Chair Seal called the meeting to order at 5:30 p.m.
I. BUSINESS AGENDA
A. Fleet & Facilities Tenant Improvements Project Update
Staff provided an update on the construction progress for the Fleet & Facilities Tenant
Improvement Project, which is on schedule and approximately 82% complete, yet may be
impacted by supply chain issues.

B. Neighborhood Traffic Calming Program Update and Purchase Request
Staff is seeking Council approval to purchase ten Radar Driver Feedback signs, two portable
Radar Driver Feedback signs, and two Rectangular Rapid Flashing Beacon Crosswalk systems
in a total amount of $90,803.47. Staff also presented the proposed projects for 2022.
Councilmember Seal inquired about decision making around the plans to install speed
cushions on 37th Avenue South and South 140th. Staff confirmed that the location has been
prioritized and planned since 2020. Committee members and staff discussed the importance
of providing transparency and communication to the public around the program.
Committee Recommendation
Unanimous approval. Forward to November 15, 2021 Regular Consent Agenda.
C. State of the City's Bridges
Staff presented on the status of the City's bridges after completion of the 2021 inspections.

D. Duwamish River Basin Steward Proposal
Staff discussed a forthcoming interlocal agreement to create a new Duwamish Basin
Stewa rd.
Councilmember Quinn announced he would recuse himself from discussion or decisions on items
D and E.

E. Grant Acceptance: Gilliam Creek Fish Barrier Removal
Staff is seeking Council approval to accept $300,000 in grant funding form the King County
Flood Control District for the Gilliam Creek Fish Barrier Removal project.
Committee Recommendation
Majority approval (Quinn recused). Forward to November 15, 2021 Regular Meeting.
F. Resolution: 2022 Legislative Agenda
Staff is seeking Council approval of a resolution adopting the 2022 state legislative agenda
and described changes as well as comments made at the Finance & Governance Committee.
Committee Recommendation
Unanimous approval. Forward to November 22, 2021 Committee of the Whole.
