Remote Meeting November 1, 2021 — 7:00 P.m.
REGULAR MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All parUcipanto, including the Mayor. Counci|membars. City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.

Mayor Ekberg called the Regular Meeting Vfthe Tukwila City Council toorder ot7:OOpnn.and led the
audience in the Pledge ofAllegiance.

PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally otthe virtual meeting. Mayor Ekberg asked those who had signed uptoproceed
with their public comments.
ShivoniLal isanew resident atPark Pointe onthe Hill and relayed that she was harassed bythe owners.
She also submitted an email about this issue and would like to know what resources are available to
residents regarding advocacy.
Mayor Ekberg stated any written comments that had been submitted regarding this issue will beprovided
to the City Council.

Council President Kruller inquired about the process to follow-up with the public commenter as it relates
to the resources they requested. David C|ine, City Adnninictrator, explained that per the standard
process, the commenter will receive input from the appropriate departmental staff regarding their
concerns.
UNFINISHED BUSINESS

David Cline, City Administrator, reported that vaccines have been expanded to children aged 5 to 11
years old. The Tukwila School District has expressed support for expanding vaccinations, and the
Tukwila Fire Department isatthe ready toassist inthose efforts. C{JV|O-18testing continues atthe
Church bythe Side ofthe Road inTukwila.
Based on a question from Councilmember Quinn regarding booster shot availability, Mr. Cline said he
would ensure that information is made available in the next COVI D-1 9 report tothe City Council.

REPORTS
a. Mayor
Mayor Ekberg reported there will be on event on Gaburday. November 6, 2021 at the Tukwila Pantry at
9:00 a.m. to celebrate volunteers and thank Lowes for providing a covering to provide shelter hoPantry
workers.

7:13 p.m. Counci|nlamberC)uinnre-joined the virtual Council meeting
Councilmember Hougardy reported that the two items discussed at this evening's Planning and
Community Development (PCD) Committee meeting involved an Interlocal Agreement with SeaTac for
building inspections and discussion of a Multi -Family Property Tax Exemption. Both ofthese items will be
coming tothe full Council for consideration.
Counci|mennberQuinn reported that hespent time with Carol Haggerton.wife ofMayor Jim Haggerton.
who iscurrently experiencing mserious illness. Mr. Quinn was humbled tobewelcomed totheir home
during this time, where K8na. Haggedon expressed appreciation for the relationships the Council has
forged with Mayor HagQerton. Mrs. Haggerton hopes it might be possible for the City to recognize the
foundational accomplishments ofMayor HaQgerton. The Counci|mennberoand Mayor Ekberg expressed
support for this effort and will be reaching out to Mrs. Haggerton.
Council President Kruller reported that National League of Cities (NLC) meetings are coming up, and she
will have significant involvement as a member of the Transportation and Infrastructure Services
Committee. There is work to be done on resolutions and policies that will pave the way for advocacy as it
relates totransportation related projects that benefitTukwi|m. Ms. Kru||era|eo participated in the Puget
Sound Partnership Board Meeting where work is done to ensure agency collaboration as it relates to
ecosystem recovery and salmon habitat restoration to ensure a healthy and resilient Puget Sound.
Councilmember McLeod had the need to work with staff recently from the Technology and Information
Services (US)Department. Hecommended staff member Will Raginfor his assistance and the good
work he does toward ensuring the Council meetings run smoothly as it relates to technology. He thanked
the entire TIS staff for the work they have done during the pandemic in enhancing technology in an
effective and efficient way.
Councilmember Delostrinos Johnson referenced the items on the Community Services and Safety (CSS)
Committee meeting. The Committee discussed leases for the Way Back Inn properties as it relates to
transitional housing toprevent homelessness. The leases will becoming tothe full Council onNovember
15. Additionally, there will be a presentation on the properties coming to the Council in 2022.
There was no report.
Counci|memberMcLeod referenced mrecent email tothe Council regarding abusiness owner's
experiences with the City's Impact Fee requirements. Hewould like tosee this item discussed sdthe
Planning and Community Development (PCD) Committee to compare the City's ordinance tothe real-life
experiences ufobusiness community member.
The Councilmembers discussed this issue and were supportive of starting the discussion in a Council
Committee toassess potential next steps.
Council President Kruller referenced a situation in a Tukwila neighborhood where a driver crossed a 2 -
lane road and hit a truck parked on the side of the road head-on. This location ioalong 37thAvenue near
the cross street ofSouth 137th. The affected resident said this has happened inhis neighborhood 4
times, and referenced speed bumps mmmitigation for this ongoing issue. yWn. Kru||ersaid the City uses
data to determine mitigating measures used for the Neighborhood Traffic Calming Program, and it is
important that this area baassessed aswell. The topic could bediscussed atuCouncil Committee if
necessary.
Counoi|rnemberQuinn has also heard similar concerns from citizens. This ioonimportant topic tobe
mindful ofeethe Council enters into discussions onthe budget.

Mayor Ekberg announced the Council will now go into an Executive Session to discuss:

The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn orfor any other reason.
7:30 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a separate
nennoby meeting.
