Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to read comments verbally atthe virtual meeting. There were nVpublic comments. SPECIAL ISSUES m. Weekly COVD0-1 9 report. David Cline, City Administrator, provided an update onthe City's coronavirus response as follows: City Hall and the Permit Center are open for in-person services on Mondays and Wednesdays from 8:30 am to noon; Parks and Recreation is implementing verification of vaccination and/or negative COVID-19 test for indoor recreation; COVID-1 9 vaccine information for children ages 5 to 11 will be coming soon. A resolution adopting the South King Housing and Homelessness Partners (SKHHP) 2022 Work Plan and 2022 Operating Budget. Angela San Filippo, Executive Manager of SKHHP, explained the South King Housing and Homelessness Partners (SKHHP) Interlocal Agreement requires each member agency to approve the annual work plan and operating budget. The proposed resolution and its associated work plan and budget operationalizes the SKHHP mission and goals, provides an itemization of all categories of budgeted expenses, itemizes each Party's contribution, and identifies budget priorities for 2022. Councilmember McLeod commented he is on the SKHHP Executive Board and Tukwila's contribution is up from $7,500 to $8,625 in 2022. Following a question from Councilmember Delostrinos Johnson, Ms. San Filippo indicated she attends meetings of the King County public funders group to stay apprised of ongoing Housing Capital Fund discussions in the region. Following a question from Council President Kruller, Ms. San Filippo stated SKHHP has accomplished a significant level of outreach and community engagement despite the pandemic. She is looking forward to getting to the point where SKHHP begins to fund an affordable housing development project. Councilmember McLeod highlighted the establishment of a 501(c)(3) which will allow SKHHP to fundraise private dollars. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. A grant agreement with the Washington Secretary of State's Office for digitization of Police records in the amount of $49,195.51. Rebecca Hixson, Police Support Operations Manager, shared the Tukwila Police Department was awarded $49,195.51 through the Washington Off•Ice of the Secretary of State's Local Records Grant Program for imaging/digitization of eight years of Police case files. In response to a question from Councilmember Quinn, Ms. Hixson relayed there are approximately 4 rooms full of scannable records. While there will be space savings associated with digitizing records, there is also the benefit of mitigating risk due to physical damage. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. REPORTS a. Mayor Mayor Ekberg was not in attendance. 1b. City Council Councilmember Seal reported the Transportation and Infrastructure Services Committee forwarded a contract for the Commercial Business District Sewer Repair Project to the full Council and also received an update on the City's contract with Waste Management that will be expiring on October 31, 2023. The procurement process for a new vendor will involve a request for proposals. Councilmember McLeod apologized to Councilmember Idan and Councilmember Delostrinos, Johnson for his comments regarding use of American Rescue Plan Act (ARPA) funds at last week's Council meeting and shared he is open to discussing their proposal to use ARPA funds towards soccer fields for youth. Tukwila City Council Committee of the Whole Minutes October 25, 2021 Page 3 of 3 Councilmember Idan reported the Finance and Governance Committee reviewed a golf capital purchase for Parks and Recreation, received an update on the General Fund, and reviewed tax levy legislation and an ordinance adopting an amended mid -biennium budget. The Committee will continue discussing use of ARPA funds at the next meeting. Council President Kruller attended meetings through Sound Cities Association regarding use of ARPA funds and regional water quality. c. Staff There was no report. EXECUTIVE SESSION — Collective Bargaining — Pursuant to RCW 42.30.140(b) (90 minutes total) Council President Kruller announced the Council will now go into an Executive Session to discuss: Collective Bargaining — Pursuant to RCW 42.30.140(b) The total amount of time will be no more than 90 minutes, and no decisions will be made during the Executive Session. No action will be required in the Open Meeting after the Executive Session has concluded. She declared the meeting adjourned as of the conclusion of the Executive Session. The Executive Session will not be extended beyond the announced time, and they will not be returning to open session to adjourn or for any other reason. 7:46 p.m. Council President Kruller called for a brief recess to allow the Councilmembers to convene a separate remote meeting.
