This specification and accompanying documents describe the performance and design of heating, ventilation air conditioning and exhaust systems for King County Library System Southcenter Expansion. 1.01 GENERAL DESCRIPTION A. These drawings and specifications are performance specifications. These documents describe the arrangement, concept and quality of the heating, ventilation and air conditioning systems. This means that the final design, coordination of mechanical systems, in addition to the construction of the systems, is the responsibility of the mechanical contractor. The mechanical contractor shall design, furnish, install, test and place into successful permanent operation all equipment and work indicated and required to provide functional and operational mechanical systems that comply with the design requirements specified herein. B. The drawings and specifications are intended to document all work indicated. Provide materials required for the proper completion of the installation or operation of the equipment. C. The drawings are diagrammatic and do not show exact or complete system configurations nor the necessary number and types of fittings. Provide labor and materials required to complete the work indicated and required. D. Any use of these documents beyond those described above, and any use without the engineer's permission, is prohibited. 1.02 SYSTEM DESCRIPTION AND PERFORMANCE A. Mechanical systems installed under this contract are generally comprised of the following: 1. Heating, ventilation, air conditioning and exhaust systems: Provide mechanical heating, ventilation, air conditioning, exhaust and any other systems as indicated and required by the Mechanical plans and specified herein. 2. The mechanical system installation shall be the work of the Mechanical Contractor. This system will require connections to electrical power. The Mechanical Contractor shall coordinate and make arrangements with the Electrical Contractor to extend power to each equipment item and provide all required connections. B. The mechanical systems installed under this contract shall be capable of conditioning all occupied space to the following criteria: 1. Winter Heating: 74 Degrees drybulb. 2. Summer Cooling: 76 Degrees drybuld, no humidity control. C. Noise Criteria 1. Library. NC -30 2. Circulation, Offices: NC -35 1.03 REFERENCES, ORDINANCES AND PERMITS A. The associated documents are a part of these specifications as if they were bound herewith. B. All work shall comply with all governing codes and ordinances: 1. International Building Code (IBC) 2. International Mechanical Code (IMC) 3. Washington State Adoptions and amendments to building codes. 4. Uniform Plumbing Code (UPC) 5. Washington State Energy Code (WSEC) 6. Washington State Ventilation Indoor Air Quality Code (WSVIAQ) 7. Local codes and amendments to codes. 8. Codes and ordinances take precedence over the plans and specifications. The contractor is responsible for obtaining and paying for all permits, plan/energy reviews, and inspections. Delays resulting from scheduling of reviews is the responsibility of the contractor. C. Schedule of Work and Phasing. 1. Conform to the schedule of work as established by the General Contractor. 1.04 DRAWINGS AND DIMENSIONS A. The drawings are diagrammatic and do not show details of the building that may affect the mechanical installation. Indicated dimensions shall supersede the scaled dimensions. Verify all dimensions and conditions before beginning work. B. Contractor shall study the plans prior to submitting bids and shall obtain written resolution of apparent conflicts or installation problems from the Owner or Engineer prior to bid. C. The contractor is responsible for their own extra costs to remedy conflicts, with building structure or other trades, incurred during installation. 1.05 COORDINATION WITH OTHER TRADES A. Plan all work so that it proceeds with minimum interference to other trades, and so that the -project progresses in a timely manner. B. The Mechanical Contractor shall be responsible for coordination of work. 1.06 MATERIALS AND EQUIPMENT A. All materials and equipment furnished by the contractor shall be new, and similar products shall be of the same manufacturer, unless otherwise indicated on the drawings. 1.07 INSTALLATION A. All work shall conform to the highest standard of industry practice and shall be performed by workmen skilled in their respective trades. Work improperly installed, in the judgment of the Architect, Mechanical Engineer or their representatives, shall be redone to their satisfaction at no additional cost to the owner. Each contractor shall be responsible for his own cleaning and shall immediately remove, and dispose of in an approved and legal manner, all waste materials, rubbish, and surplus materials at the completion of each portion of the work. B. It shall be the contractor's responsibility to protect the materials and _equipment they furnishes from _damage during shipment -and throughout the construction period, and repair or replace such damaged items at no additional cost to the Owner. C. Any work to be performed that effects existing facilities shall be scheduled 24 hours in advance with the general contractor, owner and adjoining tenants. Construction shall only occur during approved intervals. 1.08 SUBMITTALS AND SUBSTITUTIONS A. Where an article or product is referred to by a manufacturer's name and/or model number, a substitution may be proposed. Submit substitution requests to the Architect for approval. 1. Provide submittals for .all -equipment furnished under this contract: Submittals shall include: Diffusers Duct Attenuators Ductwork and Sheetmetal Shop Drawings. Prepare scaled shop drawings on a background drawing furnished by the Architect. Indicate the installed arrangement of all ductwork, dimensions, fittings, etc. Submit to architect and do not fabricate or install the ductwork prior to receiving an accepted set of shop drawings. 1.09 OPERATION/MAINTENANCE MANUALS A. The Mechanical Subcontractor shall provide the following: 1. Conduct a walk-through with the Owner and furnish detailed written instructions on mechanical system operation and maintenance. 2. Coordinate turnover of mechanical system operations and maintenance information with Owner in accordance with these requirements. Provide Operations and Maintenance Manuals for the mechanical systems as required by the Owner. 1.09 WORK BY OTHERS A. As established by the Mechanical Subcontractor agreement with Owner. MECHANICAL -2 - DEMOLITION 1.00 GENERAL A. Demolition shall consist of the safe removal and proper disposal of all mechanical accessories, equipment, fixtures and systems indicated and required for the intended execution of the work. Remove all accessories, equipment and materials indicated and required to be removed. Salvage any items indicated to be salvaged, label and store in a place protected -from damage or loss until the item is retrieved to be installed or returned to the Owner. B. Coordinate demolition and items requiring removal with the Architect to insure that miscellaneous accessories and hangers are not remaining that would interfere with the desired outcome for appearance. C. Protect adjoining areas from damage. Protect adjoining areas with temporary walls, barriers etc. to prevent dust and debris from migrating out of the construction area. Protect and cover the open ends of ductwork to prevent dust intrusion. Clean the site at the end of each work interval, store and -secure equipment and - materials -in an orderly and neat -manner and leave the area broom clean. MECHANICAL -3 - SUPPORTS, ANCHORS AND SEALS 1.00 SUPPORTS, ANCHORS, AND SEALS A. Provide supports for all ductwork, equipment, and piping as required. Provide all equipment. Size all supports and anchors in accordance with IBC and IMC requirements. Provide annular clear space of approximately 1Ai" to 1" through openings and penetrations to accommodate insulation passing through sleeve. B. Ductwork: Provide supports and hangers in conformance with IMC requirements. C. Seismically brace all mechanical equipment and systems as required by code. Contractor shall arrange and pay for materials, labor and design required to seismically brace equipment and systems. MECHANICAL -4 - INSULATION 1.00 GENERAL A. Insulate all ductwork in accordance with the requirements of th Insulation shall satisfy code requirements for fire and flame sprea rated for application to air handling systems B. Ducts in unconditioned areas, attic, garage, crawlspace, in floor/ceiling: Provide total installed thermal resistance of R-8. C. Ductwork in conditioned areas, exposed ductwork: Insulation is not required. MECHANICAL -5 - HEATING, VENTILATION, AIR CONDITIONING AND EXHAUST 1.00 GENERAL A. All equipment shall be rated and bear ARI and UL labels. 2.00 EQUIPMENT AND MATERIALS in accordance with, AMCA, ARI and UL standards A. Provide equipment an materials necessary for the execution and completion of the intended scope of work. 3.00 INSTALLATION 3.01 AIR MOVING EQUIPMENT - A. Unpackage and install equipment in accordance with the manufacturer's written installation instructions. B. Additional care shall be taken with respect to locating and mounting equipment to minimize noise generation and transmission. Noisy equipment shall not be situated next to quiet areas. Equipment items shall not be rigidly bolted or mounted to wall or ceiling elements shared with acoustically sensitive areas. Support equipment from substantial floor construction and resiliently isolate conduit, duct and pipe connections. 3.02 AIR MOVING EQUIPMENT A. Furnish and install complete all pipe, duct and control connections required. MECHANICAL -6 - DUCTWORK 1.00 GENERAL A. All ductwork shall be constructed, installed and tested in accordance with current SMACNA standards and the IBC. B. Limit installed length of flexible ductwork to 6 feet or less and only where indicated. The installation of flexible ductwork shall not compromise design volumes or distribution. The routing of flexible ductwork shall follow the general arrangement of the galvanized steel ductwork indicated on the plans. C. Acoustical lining: Acoustically line ductwork where indicated by the contract documents. Lining shall be minimum of 1" thick. As manufactured by Knauf or accepted equal. D. Duct Attenuators: Duct sound attenuator manufactured and tested -specifically for the application of attenuating sound transmitted through heating and ventilation system ductwork. Attenuators shall be constructed of galvanized steel sheets, lock formed seams sealed with approved mastic. Outer casing shall be minimum 22 gauge, inner panels minimum 24 gauge perforated sheets. Inner panels shall be die stamped with nosing to form a bellmouth entrance and perforated ai- passage. Interior components shall be secured by spot welding on not less than 3 inch centers. Acoustical filler shall be fiberglass, tested to ASTM E 84. Submitted duct attenuator performance characteristics shall be tested for dynamic loss, self -generated noise and pressure loss in both forward and reverse flow per ASTM E 477. E. Exposed ductwork shall match existing ductwork type, gauge, and finish. Fabricate carefully to avoid scratches, dents and surface defects that detract from the appearance. 2.01 GRILLES, REGISTERS, DFFUSERS A. Size, furnish and install grilles, registers, and diffusers as required by the contract documents and required for a functional heating air distribution system. Coordinate diffuser sizing with building structure and Builder. Furnish diffusers installed in concealed or inaccessible ductwork with blade type dampers. Style and location of all duct terminals shall be coordinated with and approved by Owner. 2.02 VOLUME DAMPERS A. Provide dampers in accordance with SMACNA HVAC duct construction standards. B. Provide dampers with quadrants or sleeves, as applicable: Galvanized with double bearings and heavy gauge. 3.00 INSTALLATION A. Adjust ductwork and provide fittings and off -sets as required to clear structure. B. Provide hangers, supports and bracing to achieve the intent indicated by the contract documents and provide support and bracing conforming to code. C. Where ductwork is installed exposed, take special care not to damage or dent the duct. Damaged or dented ductwork will not be 'accepted and will be replaced at the discretion of the Architect. D. Install balancing dampers where indicated by the contract documents and as required to air bclance the distribution system. Install dampers to be accessible. E. Remove all construction debris and dust from all ductwork and plenums, existing and new, before placing into service. Vacuum clean all trunks, branches, and plenums and replace filters before operating air distribution equipment and turning the equipment over to Owner. F. The Heating, Ventilation and Air Conditioning Contractor shall start-up and re -start all air systems. Each part of each system shall be adjusted to insure proper function of all equipment and controls. G. Lubricate all motors and bearings. H. Vacuum Cleaning of all Ductwork, existing and new, shall be performed by the Builder's Cleaning Contractor prior to placing into service. MECHANICAL -7 - TEMPERATURE CONTROLS 1.00 GENERAL A. The contractor shall provide a complete, functional and operational system for equipment and temperature controls. 2.00 SYSTEM REQUIREMENTS A. Existing temperature control systems are retained. B. Reinstall salvaged thermostat where indicated. 3.00 SEQUENCES OF OPERATION A. Existing sequences shall remain operative. MECHANICAL -8 - TESTING, ADJUSTING AND BALANCING 1.00 GENERAL A. Contractor shall be responsible for retaining a balancing contractor to perform testing, adjusting and comfort balancing of mechanical heating, ventilation and air conditioning systems. Air Balancing Contractor shall make any adjustments or repairs required by defects disclosed during this testing and make and place into permanent operation a fully functionally tested and operational heating, and ventilation system. B. The mechanical system shall not be operated to provide temporary heat or ventilation without adequate filtration in place in the equipment and over duct openings to insure equipment, ductwork and plenums are kept free from dust and construction debris. C. Replace filters at trim stage, and leave a new pleated filters for each of the airhandlers. D. Prior to balancing, the Contractor shall clean all equipment, vacuum clean ductwork as specified, clean ductwork and plenums, removing all dust and construction debris and functionally test equipment to insure all system elements are operational. E. Balancing Contractor shall adjust all grilles, registers and diffusers and manually balance system for comfort to eliminate cold and dead air spots and drafts, prior to Owner Walkthrough. Provide balancing quadrants and regulators as required to perform complete comfort balance at no additional cost to the contract. F. Contractor shall provide a completed and signed system functional testing and balance report to Owner at the completion of testing adjusting and balancing. G. Submit final report to Owner for acceptance. Provide resources in this contract to rebalance as required for comfort or - as subsequently directed by Owner. MECHANICAL -9 - COMMISSIONING 1.00 GENERAL A. Contractor shall be responsible for retaining a commissioning agent or service to commission the installed systems in accordance with the requirements of the Washington State Energy Code. The Commissioning Agent shall coordinate their activities with the Mechanical, Control and Balancing Contractor's to verify, test and exercise mechanical equipment and systems to the extent necessary to functionally test and confirm that the intended operations and performance are achieved. B. The Commissioning Agent shall schedule regular visits to verify the installation of mechanical systems, functionally test the systems and confirm that the intended and specified performance is achieved. C. The Commissioning Agent shall provide a complete report to the Owner and submit all completed forms and reports necessary to authorities and stakeholders to confirm commissioning has been completed in accordance with Code requirements.
