ANNOUNCEMENT Mayor Ekberg announced that Jim Haggerton, the 191h Mayor of the City of Tukwila passed away this past week. MOTION CARRIED 7-n. UNFINISHED BUSINESS a. Weekly COVID-19 report. Rachel Bianchi, Deputy City Administrator, reported that there will be a COVID-19 pop-up clinic at the Sullivan Center inTukwila through December 18.2O21. Additionally, she explained that when bcomes to metrics regarding C{JV|Dvaccines, the City is able b)segregate 2ofTukwi|a'sprimary zip codes: Q81OB and 98188. That data reflects that Q596ofthe people who live inthose zip codes have received 1dose of the vaccine. Counci|nnemberDehstrinosJohnson asked ifthe Council could beprovided the yearly total ofhow many people are served through the Human Services Office. k8e. Bianchi responded inthe affirmative. K4a. [}e|ostrinos Johnson relayed that the pop-up clinic in Tukwila will provide vaccines for 5 to 11 year old children, and she inquired as to the outreach the City is using to get the word out. Ms. Bianchi responded that postings went out onsocial media today. She also encouraged individuals tovisit the vaccine locator. wa. gov website, as it provides vaccine locations based on zip code. b. Tax levy legislation: (1) Anordinance levying the general taxes for the City of Tukwila in King County for the fiscal year commencing January 1, 2022, on all property, both real and personal, in said city, that is subject to taxation for the purpose of paying sufficient revenue to carry on the services of the several departments of said city for the ensuing year, with an excess property tax levy for the purpose of paying debt service on the City's Unlimited Tax General Obligation Bonds issued in 2016 and 2019, asrequired bylaw. NEW BUSINESS Authorize the Mayor to sign a grant agreement with King County for flood reduction grant funds for the Gilliam Creek Fish Barrier Removal Project, in the amount of $300,000.00 (funds coming to the City). MOVED BY SEAL, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN A GRANT AGREEMENT WITH KING COUNTY FOR FLOOD REDUCTION GRANT FUNDS FOR THE GILLIAM CREEK FISH BARRIER REMOVAL PROJECT, IN THE AMOUNT OF $300,000.00 (FUNDS COMING TO THE CITY). City Council Councilmember Seal recalled her first National League of Cities (NLC) meeting, where she waemenboned bvMayor Haggndon. Hewill betruly missed inthe community. 7:16 p.m. Councilmember Quinn returned to the virtual meeting. Councilmember Hougardly extended condolences to the family of Mayor Haggerton and expressed how much she enjoyed working with him. This past week, Ms. Hougardy attended the AWC (Association of Washington Cities) Informational Session on tax restructuring. The 8tmba Legislature will be working on this, and it will eventually require a change bzthe Washington State Constitution. Additionally, atthe PCD (Planning and Community Development) Committee meeting this evening, discussion occurred on a Multi -family Tax Exemption and traffic impact fees. Council President Kruller offered condolences to the Haggerton family and spoke of the friendship she developed with the Mayor and his wife over the years. She recollected Senator Maria Cantwell seeking Mayor Haggertonout atlegislative sessions inWashington D.C. Hewas mmajor foroeinthe entire region. Ms. Kru|le«commended the Parks and Recreation staff for the recent event along the shoreline, providing educational opportunities about trees, plants and how they were used by native Americans. Additionm|ly, she referenced the Infrastructure Investment and Jobs Act that was signed into law today. This will pave the way for Tukwila legislators to send money to our area and make a difference in the entire region. Councilmember McLeod extended condolences to the Haggerton family and noted that Mayor Haggerton appointed him tothe Planning Commission. Councilmember Idan conveyed condolences to the Haggerton family and appreciated Jim's insight as it relates to City government. It was helpful to him prior to being elected to the Council. Councilmember Delostrinos Johnson offered condolences to the Haggerton family and referenced the sacrifice ittakes tnbeapublic servant. Ms. Delostrinos Johnson reported on the CSS (Committee Services and Safety) Committee this evening, stating itwas one ofthe best meetings she has attended. Representatives from the Use ofForce Review Board were inattendance and shared their experiences. Tukwila isone ofthe first jurisdictions inthe State tohave elocal review board. She commended Chief Dnsverand Chief Lund for their work onthis effort. She encouraged Counoi|membersand others toreview the video from the meeting. Additionally, on the agenda for the meeting were 3 park lease agreements with the Tukwila School District that will be extended for 3Oyears. c. Staff David Cline, City Administrator, extended condolences to the Haggerton family, noting they epitomize the art oflistening and community. Additionally, hereferenced the CA(City Administrator) Report and offered toanswer any questions Tukwila City Council Regular Meeting Minutes November 15, 2021 Page 5 of 5 Counci|mem[er Seal said she has heard from multiple residents with concern about trees that are on private property that may come down in a windstorm into the public right of way. She referenced trees on South 144mStreet that are dead and on private property that may pose a risk to others if they come down. She wondered ifthere could beaHazelnut article that goes out Vnthis topic tohelp people better understand this situation. Mayor Ekberg said he would look into this issue. 7:32 p.m. Councilmember Quinn noted that former Mayor Jim Haggerton will be greatly missed. He and his wife, Carol, exemplified who "we are," and Jim was someone who was attentive to the needs of new Counci|rnemberg. No action will be required in the Open Meeting after the Executive Session has concluded. He declared the meeting adjourned as of the conclusion of the Executive Session.
