The block for this trash enclosure was placed in 2016. The trash enclosure walls are 9' 4" tall. Engineer of record was contacted by phone. Engineer of record stated that full height grout placement was allowed without cleanouts and that grout testing or prisms were not needed. Reinforcing steel is placed according to plans and documents. Contractor cleaned cells as well as possible. Contractor used a mechanical vibrator with a 10' stinger. Each cell was vibrated. Stand by time due to contractor needing to get a vibrator. To the best of our knowledge, the items inspected today are in conformance with approved plans and specifications. (WJE) has performed a limited investigation into the construction of the dumpster enclosure (enclosure) for the Mizuki Buffet Restaurant, located at 17950 Southcenter Parkway in Tukwila, Washington. We understand the contractor stopped construction of the enclosure sometime in 2016 for reasons unknown. You have reported to us that Tacoma Plumbing has investigated the floor drain serving the enclosure and determined the sewer line is tight and appears to be in working order. Inspection of this sewer line was outside of WJE's scope of services. You requested that WJE visit the site to inspect the enclosure and provide you with our opinion whether the visible portions of the construction were built in accordance with the construction drawing set titled Mizuki Dumpster Enclosure, dated March 16, 2016, provided to WJE. Investigation and Findings On October 5, 2017, Mr. Trent Tinney, P.E., of WJE visited the site to observe the visible as -built conditions of the enclosure. The enclosure openings for the three bays face north. The width of the enclosure measures 25 feet, 3 inches east to west, and the depth measures 11 feet, 4 inches north to south (Figures 1 through 4). The walls are currently 8 feet, 7 inches tall above rough grade and constructed with standard 8 inch x 8 inch x 16 inch split face concrete masonry units (CMUs) (Figure 5). A single floor drain exists in each of the three bays (Figure 6). The construction documents indicate that in addition to the CMU walls there are to be a pair of steel bollards set to the rear of the two larger bays, tube steel posts that support metal gates for each bay, and a metal roof supported by wood framing over the entire structure. The walls have vertical rebar placed roughly 16 inches on center loosely in every other cell (Figure 7). Most rebar are protruding between 6 and 10 inches from the top of the wall, and none of the CMU cells have been grouted. WJE was able to visually confirm there is a row of horizontal rebar at the bottom of the wall (Figure 8). Another row was confirmed roughly at mid -height of the wall with a metal detector. From a review of Google Earth street view images, the enclosure's concrete foundation appears to have been under construction in September 2016 (Figure 9). The concrete wall footings were poured with vertical rebar extending at equal spacing (Figure 10). The concrete footing extends an unknown length beyond the end of each wall (Figure 11). There exists some extension of the concrete footing. The steel posts and gates have not yet been installed. At the time of WJE's visit, no concrete slab on ground (slab) had been poured. Therefore, there are also no bollards installed yet. The top course of masonry (i.e., the bond beam) is not yet constructed, and as such the roof framing and sheet metal roof have not been constructed. Conclusions The concrete foundation appears to have been poured and provided with vertical reinforcing according to the details on Sheet S1 of the construction documents. The footing depth is unknown, as are the details of the footing to anchor the steel posts. Excavation would be required to assess the condition further. The construction of the walls is nearly complete. The top course of CMU and bond beam as described in Sections 3 and 4 on Sheet S1 have not yet been constructed. In addition, no grout has been poured at vertical rebar locations. The completed portion of the walls appear to be in general accordance with the construction documents. In general, the length, width, appearance, and overall shape of the enclosure matches the construction documents. The CMU walls appear to be in good structural condition and have so far been constructed in general accordance with the construction documents. The footing for the steel posts and the post installation do not appear to follow the construction documents. Further investigation including limited excavation would be required to learn more about the as -built footing construction for the steel posts.
