This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at
Tukwila City Hall and participated via aremote electronic system.

Council President Kru|hsrodled the remote Tukwila City Council meeting ioorder ot7:O0 p.m. and led the
audience in the Pledge of Allegiance.

LAND ACKNOWLEDGEMENT
Councilmember Idan stated "The City of Tukwila is located on the ancestral lands of the Coast Salish
people. We acknowledge their continuing connections to land, waters and culture. We pay our respectsto
their elders post, present and emerging."
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today to
read comments verbally otthe virtual meeting.
1. Robert Neuffer expressed concern regarding the Automated School Zone cameras on South 144th
Street as he feels it may cause negative impacts for those who cannot afford to pay fines. He
suggested mitigating speeding through other measures such as physical redesign of the road, better
signage, speed cushions, paint strips and lowering the speed limit. He stated the safety of children
takes precedence over generating revenue for the City.

PUBLIC HEARING
a. Tax levy legislation:
(1) Anordinance levying the general taxes for the City commencing I/1/2022'
(2) Anordinance decreasing the regular tax levy from the previous year commencing 11M/2022.
7:08 p.m. Council President KruUAmropened the public hearing and called for a staff report.
Vicky Carlsen, Finance Director, explained the proposed ordinances are to (1) adopt the general and
excess property tax levies inthe amounts of$17.O1S.O97and $4.474'075respectively for 2O22.and (2)
decreases the regular tax levy from the previous year byO.1896.

Council President Kruller asked if there was anyone else who wished to make a public comment on this

b- Amordinance adopting mmamended 2821-2022mid-biennium budget.

Vicky Carlsen, Finance Director, explained this ordinance adjusts the 2021-2022 budget to identify
significant changes in financial plans, policy decisions, and provide transparency for key decisions. The
proposed amendments include housekeeping amendments, adjustments specific to allocating American
Rescue Plan Act (ARPA) funds, increases certain general fund revenue streams, adjustments to meet
personnel contractual obligations, and reflects revenue -backed projects/expenditures.

(1) An ordinance levying the general taxes for the City commencing 11/11/2022-
(2) An ordinance decreasing the regular tax levy from the previous year commencing 11/11/2822'
Following oquestion from CouncilnemberH .Ms. Carlsen explained page 11of the agenda
packet shows the levy limit worksheet provided bvKing County hodetermine the estimated regular levy
limit using the limit factor for the district or implicit price deflator. The City is required to use the lower of
the two methods, amounting toonallowable regular tax levy of$17.G1S.D97for 2O22.Ms. Car|aennoted
the regular property tax levy has decreased 0. 18% from the previous year due to a refund of a multi-
family property tax exemption levy.

c' Weekly COVID-19 Report.
David Cline, City Administrator, provided an update on the City's coronavirus response as follows:The
City is targeting January for reopening of City facilities for in-person services; The Tukwila Pantry recently
held acelebration marking the opening ofthe outside roof; Children ages 5through 11 have begun
receiving vaccinations.
Jay Wittwer, Fire Chief, and Norm Golden, Deputy Fire Chief, explained the Mobile Vaccination Team will
begin providing booster shots to homebound individuals as soon as vaccines have been released by King
County.

Eric Drever, Police Chief, provided an update on the School Zone automated cameras that were installed
onSouth 144mStreet inthe vicinity ofFoster High Schoo and Showalter Middle School. Speeding was
reduced from 1G27warnings issued inSeptember hoG82 warnings issued inOctober. Staff are reviewing
the feasibility ofadding osecond set ofcameras along 42nuAvenue South tofurther reduce speeding
violations inschool zones.
The Councilmembers exchanged comments and highlighted the need for more data prior to making
decisions on continuing or expanding the camera program. The intent is to correct speeding to increase
safety inschool zones rather than generating revenue.
Trish 0n|ow.Court Administrator, noted speeding ina school zone iaaviolation ofthe law that results in
a ticket that cannot be mitigated when the ticket is issued by an officer. Additionally, tickets issued
through the automated cameras program allow for hearings and payment plans, do not go on an
individual's driving record, and do not require officers toengage directly with the public to issue citations.
Mayor Ekberg reported the Tukwila Pantry held a ribbon -cutting ceremony for the opening of their roof.
He noted resident Katrina Dohn is coordinating with the City of Auburn to assist 100 residents that were
displaced by an Auburn apartment fire.
b. City Council
Councilmember Seal reported the Transportation and Infrastructure Services Committee received an
update onthe Public Works Fleet & Facilities Tenant Improvements Project, NeighborhondTraffio
Calming Program, Annual bridge inspections and repairs, and Surface Water Fund — Duwamish River
Basin stewardship. The Committee forwarded o grant for the <3i||iann Creek Fish Barrier Rernuvo| project
and aresolution onthe 2022Legislative Agenda.
Councilmember Hougardy participated in an Equity and Social Justice Commission meeting where they
continued working on the qualifying questions for the Tukwila Police hiring process for interview panel
members. She attended Cities on Tap through the Association of Washington Cities where they
presented the 2O22 legislative priorities.
Councilmember Quinn attended a Washington State Criminal Justice Training Commission meeting
where new commissioners were welcomed. He attended the ribbon -cutting ceremony for the new roof at

Councilmember McLeod attended the ribbon -cutting ceremony at the Tukwila Pantry. He stated hmwould
like other Councilmembers to be considered for the South King Housing and Homelessness Partners
Executive Board next year.
Councilmember Idan reported the Finance and Governance Committee reviewed the 2022 Legislative
Agenda and amongst other items, held odiscussion regarding the possible addition ofprojects using
American Rescue Plan Act (ARPA)funds.
Council President Kruller asked for clarification regarding Cascade View Elementary School safety
improvements (page 21 of the Transportation and Infrastructure Services Committee packet). She
reported President Biden recently passed a large infrastructure bill that will include funding much needed
by local governments. She reported the Association of Washington Cities Federal Legislative Priorities
Committee recently passed their 2O22Legislative Agenda.
#' Staff
David Cline, City Administrator, reported there is C{}V|D-19 vaccination pop-up clinic otthe Sullivan
Center that is open every weekend. This weekend, it will be open from 1:00 p.m. — 3:30 p.m. and all 3
vaccines will be available, including booster shots for eligible adults (individuals with significantly
compromised immune systems, individuals who are G5years and o|der, individuals ogee 50-64 with
underlying medical conditions, and individuals 18 and older who live in long-term care settings). Mr. Cline
reported the Future Fire/EMS Community Advisory Committee will have their first meeting on November
9,2021.
MISCELLANEOUS
Councilmember Seal relayed she received a phone call from a resident in her neighborhood who had an
encounter with someone who had entered into the resident's vehicle, damaged the interior then
proceeded to attempt to enter the resident's house. When the resident called the police, she was told the
police could not help.
Eric Draver, Police Chief, stated this is not the response Tukwila Police Department expects to provide
and hewill follow-up onthis issue.

Council President Kruller announced the Council will now go into an Executive Session to discuss:
Collective Bargaining—Purouantto RCVV42.3O.14O(b)
The total amount of time will be no more than 60 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
She declared the meeting adjourned es ofthe conclusion ofthe Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn orfor any other reason.
