NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Pursuant to RCW 35.33.107 and City of Tukwila Ordinance #1177, Section 2, the position of Utility Accountant is upgraded to Senior Utility Accountant. See Attachment A for revised job description. Section 2. The revised salary level for the Senior Utility Accountant is Salary Grade 7 per the Addendum agreement with the Public, Professional Office Clerical Employees and Drivers Local Union No. 763. See Attachment B. Hard Published Record Chronicle June 25, 1981 POSITION SPECIFICATIONS SENIOR UTILITY ACCOUNTANT 1. EDUCATION: Minimum education requirement is completion of 12 semester or 18 quarter hours of college level account- ing. A four -year degree in accounting or business is required to perform the duties (see substitution below). 2. EXPERIENCE: Previous experience should include a minimum of four years of increasing responsible accounting, and super- visory duties; a working knowledge of BARS and Computer Programming is desirable. Two years of experience may be substituted for each year of the four year degree requirement. 3. PLANNING: The position is responsible for performing planning required of the Senior Utility Accountant as outlined in the job's position description. Typical planning responsibilities include developing and implementing computer applications of the Finance Department needs. 4. DECISIONS: The position is responsible for the decisions required in the performance of Finance Department duties includ- ing maintaining general ledger, utility accounting re- cords and auditing other finance records for accuracy. The position is responsible for decisions required to assist the Finance Director in managing the City's financial affairs. 5. SUPERVISE: The position is responsible for assisting the Finance Director in supervising Finance Department staff in the absence of the Finance Director. 6. EXTERNAL CONTACTS: The position is responsible for contacts with the general public, city employees, State Auditors and various officials from other departments and agencies. ATTACHMENT A POSITION DESCRIPTION SENIOR UTILITY ACCOUNTANT REPORTS TO: FINANCE DIRECTOR SUPERVISIES: NONE BASIC FUNTION: Perform and coordinate a varity of Finance Department duties including cost analysis studies and preparation of periodic financial reports; maintain accounting record for the City's Water /Sewer Utility and selected other funds; maintain general ledger funtion; perform auditing function of finance systems; assist Finance Director in the iperation and maintenance of a computer system; and be responsible for all other activities as required by Finance Director. SPECIFIC DUTIES AND RESPONSIBILITIES: 1. Develop plans and procedures required to coordinate or perform municipal utility accounting and reporting activities. 2. Maintain an accurate and full set of accounting journals, ledgers and supporting files for the City's Water and Sewer Utility services; and analyze utility expenditures, operating expenses and receipts and assign appropriate account classifications. 3. Prepare or review labor distribution to utility accounts. Prepare appropriate adjusting and clos- ing accounting entries for accounting books. 4. Maintain general ledger accounting system. 5. Review and audit department records as necessary for accuracy and completeness. 6. Assist in compilation of annual City budget and records. 7. Design or implement various accounting systems including computer operations. Assist the Director of Finance in preparing and presenting financal studies and reports, and related other professional tasks when required. 8. Perform all other similar duties as required. ATTACHMENT B ADDENDUM to the A G R E E M E N T By and Between CITY OF TUKWILA, WASHINGTON and PUBLIC, PROFESSIONAL OFFICE- CLERICAL EMPLOYEES AND DRIVERS LOCAL UNION NO. 763 (Representing the Non Supervisory Employees) THIS ADDENDUM is supplemental to the LABOR AGREEMENT by and between the CITY OF TUKWILA, WASHINGTON (hereinafter referred to as the Employer) and PUBLIC, PROFES- SIONAL OFFICE- CLERICAL EMPLOYEES AND DRIVERS LOCAL UNION NO. 763, affiliated with the International Brotherhood of Teamsters, Chauffeurs, Warehousemen and Helpers of America (hereinafter referred to as the Union). It is understood and agreed by and between the Employer and the Union that a new bargaining unit position of Senior Utility Accountant is hereby established and shall be compensated at a salary grade 7.
